
The Investigative Committee invited the Ministry of Health to inform law enforcement agencies about the age of 16, who, according to doctors, have sexual life. This was reported by RIA Novosti with reference to the head of the management of procedural control over the investigation of certain types of crimes Evgen Minaev.
Minaeva reminded of criminal liability for sex with persons who have not reached the age of 16. According to her, such crimes are often not revealed due to the fact that not everyone knows about the existence of a criminal ban. Girls usually hide such facts, fearing publicity and negative consequences, Minaeva noted. As a result, such crimes remain unpunished, and minors can subsequently become victims of more serious crimes or over time they themselves will commit such crimes.
The proposal sent to the Ministry of Health is aimed at "increasing the efficiency of work to identify these crimes." The representative of the TFR emphasized. According to her, representatives of both departments agreed to create an interdepartmental working group in order to develop amendments to the current legislation.
At the same time, Mineeva noted that the transfer of such information to law enforcement agencies provides protection for the rights of a minor and does not disclose medical secret, since the secret of the preliminary investigation is also protected by law.
In Russia, the requirements for tightening punishment for pedophilia regularly sound. In 2012, a law was adopted that tightened the possibilities of parole for accused of pedophilia: they will be able to apply for it only after serving at least 4/5 of the sentence, against the norm of 3/4. The same law forbade to say the accused of violence against a child under the age of 14 to conditional terms of punishment and allowed the possibility of their chemical castration. In 2015, a bill on the complete abolition of pedophiles was made into the Duma.
In March 2015, Pavel Astakhov, who then held the position of children's Ombudsman, turned to Vladimir Putin with the idea of introducing for pedophiles who were released from the colonies, lifelong administrative supervision. In addition, he announced the need to exclude the possibility of UDU for convicts for such crimes. For the same criminals from whose actions children under the age of 14 were injured, Astakhov also proposed to cancel the statute of limitations.
In April of the same year, State Duma deputies Elena Mizulina and Olga Batalin introduced a bill to the Lower Chamber,abolishing the statute of limitations for crimes against sexual freedom and sexual integrity of minors, as well as for organizing children's prostitution and turnover of children's pornography.
