
The Federal Antimonopoly Service aroused against the Russian Federation and one of its structures - the federal cargo company - the case under part 2 of Article 14.31 of the Code of Administrative Offenses (abuse of the dominant position in the market, committed by the subject of the natural monopoly). This was reported on the website of the department. For this offense, the code provides for a fine of 1 to 15 percent of the revenue amount.
"The agency suspects a group of persons of establishing a monopoline high price for the services of gondola cars for the transportation of mineral -construction goods in internal directions," the FAS said in a statement.
As it turned out after the consideration of several appeals received in the antimonopoly service, from January 1 to August 1, the FGK raised the cost of providing gondola cars to 38 percent. At the same time, tariffs for individual consignors from June 2015 to June 2016 grew 2.2-2.5 times. "The department intends to figure out how just such an increase is justified," FAS notes.
The department emphasizes that FGK is the price leader of the market - other players are guided by the prices of prices. “Thus,” the FAS indicates, “an unreasonable increase in prices creates the prerequisites for the growth of bets of other operators of the carriage park.”
The antimonopoly service also does not exclude, "that the list of defendants in the case may expand."
