Raise tariffs or wait for accidents
On November 30, deputies of the Council of Deputies of Novosibirsk gathered to discuss the project of the governor’s decree “On the establishment of maximum (maximum) indices of changes in the size of public utilities paid by citizens in the municipalities of the Novosibirsk Region for 2017”.
As previously reported , Governor Vladimir Gorodetsky appealed to the Novosibirsk deputies with a proposal to coordinate the increase in the maximum (maximum) index of the change in the size of the public utility bills paid by citizens in Novosibirsk from July 1 to December 31, 2017 by 15%. The substantiation of the maximum index provides for the maximum rate of changes in utility tariffs: from July 1, 2017 for 6 positions: cold water supply - 120%; hot water supply - 115.9%; water disposal - 120.1%; Heating - 114.9%; power supply - 103.3%; Gas supply 103.9%.
By order of the Government of the Russian Federation dated November 19, 2016 No. 2464-r, indexes of changes in the amount of utility bills paid by citizens were approved on average for the constituent entities of the Russian Federation for 2017. For the Novosibirsk region, the index was approved in the amount of 4%.
By order of the Government of the Russian Federation dated 01.11.2016 No. 2222-r, the maximum permissible deviation for individual municipalities of the Novosibirsk region from the value of the specified index in the amount of 1.9%was established.
Thus, the maximum index of changes in the size of the fees for utilities for municipalities for municipalities for municipalities of the Novosibirsk region can be up to 5.9%. 
In order not to violate the regulations and meet in 20 days with the answer to the head of the regional executive branch, the Council of Deputies must consider “agree” or “not“ not to coordinate ”the increase in tariffs already at the session on December 2. All, by the way, unanimously recommended the deputies the decision to “coordinate” and increase tariffs.
The interested party was presented by the director of the Gorvodokanal Municipal Unitary Enterprise and the General Director of Sibeko JSC Ruslan Vlasov. When setting tariffs proposed by the Department of Tariffs and the Governor (water -19.80 rubles /m3, drainage -15.20 rubles /m3), wear will also increase, but to 84%. Upon establishment of “economically justified” tariffs (water 21.66 rubles /m3, drains -21.12 rubles /m3) of tariffs proposed by themselves. “Gorvodokanal”, over the same 10 years, wear will grow by only 2%. The device that city deputies will have to make very difficult: the preservation of current tariffs can soon lead to an increase in the number of communal accidents.
It is also worth noting that for the past few years, raising utility tariffs markedly lagged behind the growth rate of consumer prices. This largely determined the impossibility of implementing investment programs, which leads to a constant increase in the percentage of wear of communications and equipment of resource -supplying organizations.
The Deputy Mayor of the city of Novosibirsk Daniyar Safiullin also supported the need to increase tariffs, giving several examples of serious utilities: “Failure to rejection of the tariff can lead to an uncontrollable situation. I ask you to support the tariff regulator and support our system -forming structures. ”
Questions from deputies came clockwise, starting from all three deputy chairman of the council: Yuri Zarubin, Renata Suleimanov, Evgeny Yakovenko.
Olga Nenomaeva, head of the city hall for social policy, reminded the audience that 296.2 thousand “beneficiaries” in Novosibirsk, and these measures of support for the population would be preserved. In addition, “there is a target fund of social support, in which 61 million rubles are laid for such purposes in 2016 and in 2017. This year, 15 people turned to us for this kind of support and they were assisted for 291.4 thousand rubles. ”
The chairman of the urban economy commission Igor Kudin called on colleagues “not to compete in eloquence”: “It is clear that the issue is very difficult for everyone. But the question is serious, concerns the safety of water supply and heat supply in Novosibirsk. There is such a “point of no return”, if it is passed - these are very large risks for us all. My position is to support the appeal. ”
The difficulty of the situation in which the Novosibirsk deputies were also designated by the chairman of the council Dmitry Asantsev: “You can, of course, make popular decisions. And there will probably be no questions to us as deputies, because we are on the side of the population. But at the same time there is an economic component of the city, there are objective reasons that cannot be considered. 15–20 years ago, sometimes we lived 2–2.5 months for 2–2.5 months, now such situations are less at times. This suggests that the “resource” work differently, but they say: “Our resource is not limitless”. ”
