Twenty years ago, on November 16, 1996, an explosion in a residential building in Kaspiysk killed 67 people. Among the victims were 15 border guard officers and two conscripts, as well as 20 children. The main version of the investigation: "revenge on the border guards by criminal structures" for the fact that the border service officers allegedly refused to open a channel on the border with Azerbaijan for smugglers to transport a large consignment of weapons or drugs. The organizers and perpetrators of the attack have never been found.
