Yakub Koreba: In fact, the documentary production of the European Parliament is an excuse for the existence of this institution. Yakub Koreiba: To indicate its position by as many questions as possible. In fact, you understand that there are things that you want to do, but there are those that are not considered important. For many years, the presence of the Russian media was considered something natural, normal and even desirable. I also welcome the existence of the Russian media in Europe, since the Russian language is in the first place as the second language in Europe, many inhabitants of Europe know the Russian language. The point is not that the Russian media in Europe is, the fact is, what kind of policy they are. As you understood from the text, it is very difficult for us to perceive the Russian point of view as legitimate and perceive the Russian media in the same way as everyone else, because we understand that they do not inform people, but in order to push people to certain actions. This is, in principle, tracing paper from the activities of the Comintern in the 20-30s. Europe is faced with a number of large -scale problems, existential problems. We understand that in many areas we do not know the answer to our questions. It is impossible to allow external forces to use these problems for the collapse of Europe. After all, European integration is, in my opinion, the best that happened in the history of Europe in the twentieth century, and maybe in general in the entire history of Europe. Because, as you know, before the European Union appeared, all European countries fought with each other constantly. At least for this, for the sake of the fact that for 70 years there is no war in Europe, you need to save the European Union with all its minuses. And we see that in the Russian media there are exclusively people who want to change the European and world order as a whole. In one of my articles that came out in France, I called the Kremlin counter -culture, since Russia is not satisfied with the international order in Europe, wants to change it, for this it uses a number of tools, including its own media.
Elena Rykovtseva: She always wanted this, she was always present in one form or another, but at some point Europe considered that it was dangerous, and decided to fight back in the form of a report prepared by your compatriot. The reaction of Vladimir Putin to this is very interesting, which immediately followed very sharp. Let's listen to him.

V. Putin: If the truth is what you have said now, if such a decision is made, this suggests that we are observing some, and completely obvious, degradation (in the political sense of the word) of the idea of democracy in Western society, in this case at the level of the European parliament.

Alexander Melman: If you ask about the criteria, it is from what point of view to watch. I look at it as a person who writes about television, trying to notice those things called propaganda, but also those things that are called meaning. The mass viewer looks and mainly takes it on a pure coin. The television itself, which is controlled from above, from the presidential administration, he has his own tasks. If you mean the point of view of the chiefs of the bosses, then they achieve their goal, this is done quite successfully. Moreover, with everyone is no longer a year, but a month and week more successful and successful. If you look at the television grid of our television, then the political programs simply became a huge number, starting in the afternoon on the First Channel “Time will tell” until late at night. This reaches the goal for the Russian audience. These political talk shows are simply scattered.
Elena Rykovtseva: Explain why there are so many now and more and more?
Alexander Melman: I think that those who manage television, they understand that the situation in the country is now critical from the point of view of finances, from the point of view of sanctions, from the point of view of politics as such in the future, everything is really from a lack of money. It will be even worse - everyone also understands that.
Elena Rykovtseva: So Yakub will have to live 24 hours, the worse it will be in the country, the more he will live in Ostankino.
Alexander Melman: This is his question. I don’t know, however, why he does this, because he raises a rating for our political TV. Because such opponents are needed so that it expresses some form of discussion. In fact, there really cannot be discussions here, because there are a huge number of political scientists who have one point of view, and there are other people, there are very few of them, so victory is clear for whom.

Alexander Melman: Popularization should be dripped with even greater force, even more intensively, that our television is successful. My beloved Vladimir Soloviev does this in a night's mode, although it used to be a "Sunday evening" and "duel", now it is done from Monday and Sunday. This effective things for those who want to succumb to it, because it is done, it seems to me, quite smartly. Different forms of the Russian audience are taken, and each program acts one way or another. Day broadcasts, where there is a lot of screaming, where Yakub also performs is for housewives.

Alexander Melman: He adjusts to this trend and is part of Russian propaganda.
