
The administration of the IK-10 strict regime at the Vsesvyatskaya station within the city of the Chusova Perm Territory repeatedly gave an idea of the transfer of publicist Boris Stomakhin to prison. This was reported to the "Franes" by the Omsk civilian activist Viktor Corb, citing a letter from Politzek received on Monday.
On the day of writing a letter, November 25, Stomakhin had a date with his representative - Moscow activist Felix Swedovsky. Immediately at the end of the Politzek meeting, they called to the administration, where they reported on the submission of a new presentation and proposed to write a petition for personal participation in the proceedings and involving Roman Kachanov, who defends Stomakhin in the colony to the process of Yekaterinburg.
Since on November 25 there was Friday, the political prisoner noted, the FSINCITS must submit a performance along with his petition on the 28th. Thus, the proceedings can be expected either immediately before the New Year, or immediately after it.
On the website of the Chusovsky City Court, information on the appointment of hearings as of midnight in Moscow is absent.
It can be assumed that the FSINESTS purposefully postponed the submission to the court until the Swedovsky’s visit, so that the support group and the media learn about their plans late.
Stomakhin became known about the intention of the FSINESS to achieve tightening the sentence at the end of September . An idea to the court was signed by the deputy chief of IK-10, Major of the Internal Service Yuri Gubal. He referred to part 7 of Article 74 of the PEC (types of correctional institutions), which establishes that convicts who are malicious violators of the regime can be transferred to prisons. It was with that that the FSINESTS declared Stomakhin.
During his stay in IK -10 in August - December 2014, and then - since August 2015, the Politzek was repeatedly subjected to unreasonable penalties. He was placed many times in a schizo, then transferred to Bezun (a detachment of strict conditions for serving a sentence), later to the PCT (chamber -type premises), and finally in the EPT (a single room of the chamber type). At the same time, after sending Stomakhin to the EPKT, they continued to set deadlines to the schizo.
The last time the publicist was sent to the insulator on September 30, thus tearing him a long -planned date and receipt of the program. Politzek noted that before that he had not entered the schizo for almost six months. He explained the new provocation of the FSINITS to them with the intention to strengthen the position in anticipation of the court on the transfer to prison regime.
The proceedings on the proposal of the FSINITS took place on October 27 . Lawyer Kachanov pointed to judge Olga Gorshkova to contradictions and ambiguity in the documents, as well as to procedural errors and petitioned for the return of materials to IK-10. After that, the representative of the colony of the city of Loads revoked the document.
On February 29, 2016, Stomakhin declared a dry hunger strike in protest against the next imprisonment for 15 days in a schizo under a far -fetched pretext. After a few days of protest, however, he, due to health reasons, switched from a dry hunger strike to the usual, starting to drink water. According to paragraph "in" Part 4 of Article 78 of the PEC (change in the type of correctional institution), convicts who are accused of malicious violation of the regime can be transferred from the colony to prison for no more than three years. The seven-year term for the conclusion of Stomakhin expires on November 19, 2019. Thus, it can be assumed that the IK -10 administration intends - taking into account the time to appeal the decision and the stage - to send the Politzke to prison until the very end of its term.
In total, in Russia there are only about a dozen prisons (on prison jargon - covers), including one for patients with tuberculosis. At the same time, it is known that although the IK-10 administration unreasonably tightens the condemned regime, torture as such in this colony is not applied. Meanwhile, all prisons, according to human rights activists, are torture.
