Putin approved the concept of Russian foreign policy: what is it?

A few hours after the announcement of the message to the Federal Assembly, Vladimir Putin approved the new concept of Russian foreign policy, which describes the “system of views on basic principles, priority directions, goals and objectives of Russia's foreign policy”.

• The Kremlin observes the dispersal of the global potential of strength and development, its displacement in the Asia-Pacific region. "The possibilities of the historical West are reduced to dominate the world economy and politics." This is not a new thesis that the Russian leadership regularly repeats. Only today, Putin recalled that "active oriental policy is by no means dictated by any conjunctural considerations of today, but long-term national interests and trends in world development."

• Competition in the world is increasingly “becoming a civilized nature, the form of rivalry of value guidelines”.

The principles of international law and interaction shared by Russia

• Regional integration based on the norms and rules of the WTO, as well as strengthening the role of regional backup currencies, should facilitate the strengthening of competitiveness.

• The society rejected "the ideological values ​​imposed from outside and recipes for modernizing the political system of states."

• To combat terrorism, it is necessary to create a wide international anti -terrorism coalition.

• The UN should be a center for regulating international relations and coordination of world politics. Only the status of five permanent members of the Security Council must be preserved, and any decisions on the creation of additional places in the Security Council should be made "on the basis of the widest consent of the Member States."

What is the role of Russia?

• Russia contributes to the "formation of a positive, balanced and unification international agenda." And the country's foreign policy "is open and predictable, characterized by a sequence."

• Russia is ready to cooperate with all interested countries "in the interests of solving common problems."

• Separately, it is said that the Kremlin is ready to “counteract the attempts of individual states to give a violation of international law for its creative application, to intervene in the internal affairs of the states in order to implement an unconstitutional change in power.”

• About Ukraine: Russia, the document says, is interested in the “diversity of political, economic and spiritual ties with Ukraine”, but with a reservation - subject to their national interests. “Russia will make the necessary efforts for the political and diplomatic settlement of the intra-Ukrainian conflict,” they promise in the Kremlin.

• About Georgia: the normalization of relations will occur only in those areas in which the Georgian side is ready for this "when taking into account the political realities that have developed in the Transcaucasia."

• About the EU: The European Union (together with NATO) "explores the expansion in case of reluctance to proceed with the implementation of political statements." But the EU remains an important trade, economic and foreign policy partner. But the further development of relations "requires the improvement of both the legal framework and institutional mechanisms."

One of the main barriers to the development of contacts with the EU is a visa regime.

• About the United States: Russia “does not recognize the US extraterritorial implementation of its jurisdiction outside the framework of international law, does not accept attempts to provide military, political, economic or other pressure, and reserves the right to rigidly respond to unfriendly actions, including by strengthening national defense and taking mirror and asymmetric measures.” But still with the United States, the Russian authorities are ready to build “mutually beneficial relations”.