Yakub Koreib: if possible, I will explain my motivation. The biggest problem between Russia and Europe, Russia and Poland, Russia and the whole other world are a shortage of communication channels. We know very little about each other and therefore do not understand not only the policy of our countries, we have forgotten how to understand each other culturally. Our cultural code, which was common about 30 years ago, has now spread almost completely. We sometimes say the same words that are understood completely differently. I believe that any contact, any discussion is useful. If you can communicate, even if on the contrary there is a person who not only does not want to understand you, he does not even want to hear you, then you still need to talk. Because if we stop communicating with each other, then there will be no hope. I am still an optimist, I believe that the situation at some point in relations between Russia and Europe will change, and perhaps even soon. If I even constantly lose, as you said, then you still do not need to underestimate the viewer, the viewer sees what is happening. Therefore, the ability to indicate my position is very valuable to me.
Elena Rykovtseva: From my point of view, there are special people with the opposite position from Ukraine who are created to beat them in order to strengthen the Russian position, they may even work specifically on this television, but this is not Yakub, so I will protect it.
With us in touch, Yana Toom. I know that you were categorically against this resolution. Please explain to us your position, why shouldn't it be accepted?
Yana Toom: I consider this resolution an attack on basic European values. I do not think that politicians should intervene in the media, all the more regulated and explain the stupid audience that you can’t watch and what to look. I want to immediately object to the fact that Europe accepted in a single impulse, which was not. 304 deputies voted, 380 people did not vote.
Elena Rykovtseva: You can not mix the figure of those who did not vote and voted against.
Yakub Koreib: If the resolution has passed, then it means that the majority was against it?

Elena Rykovtseva: Let's dwell on the resolution went through a majority vote, you will not argue with this. I understood correctly, are you fundamentally against any resolutions regarding the media? Not because the media influence or do not affect the brains, but because parliamentarians do not need to engage in the press?
Yana TOOOM: You understand my position approximately, but not quite. I am saying that the audience also has brains and perfectly understands where and what is happening. What you have now described, Solovyov, "time will tell" is a Russian broadcast. Why are you mixing these things? Indeed, our resolution does not say about the programs that the Russian viewer is watching, the resolution indicates what is happening in Europe. If someone wants to say that Brexit is the result of the work, as Mr. Putin, Russian journalists, put it, he is free, but this is a distortion. And I really do not like the situation when we begin to interfere in these matters. In addition, there is another thing why 208 people abstained - this is that in one resolution the Russian media and the Islamic State were put on one board. And the "Islamic state", as we know, is not a state at all, no one recognizes it as such. That is, thereby we send a political signal that either Russia is a terrorist state, or the Islamic State is a state. Both that and another are completely unacceptable in the framework of a political document.
Elena Rykovtseva: Firstly, nevertheless they are in different points, there Russia and the Islamic State are not put there anywhere on one board, it refers to different types of propaganda. Secondly, I see a single paragraph in which Russian media are transferred. Yesterday, this resolution was discussed from morning to night, as directed against the Russia Today channel. But when you begin to read the text, it turns out that it is the only mention of it: “The European Parliament admits that the Russian government, actively using a wide range of tools, such as brain centers, special funds, for example, Russian World, special organs, multilingual television stations, for example, Russia Today, as well as pseudo -agency multimedia services, for example,, for example,, for example,, for example "Satellite", in order to represent the Russian regime as the only defender of traditional Christian values, thereby trying to divide Europe and challenge democratic freedoms. " This is one point in which Russia Today is somehow mentioned. The whole document as a whole, I agree with you, he is really that Russian media are split, their entire position is aimed at the split of the European Union, this is alarming, for which they vote, that some kind of opposition is needed. The second question: after all, this document does not say that it is forbidden to prohibit Russia Today, to prohibit the distribution of information "satellite", it is said that we must concentrate, pay attention, collect our forces. Do I understand correctly that, despite the fact that it is accepted, we are not talking about the ban on these media in the European Union?
