
Belgorod blogger Sergei Lezhnev was the first to write that the BSTU leaders cash out large sums of money through its students. He referred to the students who told him: at the end of March 2014, together with a scholarship (1700–2000 rubles), they received an additional ten thousand rubles on bank cards. According to the order, students were accrued in honor of the 60th anniversary of the university. But the very next day, the money was demanded to return, and in cash.
A graduate of BSTU Vitaliy (he asked not to indicate his last name) was one of those who decided to share this story with Lezhnev in 2014. “In the dean’s office, they explained to the elders that“ all excess ”should be removed and handed back. Students reacted violently: everyone was against. But when we began to be indignant, we began to threaten us with problems with the session, up to the expulsion, ”Vitaly told the Medusa correspondent.
A few days after the first publication of Lezhnev, the leadership of the university issued ten tickets to students at ten tickets for intra -university concerts a thousand rubles each. Prior to this, according to students, the entrance to the most expensive event of the student Palace of Culture - KVN - usually cost sixty rubles, the rest of the amateur performances were completely free.
Sergei Lezhnev turned to the prosecutor's office of the Belgorod region on the fact of the illegal fundament of funds from BSTU students. A check was carried out, she installed: 10 thousand rubles were transferred to 1113 university students, and then returned to them. Thus, the leadership of the educational institution received 11,130,000 rubles. But the initiation of a criminal case was denied due to the lack of corpus delicti.
In the summer of 2015, the State Duma deputy from the LDPR (he represented the interests of the Vladimir and Belgorod regions) Vitaly Zolochevsky applied for official requests in the Ministry of Education and Science of the Russian Federation, the Investigative Committee, the Prosecutor General and the Main Directorate for Economic Security and Combating Corruption of the Ministry of Internal Affairs of the Russian Federation. The deputy asked for "conducting a full -scale verification" of the events of 2014 in connection with the "possible corruption activities of the BSTU administration." The audit in the BSTU carried out the Ministry of Internal Affairs, but did not find anything illegal.
Lezhnev explains such results by the fact that the rector of BSTU Sergey Glagolev, the chairman of the Council of Deputies of Belgorod. “He is the first person of the United Russia party in the city, and his son is the deputy governor. Police officers told me that they have materials for eight criminal cases, they simply do not allow them to be initiated. Everyone knows everything, but no one does anything, ”says Lezhnev.

"Medusa" found out that such a fee was not a single action at the university. A graduate of BSTU Vitaliy told Medusa that since its entry to the university in 2012 (and, according to other graduates - even earlier), every September all students of the budget form of training were charged additional amounts (first 1,500 rubles, and then 2500 rubles) for “using university wifai”. They also had to be cashed out and handed over to the headman.
Another graduate of BSTU, Catherine (the name was changed at her request), told Medusa that she received “return” money almost every month. The prepositions to return cash back each time were different: a thousand rubles - for the student council, 500 rubles each for the needs of the dean; For additional courses, sports section, pool. Once, says Catherine, she received about 5800 rubles, which should have been supposed to pay for additional courses. “At the beginning of the year, we were told to choose the courses that interests us, but those for which we were transferred to us then were not even in that list. And sometimes it happened that we received money to pay for some courses retroactively, and I don’t even know if they were spent at all, ”the graduate says.
The graduate and former graduate student of BSTU Nikolay told Medusa that, under the pretext of paying for business orientation courses, he received twice on a card and handed over to the university to fifteen thousand rubles in cash. “Nobody spent any courses, we did not even know when they were supposed to be,” says Nikolai.
In the summer of 2014, Nikolai learned from his scientific consultant that his article in English took second place in the intra -university competition. What kind of publication was discussed, Nikolai did not understand right away. Later it turned out that the article written by him in collaboration with three university teachers was transferred to English and sent to the competition without his knowledge. The supervisor of Nicholas filed a motion to assign him an additional scholarship of 21 thousand rubles. This money also had to be given in cash - supposedly to pay for the transfer and publishing an article in a foreign journal.
Sergei Lezhnev is sure that the money that is charged to student cards, and then returned to the leadership of the university, is thus withdrawn from the scholarship fund. “The scholarship fund is federal money that should be spent only on scholarships. In order to withdraw money to other accounts, it must be somehow officially issued, ”Lezhnev tells his version of Medusa.

In September 2016, the BSTU management filed a lawsuit against Lezhnev to the court to protect honor and business reputation. The university wants him to delete compromising publications. The testimonies in favor of Lezhnev were given four students and graduate students - two of them were subsequently expelled, and at a meeting on November 7, at the request of the BSTU lawyers, they turned from witnesses into co -consumers on the claim.
Catherine, according to her, was excluded for poor performance. “I was unexpectedly moved from a new hostel to a building located on the other end of the city. I had to rent an apartment, and to pay for it - to get a job, of course, this affected performance, ”she explains. But even before the eviction from the hostel, one of the commandants hinted to the student that she was suspected of cooperation with a blogger Lezhnev. “This man told me:“ Somehow you know too much about the housing and civil code and too zealously defend your rights regarding the hostel, ”recalls Ekaterina.
Nikolai-the scholarshipist of the Government of the Russian Federation-was also expelled from graduate school because of his "active civil position." “At first I was offered to leave myself-“ in a good way ”, then frank persecution began,” he says. After Nikolai’s appeal to the deputies of the regional Duma for the defense, his supervisor told him that "he has such a level that neither lawyers nor lawyers will help." “You crossed the path at the top. Go away, ”Nikolai recalls the words of the teacher.
“Rector Glagolev told me that if I go somewhere else and tell someone about it, then everyone will turn away from me, even those who intercede for me. He advised not to spoil his life, to continue to study calmly and not go anywhere. And then he held out his hand to me and said: “The cold world is better than war, remember it forever,” Nikolai recalls.
The representative of the university administration (he asked not to indicate his name) in a conversation with the Medusa correspondent: “Let the court understand each of these cases. The university provides him all the information. ” The interlocutor of Medusa from the BSTU also stated that all the courses for which the students passed the money were compiled on the basis of the survey and were passed. “The guys themselves decided where to go and where not. Everyone who wanted to go, went, ”he says. As for the tickets for concerts of a thousand rubles, the representative of the BSTU replied that the university has all the estimates for the events: “In 2014 there was a check, there are relevant documents, they checked everything, they closed everything.”
