
The press conference was organized jointly by the New Gazeta and famous human rights activists-Svetlana Gannushkina (head of the Civil Assistance Committee) and Tatyana Lokshina (program director for Russia Human Rights Watch). In order to comply with safety measures, Ramazan Jalaldinov, who was forced to escape from Chechnya in early November as a result of threats, was closed. Foreign and Russian journalists were invited to him, who were asked not to disclose either the place or the time of the press conference.
Such precautions are directly related to the situation in which Ramazan Jalaldinov and his family members were due to the fault of a senior federal official - the First Deputy Minister of the Ministry of Internal Affairs for Chechnya Alaudinov.
After the scandalous video message of Ramazan Jalaldinov and the visit of the head of Chechnya Ramzan Kadyrov in Kenhi, the “year of restoration of the Sharoy district” was announced in Chechnya. To restore the villages of the district, including the village of Kenhi, from the Fund. Akhmat-Khadzhi Kadyrov allocated up to 600 million rubles. Autti Alaudinov was appointed a recovery curator. He also was responsible for fulfilling the terms of the transaction concluded by the Chechen authorities with Ramazan Jalaldin under the guarantees of the famous religious figure of Dagestan Khas-Magomed Abubakarov.
The terms of the transaction were as follows: the Chechen authorities stop the persecution (including criminal) residents of the village of Kenha, who openly supported their fellow villager Jalaldinov and confirmed the facts of corruption, the Chechen authorities restore the village of Kenhi (including the burned house in which the Jalaldinov family lived, the house was burned in revenge after April video, residents of the village) The required compensations are paid (only one federal program of resettlement from dangerous landslide zones, multimillion -dollar compensation residents are laid for residents of Kenhov).
In turn, Ramazan Jalaldinov personally apologized to Ramzan Kadyrov, after which he and his family were allowed to return home.
As Ramazan Jalaldinov said at a press conference, the Chechen authorities did not keep his promises. The criminal prosecution and intimidation of the Kenkhins continued, Jalaldinov himself was convicted of his April video message under the article “Slander” and sentenced to 160 hours of public work. As for compensations, according to Jalaldinov, none of the villagers received anything, including those twenty families who were included in May in May for compensation under the federal program of resettlement from dangerous landslide zones. Ramazan Jalaldinov also said that, as compensation for non -pecuniary damage for the burned property, First Deputy Minister of the Ministry of Internal Affairs for the Chechen Republic Alaudinov brought him 1 million rubles of cash in the package.
It was hard to have this money to rebuild the burned house, which the Jalaldinov family rented from her fellow villager, and bring him under the roof. Jalaldinov had no money to restore his own home.
Until the last, he hoped that his house would be restored, as promised by Ramzan Kadyrov, along with other houses of fellow villagers. However, the restoration of the village, according to Jalaldinov, turned out to be profanity. In the mass order, the roofs of the houses were blocked by a new metal tile, only social objects were repaired, a new cultural Avar center was opened. However, most of the houses of the villagers are still in disrepair. The burned house, which Jalaldinov rented from his fellow villager, he restored himself, without any help from the operational headquarters for the reconstruction of the district, which, by order of Ramzan Kadyrva, was headed by the Minister of Agriculture of Chechnya Musa Dadaev. Dadaev himself, according to Jalaldinov, came to the area extremely rarely.

At the press conference, Jalaldinov showed photographs of the so-called “water supply” held in the village of Kenhi (ordinary garden polypropylene hoses, which were attached to the wells and extended right on the ground to the houses, in winter they are likely to survive a trivially). Jalaldinov also told about how he unsuccessfully tried to break through to meet Ramzan Kadyrov. Jalaldinov wanted to convey to the leadership of the republic, how the money allocated for construction was spent mediocre, and ask Kadyrov “a bulldozer and an excavator, so that the inhabitants of the village themselves make the road because the road that we built is washed away in the spring, since it was not strengthened in any way”.
On October 3, in the village of Himo, the opening ceremony of the Sharakoy municipal district "after large-scale construction and restoration work" was held. The ceremony was attended by Ramzan Kadyrov. The inhabitants of the village of Kenha were not invited to the holiday. In vain they were waiting for the head of Chechnya in their village.
In early November, Ramazan Jalaldinov worked 160 hours of public work and gathered with his son to fly to Moscow. However, two days before Jalaldinov’s departure with his wife, in fact, was illegally detained and taken to Grozny to the hospital, in which the First Deputy Minister of the Ministry of Internal Affairs for the Czech Republic Apti Alaudinov was treated.
Alaudinov knew about tickets to Moscow and threatened Jalaldin as a murder or criminal prosecution if Kenkhinets does not stop his attempts to achieve justice. Alaudinov demanded that Jalaldinov stop communicating with journalists (in particular, with Novaya Gazeta reporters) and human rights activists. On the way back, the employees of the OMVD of the Sharoy district threw Jalaldinov’s phone into the abyss and promised that he himself could go after the phone. Police officers took away the passport from Jalaldinov and his son, and also demanded that he gave all the videos, photos and audio records - corruption certificates that Jalaldinov tried to fix.
On the night of November 2 to 3, Jalaldinov fled from his house, around whom the police posted were exhibited. He crossed the mountain pass, connecting Chechnya with Dagestan, spent the night in the caves for several days, he was very cold and froze his legs.
For more than a month, Jalaldinov hid in Dagestan. All this time, through intermediaries, surrounded by the head of Chechnya, he tried to achieve the constructive reaction of Ramzan Kadyrov. Jalaldinov was sure that the head of Chechnya would hold back his word and fulfill everything, given his guarantees of his promise. However, Kadyrov could not reach.
In the end, Ramazan Jalaldinov turned to federal human rights activists and journalists for help. During the press conference, Jalaldinov signed an application addressed to the chairman of the Investigative Committee of Russia, Alexander Bastrykin, with a request to conduct an audit and evaluate the actions of the First Deputy Minister of the Ministry of Internal Affairs for the Czech Republic and employees of the Ministry of Internal Affairs of the Sharai district (the interests of Jalaldinov are represented by lawyer Peter Zaikin). Also, human rights activists and journalists of Novaya Gazeta intend to contact the Minister of Internal Affairs of the Russian Federation Kolokoltsev with a request to provide Ramazan Jalaldinov measures of state protection.