Yana Toom: This resolution is advisory in nature. But there are countries, and we already know these countries that will certainly take advantage of this. For example, in Lithuania, the broadcasting of Russian television channels is prohibited, perhaps somewhere it will be forbidden. It seems to me that we are launching Newton's law here, which reads the “action gives rise to opposition,” we do ourselves out of the fly of the elephant. Secondly, you did not mention, listing all these things, in my opinion, in the same paragraph there was a wonderful phrase about religious communities, the Moscow Orthodox Church was written in the correction. In fact, all this is exactly what they read. As you know, there are many Orthodox people in Europe, such statements in the context of European problems are actually unacceptable.
Elena Rykovtseva: You do not think that Russia Today, the “satellite”, other Russian media that are available in the European Union, the same Russian channels that can be watched freely, do you think that they play a role in setting up people against the European Union, in the split of the European Union?
Yana Toom: Of course, they play a role, just like Europe plays its role louder and louder in the fact that this conflict is not settled, but on the contrary, to aggravate. This resolution, in fact, pours water on the mill of the same Russia Today, the same "satellite". I personally always communicate with Russian journalists, but I prefer a live broadcast, because I know how well people know how to cut and glue. We are not against criticism of the European Union, we have a lot of problems, criticize, but this is different than imposing certain positions. Boris, describe us how Russia Today can affect the vitality of the European Union?
Boris Wright Shuster: Many people look in Germany. Our people still initially proceed from the fact that the media convey the truth. When it is said that the earth is not a ball, but it is flat, then for a Western viewer who is not used to the fact that the media in the media is impressive open lies, it impresses it, therefore it is very effective. It really has nothing to do with journalism. Борис Райтшустер: Например, дело об изнасиловании 13-летней Лизы в Берлине – это был самый крупный случай, который очень сильно подействовал, когда говорили, что полиция якобы не отвечает. Там очень много лжи было. Разница между ложью и специальным искажением новостей очень сильная. Этих примеров, я даже у себя на сайте вывесил, очень много.
Елена Рыковцева: Судя по тому, что вы говорите, Russia Today, у них один центр управления, она просто на английском, на других языках адаптирует к иностранной аудитории то, что мы видим на своих каналах.
Борис Райтшустер: Это точно та же пропаганда, только в сахарной вате упакована, стараются более мягко давать. Когда я смотрю, что там передают про Германию, что тут так страшно, тут ничему нельзя верить, – это полностью искажает все. Например, передается, что у нас правые популистские партии такие популярные. Это абсурдная искаженная картина той реальности, которая происходит в Германии, это ничего общего с ней не имеет. То, что они считают желаемым, так это и передают. Когда я вижу, что про Германию передается, у меня волосы дыбом встают – это не та страна, в которой я живу, где они это видели, где это происходит? Если бы в Германии было бы так, как я смотрю по Russia Today, я бы отсюда эмигрировал. Лучше давайте я уеду в России, там все хорошо, мне рассказывают. Если это была бы правда, тогда России надо сильно задуматься о том, как защищаться от потока беженцев из Евросоюза, которые убегают из этого страшного Европейского союза в благоустроенную Россию. Но пока мне неизвестно такого.
Елена Рыковцева: Борис, вы все веселитесь, а я рассказывала в одном эфире, я была под сильнейшим впечатлением, я недавно приехала из Праги. Я разговаривала с молодым человеком в Праге, ему лет 30, он занимается бизнесом, он русский, приехал много лет назад из России, но он смотрит Первый канал российский. И он боится ездить в Берлин, потому что его там убьют беженцы.
Якуб Корейба: Это есть то сеяние розни, про которую говорит резолюция. Парадоксальным образом российские СМИ внутри России гораздо более плюралистичны, чем российские СМИ за рубежом. Посмотрите, например, на подборку гостей, кто там выступает – исключительно эксперты, у которых одна точка зрения. Дискуссии по сути нет. В этом мы тоже видим проблему, потому что СМИ должны информировать, а не дезинформировать. А если есть обсуждение, если есть мнения, то они должны быть сбалансированные.
