The Investigative Committee called the use of force against Dadin in Karelian IK-7 “legitimate”

The Investigative Committee recognized the use of force by employees of Karelian penal colony No. 7 against convicted oppositionist Ildar Dadin as “legitimate,” the regional department of the agency reports .

The Investigative Committee came to the conclusion that razor blades were not planted on Dadin, which is allegedly confirmed by a video recording of the search of the convict upon arrival at the colony.

“The convict’s allegations that in the punishment cell he was beaten by the head of the colony and other employees, including being hung up in handcuffs, were also not confirmed. Physical force and special means - handcuffs - were used against the convict when he refused to comply with the legal demands of the institution’s staff, refusing to leave his cell during a search and during an examination by a medical worker, and behaved aggressively. This fact was recorded by a video recorder,” the department reports.

After studying the video recording, investigators decided that “all bodily injuries, including in the forearms, occurred to the convict under the specified circumstances as a result of the lawful use of physical force and special means against him.”

Thus, the Investigative Committee concludes, the data on “the commission of any crimes against the convicted person by the management and staff of the correctional institution FKU IK-7” were not confirmed.

Earlier on November 8, a member of the Human Rights Council, Pavel Chikov, told 7x7 that when visiting the colony, he was not shown recordings made more than a month earlier, since they were allegedly deleted “due to the expiration of the statute of limitations.” Chikov noted that the record of the use of force against Dadin was preserved.

The report of the Investigative Committee talks about the conditions of Dadin’s detention, but nothing is reported about the rest of the prisoners. Moskovsky Komsomolets previously claimed that investigators found prisoner Koba Shurgay in IK-7 with broken ribs, but this was not reflected in the Investigative Committee’s press release. The FSIN reported about Shurgay that no force or special means were used against him.

On November 1, Meduza published an open letter from Dadin, in which he spoke about beatings and torture in IK-7. He also mentioned that he was placed in a punishment cell because blades were found on him and they were planted on him. Deputy head of the Federal Penitentiary Service Valery Maksimenko called him “a very talented imitator.”

After the publication of the letter, relatives and former prisoners of IK-7 spoke about the conditions of detention in the colony, for example, Muslims in the colony are sent to a punishment cell for refusing to eat pork.
