The secretary repeated her question again. After that, a large young man silently approached the secretary, said that he was from the FSB, and quietly added that the plaintiff was here too.
Since Stepanov was not able to find a photograph of Stepanov on the Internet, and he still did not betray himself, I began to call the coordinator of the human rights direction of “Open Russia” Maria Baronova (on the eve of Vedomosti, they said that Stepanov began to cooperate with “open Russia”). At that moment, a gray -haired man in a suit, before that calmly sitting on a bench, came up to me and quietly said: "Stepanov is me, but I will not give comments before the meeting."
Stepanov said about his work in the Investigative Committee that he was preparing requests for legal assistance to other countries, including in the first case of Yukos. Also, the former investigator unsuccessfully disputed the presidential decree in court on the allocation of the IC from the Prosecutor General.
The consideration of his claim, which was supposed to begin at 9:10, eventually began after 11 hours. During the wait, Stepanov, finally admitted that he was him, relaxed and even responded to the replica of the participant of another process by a quote from President Putin: “Vladimir Vladimirovich said that we did not have untouchables.”
Stepanov also talked Tet-A-Tet with the representative of the FSB.
- Did you make peace with the FSB? I asked him later.
“Yes, we have not quarreled, but we have to record everything,” the former investigator muttered in response.
At the meeting, Stepanov told the judge that in August 2008, when the Georgian troops entered Tskhinval, he worked as the head of the Department of International Legal Cooperation of the Investigative Committee. “I was removed from the workplace with the group, they took me to the airport. We flew to Beslan ( airport near Vladikavkaz - approx. Medusa ), and from there the very next day, issuing a military uniform, we sent to Tskhinval. I was there for several days, after which, by order of the chairman of the UK, a helicopter flew back [to Moscow], ”said Stepanov. What exactly he did in those days in the capital of South Ossetia, he did not specify.
Subsequently, Stepanov decided to find out on what basis he was in South Ossetia and for which he received the medal "for participating in the opposition of aggression in South Ossetia." “I repeatedly turned to the UK, but there I was informed that they have no order on my direction to the territory of a foreign state. I turned to the Ministry of Defense, because we were told that in South Ossetia we will be employees of the Armed Forces, ”the former investigator continued. - There I was asked to name the number of the military unit, which was part of which I was in South Ossetia [but I do not know him]. I can’t find any ends, so I turned to the FSB, since its border service, undoubtedly, records movements through the state border of a large group of employees of the UK, and even from the armored personnel carrier and on military cars. ”
In the FSB, according to Stepanov, he was not answered twice - in March and June 2016, after which he went to court.
- So what are your requirements? The judge asked.
“So that the defendant’s actions were recognized as unlawful by the answer and so that they were still informed on the basis of which I crossed the state border,” Stepanov answered.
The representative of the FSB (he never named his name) immediately stated that Stepanov’s claims were “not subject to satisfaction”. “According to the Federal Law“ On the Procedure for Considering the Appeals of the Russian Federation of the Russian Federation, “Stepanov’s appeal, in the prescribed manner, was registered and considered, after which it was sent to another state body in accordance with its competence,” said the FSB representative, adding that Stepanov was sent by e -mail a notification of the transfer of his appeal to the Investigative Committee.

- No. I am rather interested in schizophrenia of Russian state bodies. And this is just an example that I will use, in particular, in my doctoral dissertation.