Елена Рыковцева: Тем более что там подборка иностранных экспертов, но опять же с определенной точкой зрения. Это выгодно отличает Россию, что среди семи человек сидит хотя бы один Якуб, а там нет ни одного человека. Опять же должна сказать, что отступление уже случилось вчера из этого обычного правила. Вчера обсуждалась история украинская, фашистская, конечно, история, что будут мерить теперь черепа на Донбассе из-за того, что высказал некую реплику министр культуры, и уже ни одного не было защитника украинской позиции. Возвращаются те времена, когда стояли семь человек плюс ведущий с одной позицией.
Александр Мельман: Я хочу Якубу вопрос задать, потому что Якуб эксперт и по западному телевидению как таковому. Вы говорите о телевидении, что телевидение должно давать информацию. Разве западные средства массовой информации, в частности то, что мы видели в Америке, ладно, это выборы, они разыгрывали комбинации за и против одного кандидата, мы все-таки понимаем. Европейские СМИ, там насколько сбалансированы точки зрения? Потому что если идет боязнь одного небольшого канала под названием Russia Today, я верю Борису Райтшустеру, он приводит эти факты, он не узнает свою страну в этом канале. Но такая боязнь раньше для Европы не была характерна. Значит, может быть, Russia Today пропагандистский канал, пропаганду можно вести по-разному. Якуб Корейба: Во-первых, я считаю, пропагандирование российской точки зрения – это ничего плохого. Российская точка зрения имеет право на существование везде, в том числе и в Европе. Более того, я считаю, что информационная монополия, или политическая монополия, или стратегическая монополия так же вредна, как экономическая монополия, потому что она повышает стоимость и снижает качество. Поэтому чем больше будет конкуренции в медиапространстве в Европе, тем для потребителей лучше. Проблема в том, что Россия, как мне кажется, используя свои СМИ, хочет активно воспользоваться проблемами Европы. Мы очень гордимся тем состоянием, к которому мы пришли, теми институтами, законами, принципами общения, к которым мы пришли путем европейской интеграции, с одной стороны. С другой стороны – понимаем, какие на сегодняшний день угрозы. Угрозы очень серьезные. И хотелось бы от России как партнера ожидать, если не помощи, то хотя бы нейтралитета.
Александр Мельман: Вы многого хотите, Россия вам не партнер.
Якуб Корейба: Проблема в том, что российские СМИ не просто освещают то, что происходит в Европе, а активно подстрекают людей на определенные действия. Например, в позитивном свете показывают политиков, ведут их пропагандистскую кампанию, политиков, которые откровенно нацелены на разрушение европейского порядка. Более того, некоторые из них на содержании живут и ведут политическую деятельность на российские деньги.
Александр Мельман: Россия имеет право поддерживать политика с помощью того единственного СМИ, которое вещает за границей?
Якуб Корейба: Россия имеет право на все абсолютно. Но если Россия действует таким образом, то не надо удивляться, что есть такого рода резолюции, мы тоже имеем право отвечать и высказывать свою позицию. Я уверен, что никакие российские СМИ закрыты не будут, пока, по крайней мере, они будут работать в рамках европейского законодательства, но обозначить свою позицию по отношению к их деятельности мы тоже имеем право.
Елена Рыковцева: Если прочитать много этих пунктов, то там выяснится, что они говорят, что по аналогии с тем, что творит российское телевидение в соседних странах, мы стараемся обезопасить себя, потому что мы видим, какие результаты, какое разрушительное воздействие производит российская пропаганда в сопредельных странах с Россией.
Александр Мельман: Как говорит Владимир Путин: боятся, значит уважают. Хорошо работают.

Как вам эта аргументация, что все занимаются пропагандой, и мы занимаемся, чем мы хуже, чем мы отличаемся?
