
The United Russia faction decided to vote on November 18 in the first reading for the draft budget for 2017 and the planning period of 2018-2019 following the results of almost seven-hour discussion with the ministers of the socio-economic bloc with the participation of the Prime Minister of the Russian Federation Dmitry Medvedev, Interfax reports. The head of government in his speech at a meeting of the faction outlined six priority expenses, the main of which are social obligations and the implementation of the "May decrees" of the President of 2012.
"The faction, based on the party program, distinguishes six directions for itself, and the first of them is the fulfillment of the social obligations of the state," TASS quotes the Prime Minister. "Among the most anticipated are the indexation of pensions and social payments. It will be carried out from February 1 next year at the level of real inflation of 2016," Medvedev said.
By the level of real inflation, an indexation of all social payments in 2016 will be carried out. He recalled that the deputies voted for a one -time payment of five thousand rubles to pensioners in January 2017. In total, the costs of indexing pensions in 2017 will amount to 212.8 billion rubles. It is assumed that these funds will receive 45 million Russian citizens.
The second important article of budget expenditure will be the expenses for the execution of the "May decrees" of the President of Russia from 2012. "We have provided funds in the budget, including raising salaries for employees of the budget sphere. People need this support," the prime minister said.
Among other important articles, he called the support of the financial stability of the regions, the creation of a comfortable business environment for entrepreneurs and investors, including by preserving at the same level of taxes for business, supporting the Russian automobile industry, transport engineering and light industry.
According to Medvedev, the support of the agro -industrial complex of the Russian Federation is also significant, which will positively affect the standard of living in rural areas.
The Prime Minister separately noted the costs of developing the defense and industrial complex of the Russian Federation. "Its successful development is not only our national security, but with" adjacent people ", let’s say, millions of jobs, enterprises where you can successfully introduce innovations by releasing competitive dual -use products," Medvedev said.
The decision of the faction notes that the main tasks of budget legislation are the execution of the “May decrees” of the President of the Russian Federation, the social obligations of the state, the support of regions, entrepreneurial and investment activity, agro-industrial and defense-industrial complex, the implementation of priority projects initiated by United Russia in order to improve the quality of life.
The faction decided, when considering in the second reading, to provide in the budget an increase in funds for the implementation of programs, including in the field of healthcare, education, mortgages and rental housing.
The United Russia also advocated financing the restoration of the Rodina-Mother object of the Museum-Reserve of the Battle of Stalingrad ", for supporting the activities of municipal theaters in cities of up to 300 thousand inhabitants and arranging places of mass recreation of the population in cities of up to 300 thousand inhabitants.
Recall, "May Decrees" is a series of decrees signed by Vladimir Putin on May 7, 2012 on the day of his took office of the President of the Russian Federation. The fulfillment of most of the tasks set by decree should be completed by 2018.
According to these decrees, among the main indicators that need to be achieved by 2018, the growth of real salary in the social sphere, in particular in healthcare and education, is 1.5 times, providing accessible housing for 60% of families, the creation of 25 million high -performance workplaces, an increase of 1.5 times of labor productivity, and re -equipment of the army by 70%. By 2017, it was ordered to increase the amount of investment in fixed assets by at least 27% of GDP.
Partially refused to execute these decrees at the end of September was proposed by the head of the Strategic Development Center Foundation and ex-Minister of Finance Alexei Kudrin. He pointed out that otherwise, for the sake of raising salaries, it would be necessary to "reduce school repairs, provision of equipment, equipment and appropriate hospitals of hospitals."
In October, it turned out that in the budget of the compulsory medical insurance fund (MHIF) there is not enough 0.5 trillion rubles to increase salaries to medical workers promised by these decrees.
