In August 2016, the Public Chamber held a competition and ordered a report "Services to ensure the preparation of the report of the Public Chamber of the Russian Federation on the state of the civil society in the Russian Federation for 2016." The report will be prepared by LLC Spectrum, the main activity of which is sewing outerwear.
According to the terms of fact, Spectrum LLC will have to process information about the state of civil society and human rights, and then prepare a report for 150 pages.
According to the Spark database, Spectrum LLC in 2016 concluded two state contracts with Rosmolodezh for 4.9 million rubles. But in these contracts it was a question of sewing branded clothing - "providing a complex of services for organizing work to launch a youth volunteer program in terms of ensuring attributes and branded products." For the first time, the spectrum is participated in the preparation of reports of LLC.
The head of the Center for Yabloko Anti -Corruption Policy, Sergei Mitrokhin, said that he had already contacted the inspectors.
-For some reason, it turned out that the contractor became a company engaged in sewing outerwear. And another contender was an organization headed by the director of the state budgetary institution "Ritual". This tender was formally in compliance with the law, but, essentially mockery. I am now interested in-who will directly write a report-a seam-engineer, or a master of the sewing workshop, or will some experts who understand something in this? I am also interested in why organizations that are professionally dealt with human rights have not been invited to participate in the tender? We have a lot of them - this is the Society of Memorial, it is the Moscow Helsinki group, it is the "Human Rights Movement" and so on. I asked all these questions in a letter to the Public Chamber. I hope that I will get an exhaustive answer in the near future.
- Is it known how this contract was concluded?
- The contract was concluded in the usual order. The tender procedure was launched, which is provided by law. And all formalities were performed, except that the participants in this tender have nothing to do with the topic of the application that they submitted to participate in this competition. And how did it happen? I think that there is a subject of interest for the prosecutor's office, where I also sent an appeal, and for the FAS, which should intervene in a situation where legislation on competitions in Russia is violated.

- Is there any information, why did the Public Chamber choose just such a service provider?
- It seems to me that the recent change of composition of the Public Chamber inflicted a final, catastrophic blow to its civil and public activity. If earlier the chamber was a platform for some discussions, now it is filled with some gray personalities. All of them are closely connected with the party "United Russia". No significant public discussions are being held there. And people, of course, are engaged in a business familiar to Russian officials, simply speaking - they saw a budget. Yes, the budget is not very large. This report on human rights is only 4 million. By the standards of Russian corruption, maybe an insignificant amount, but the scheme is still corrupt. People there are engaged in their favorite business - they master budget funds as much as possible, based on the parameters of financing the Public Chamber from the budget of the Russian Federation. The public chamber in the eyes of the public, with which she should have a close connection, has long been discredited. It has long been an empty place. She also distinguished itself with shameful decisions, for example, the change of composition of the socially observation commission for prisons and places of imprisonment, when in fact the FSIN itself, through the Public Chamber, appointed those who will observe it. Therefore, there is nowhere to discredit further. You just need to tear off what is at hand. And at hand lies budget financing. It must be mastered, albeit not very large amounts, but those that give. So they take them.
-Is it possible now to somehow achieve the termination of this contract?
- Undoubtedly! We turned to the FAS demanding to cancel this contract. I think there is a prospect of this issue. Because they went out in full. I wanted to hap something, but it turned out very unsuccessfully. I think we can stop it.
Human rights activist and member of the Moscow Helsinki group Valery Borschev said that in case of termination of the contract, several human rights organizations will be ready to draw up such a report:
"I think that both the Moscow Helsinki group and the" Memorial "will be discussed and, most likely, will be ready. Of course, this proposal will be reacted quite seriously and with attention. As for the preparation of reports for the Public Chamber, human rights defenders of the leading human rights organizations have not yet participated and were not invited."