Борис Райтшустер: Вы знаете, так же, когда проститутки говорят, что нет свободной любви, что все только за деньги. Рассказывают, что бывает любовь по обоюдному согласию, такого нет. Это полный бред, это у них искажение мозгов. Я хорошо знаю немецкую прессу изнутри, читайте "Фокус", где я работаю, сколько там писали пропутинские, это до сих пор есть. Это сравнивать – это абсурд. Они великие манипуляторы. Вот Соловьева вы цитировали, свободу слова. Как им удается искажать суть дела? Речь идет о том, что Russia Today идет через нашу общественную инфраструктуру, и при чем тут свобода слова, если я не хочу, чтобы на моем заборе писали постоянно нецензурные фразы, – это же разные вещи. Если вы хотите врать, врите где угодно, но не используйте для этого наши внутренние телеканалы, наши СМИ – это злоупотребление, это ничего общего не имеет с журналистикой. Жанна Немцова хорошо говорит, она говорит: такая пропаганда – это преступление. Она приводит пример Руанды, где это разжигало межнациональную рознь до того, что людей убивали. Якуб Корейба: Поскольку медиапространство и СМИ вообще сегодня используются в очень разных целях, в том числе и для ведения войны информационной, стоит задуматься в международном режиме о функционировании этих СМИ, то есть создать что-то наподобие режима свободной торговли. Если мы у себя разрешаем то, то вы у себя зеркально разрешаете то же самое. Я считаю, что международное сообщество рано или поздно придет к пониманию того, что медиа – это не четвертая власть, а по многим параметрам это первая власть. Это оружие, очень опасное оружие, которое приводит в том числе и к смерти многих людей. Эту сферу надо регулировать.
Елена Рыковцева: Якуб, вы же были сотрудником Russia Today, правда ли, что и на содержании этого канала украинская история тоже сказалась, Russia Today три года назад и сегодня – это две разные Russia Today?
Якуб Корейба: Во-первых, я приветствовал и приветствую развитие российских СМИ, в том числе и на разных языках, присутствие российских СМИ в глобальном медиапространстве. Я только удивляюсь, почему через свои СМИ Россия показывает нам свои худшие стороны. Ведь в России есть очень много прекрасного. Я вообще не могу себе представить Европу без России и русских. Эта подача проблемы, как будто Россия и Запад, Россия и Европа, Россия и Америка сегодня враги, для меня это какой-то маразм, это что-то, что я не мог себе лет 20 назад вообще представить. То есть худшие традиции Советского Союза, советской политики и пропаганды возвращаются на наших глазах. Более того, они начинают формировать действительность, формировать мировоззрение людей как здесь, так и там. Проблема не в том, что российские СМИ вещают у нас, я очень хочу знать российскую точку зрения, считаю, что это очень полезно, но проблема в том, оружием какой политики они являются, каких целей они добиваются. В том-то и вся проблема.
Александр Мельман: У нас говорят наши, можно назвать их пропагандистами, что это есть контрпропаганда, что это ответ на то, как показана Россия в западных средствах массовой информации.
Якуб Корейба: Извините, пожалуйста, не надо быть таким фундаментальным нигилистом: они плохие, мы будем еще хуже.
Александр Мельман: Информационная война, как объясняют нам эти товарищи, на войне как на войне. Вы сказали о пропаганде в Советском Союзе. То, что сказал Борис, мне тоже это напомнило. Нам объясняли в последние годы Советского Союза, что Радио Свобода, Голос Америки, они тоже искажают советский образ жизни, мы тоже не узнаем в их передачах своей страны. А в результате они говорили правду.
Елена Рыковцева: Тогда это нельзя было проверить, сейчас можно проверить все. Сейчас можно проверить, лгут вам или нет. Сейчас можно проверить, существует альтернативная точка зрения или не существует. Вы видите, что она есть, но вам ее не показывают. Вот разница между тогда и сейчас.
Александр Мельман: Есть средства массовой информации, их, правда, не очень много, где есть альтернативная точка зрения.
Елена Рыковцева: У нас осталось несколько секунд, чтобы вы сказали – все будет хорошо?
Якуб Корейба: Конечно, все будет хорошо. История мира, к счастью, имеет такое свойство, что она циклична. Я думаю, что мы сейчас находимся в конце очень негативного цикла, что означает, что уже скоро все у нас пойдет совершенно по-другому. Я уверен, что мы до этого доживем в хорошем здравии.
Елена Рыковцева: Это просто замечательное окончание.
Александр Мельман: Все будет хорошо и еще хуже, я бы так сказал.
