According to documents from the public procurement website, the governor's travel expenses are hidden in contracts with innocent wording. For example, on December 29 last year, the regional government purchased from a single supplier services “related to sending an employee on a business trip, as well as participation in festivals, concerts, performances and similar cultural events (including tours).” The Moscow-based CJSC BC Na Tverskaya became the supplier. The subject of the contract for 700 thousand rubles is accommodation in the capital's five-star Intercontinental. According to the acts of acceptance and delivery of work, wait for governor Kovtun (the name of the guest and the dates of stay are indicated in the acts) cost taxpayers 30-50 thousand rubles per night. Comparing the bills and prices of rooms in this hotel, we can assume that the head of the region is familiar with, among other things, the most expensive Pushkin Executive Suite. The hotel's website promises "bespoke Italian furniture and art" in this class of rooms.

Accommodation in St. Petersburg was not cheaper - 133 thousand rubles for three nights at the Domina Prestige St. Petersburg Hotel, also under a contract with a single participant.

On the same basis (“tour”), at the end of last year, a contract was concluded with JSC “V.I.P.-International”, which provides VIP lounge services at Sheremetyevo Airport. For the year - 400 thousand rubles. According to the documents on the public procurement website, the bills were regularly paid. As well as the accounts of AST-Murmansk LLC for first-person business class flights and more. One flight by Kovtun to Moscow and back in October cost the budget 56,000 rubles. For comparison, an economy class ticket during this period was no more than 8 thousand rubles.

Just at that time, the next changes to the budget of the current year were being drafted, which reduced, for example, subsidies for small aircraft, which are used by the inhabitants of the "remote" - the natives of the coast were cut off 13 million. 30 million was missing the project of building a school in this very remote area - the village of Krasnoshchelye. Another 3.5 million were withdrawn from the reconstruction project of the regional oncology dispensary, whose patients have been posting photos of the institution’s surreal interiors on social networks for years. Funding for the development of pre-project documentation has been canceled in full. At the same time, the regional Chamber of Control and Accounts drew attention to the growth in the government's own expenses - by 21% at once - from 38 million a year to more than 46 million.

By the way, this fall, the regional government introduced two unpopular bills to the regional Duma - on changing payments to teachers and reducing compensation payments for housing and communal services for rural intelligentsia - doctors and teachers, as well as labor veterans and victims of repression. Judging by the scope to which the head of the region is accustomed, what these pennies mean for people, she probably sincerely does not understand.

It remains only to advise the "subjects" to switch to cakes.

However, not only subjects may not be enough for them soon. The volume of public debt of the Murmansk region by the end of the year will exceed 54 billion rubles. As noted by the Accounts Chamber, the maximum amount of borrowing in 2016 may exceed the limits set by the Budget Code.

It is curious that officially the representative of the regional government did not refute the information published by the blogger. The head of the governor's press service told the FlashNord news agency that there is "nothing new" in this information, and such serious expenses are due to "special requirements for the work of the head of the region, for example, to ensure security."
