
The decision to abolish the subordinate Ministry of Defense of the Federal Agency for Special Construction (Spetsstroy) has not yet been adopted. This was stated by Presidential press secretary Dmitry Peskov, Prime reports.
“No, there is no final decision yet,” he said.
According to the representative of the Kremlin, there are different proposals about the future fate of the agency.
“There are different proposals and different discussions. So far, it is impossible to talk about something concrete, ”Peskov said.
Earlier on November 23, the Kommersant newspaper reported that Russian President Vladimir Putin decided to abolish the special construction. According to the publication, the agency’s assets will be transferred by the Ministry of Defense, and the department will oversee the construction of strategic facilities directly.
According to the newspaper, they decided to eliminate the special construction after its failed reform, which was carried out due to repeated claims to the timing of the work of the structures subordinate to it.
In November 2015, when the first launch from the Vostochny cosmodrome was postponed, the construction of which was supervised by the special construction, Deputy Prime Minister Dmitry Rogozin became interested in the work of the agency. In particular, he instructed the military and builders to provide information about subcontractors and the criteria for their selection.
As a result, more than 250 companies were identified on the east, many of which did not have the necessary competencies, equipment, or specialists. In addition, due to non-payment of salaries at the cosmodrome, criminal cases were instituted, and Roscosmos complained about the unsatisfactory quality of the work performed.
