The St. Petersburg administration has terminated the contract with JSC Transstroy Corporation for the construction of the Yuzhnoye electric depot, according to documents on the state procurement website. The basis for this was the customer's decision to unilaterally refuse to fulfill the contract, the Committee for the Development of Transport Infrastructure (KRTI) reported. Transstroy declined to comment on the situation.

Officials sent Transstroy a notice of contract termination on December 1. According to the law, Transstroy had 10 days to provide data on the elimination of violations, but it was not received, says a representative of the KRTI.

The contractor has missed deadlines for the construction of an administrative and amenity building, a fuel station for locomotives and cars, a drainage system for the building of the storage and repair building, etc., according to the Smolny notification. Work on a number of objects has not started, or has been completed in an insignificant volume or of poor quality. As of December 1, work under the contract has been completed for 3.1 billion rubles, and the amount of advances not repaid by the contractor has amounted to 360 million rubles. A new tender will be announced to complete the construction, says a representative of the KRTI, without specifying the terms and conditions.

Transstroy won the tender for the construction of the Yuzhnoye electric depot worth 6.6 billion rubles in June 2014. According to its terms, the company was to build a depot with comprehensive infrastructure on 35.6 hectares by 2018. OAO Metrostroy also participated in the tender, but lost to Transstroy based on the criterion of "availability of human resources", according to the minutes of the tender. Metrostroy may take part in the tender for the completion of construction, its representative said in early December.

Transstroy asked the city to increase the cost of the contract, since since its signing the prices for construction materials and components had grown significantly, but the Committee on Transport Infrastructure considered the arguments unfounded.

This was Transstroy's last active state contract in St. Petersburg. In July, St. Petersburg authorities terminated the contract with Transstroy for the construction of a stadium on Krestovsky Island due to the violation of work deadlines. Metrostroy is completing the stadium construction. The facility is scheduled to be completed on December 26.
