The Prosecutor General’s Office sent materials to the SCD to initiate a criminal case under article 201 of the Criminal Code (abuse of authority) against Strashnov. In addition, against the two heads of the Department of the Ministry of Communications who made a decision on the payment of a bonus, the supervisory authority asks to initiate a case under article 293 (negligence).

"The calculation of the remuneration was carried out on the basis of documents submitted by the enterprise, including the amount of net profit received in the reporting period in the amount of 1.2 billion rubles," said the representative of the Prosecutor General. At the same time, the amount of profit of the enterprise for 2014 was formed due to the targeted financing of its activities from the federal budget in the amount of 5.4 billion rubles, which made it possible to block the losses of the Russian Post in the amount of over 4 billion.

"Under such circumstances and taking into account the amount of the average wage in the enterprise in 2014, the amount of remuneration, which was calculated by Torshnov in accordance with the Decree of the Government and the letter of the Ministry of Labor of Russia on the procedure for its application, was supposed to amount to 3.2 million rubles," Kurenna said.

In addition, in violation of the same letter from the Ministry of Labor of Russia in the employment contract between the Ministry of Communications of Russia and the terrible, the value of its remuneration was not determined. This allowed him to surpass him significantly.
