The Parnas Congress chose the course of Mikhail Kasyanov, the opposition with Vladimir Kara-Murza left

The crisis of the Party of People’s Freedom (Parnassus) at its congress, which took place after December 16 from its ranks of the group of supporters of the Party of Ilya Yashin , six members of the federal political council, only went deeper.

At the congress of the Party of People’s Freedom on December 17, Leader Mikhail Kasyanov reported on the results of the Duma campaign, he stated that the main problem of the campaign was that it was not possible to create a single list with Yabloko based on the unification of two parties. The problem was the exit from the "democratic coalition" of Alexei Navalny, and the demand of the deputy chairman of the party Ilya Yashin, so that Kasyanov does not lead the list: "The ramps lead to underfunding the campaign." But the main trouble is the information press of the authorities:

- Ren TV showed me and professor Zubov against the backdrop of fascists and Bandera. This is an unacceptable thing, ”said Parnassus leader.

However, Kasyanov admitted that the second number of the list Vyacheslav Maltsev violated his obligations, bringing to rallies the nationalist Demushkin and anti -Semitus Mironov.

Mikhail Kasyanov claims that the party's recognition before the campaign was zero, and as a result of the “Wave of Changes” campaign, 18% knew the party, its rating was first 0.5%, and then by the beginning of September it allegedly reached 3% of the ready -to -vote and 5% oscilled. After that, the slander campaign was launched.

At the congress in the opposition, the Kasyanov course and a clear minority were deputy chairman of Parnas Vladimir Kara-Murza and the leader of the St. Petersburg organization Andrei Pivovarov. They demanded to vote for a resolution that recognizes the party’s cooperation with Vyacheslav Maltsev, other “xenophobes and anti -Semites” as a mistake.

- It was decided to make an erroneous decision to make the second number of Vyacheslav Maltsev, who brought into the campaign of the nationalist of the former leader of the Slavic Union Dmitry Demushkin and the zoological anti -Semite Boris Mironov. Many could not vote for such a list, the hand did not rise, including members of the party leadership, in many districts, Yabloko received 4-5 times more than Parnassus, votes. I propose to wash off a shameful spot. To adopt a resolution that eliminates the repetition of this error, ”Vladimir Kara-Murza said from the rostrum, declaring readiness to promote negotiations on the unification with Yabloko.

Professor Andrei Zubov considered that there was only the personal dishonesty of Vyacheslav Maltsev, who attracted Xenophobes in the campaign in the campaign, and the coalition strategy was not vicious.

- We lost Yashin, Prokhorov, Mityushkin. The party in the elections was associated with Maltsev, and not with Kasyanov and Nemtsov, they said about us: these are those who fell under Maltsev. That's the result, ”Anna Stepanova, the delegate from Nizhny Novgorod experienced.

Democrats will now think about Maltsev and Demushkin, and Maltsev’s supporters cursed us, we supposedly are to blame for his defeat. Here they talked about the unification with the "apple", and they do not want to unite with the "Maltsev". We need to cleanse ourselves, recognize errors by accepting a statement in our editorial office on the unacceptability of xenophobia and anti -Semitism.

“There was a loss of party identity, many statements show that we are not a liberal party, but a National Democratic one, which strives for an alliance with the National Radines,” said a delegate from Chelyabinsk Alexei Tabalov.

- Correctly we turned on Maltsev! Who would believe us if they threw him? We recognize the error? Then we must admit that Yashin and the team left us unreasonably, to invite back, to offer to run for the post of chairman of the party. No need to recognize this as a mistake. Maltsev supporters were more active than ours, and 70% of the congress cannot be mistaken! You can be in the election campaign with Maltsev, ”said Gennady Pushko, a member of the Federal Penitentiary Service.

- Our party has no sequence, it is chatting from liberalism to nationalism. The sponsors said when we elected Maltsev: "We invest in an idea, and not in Kasyanov and Maltsev. There will be no money." Member of the FPS Vadim Lukashevich insisted that it was nationalists - Putin’s opponents today the main tactical allies of the liberals. And there will be no unification with the "apple" until the head of this party Grigory Yavlinsky.

- The primaries were imposed on us by a friend of Yashin Navalny, and then jumped off when 100,000 voters did not appear. Our candidate Navalny and I have lost the mayor’s election. They make claims to Maltsev’s beliefs, but he, unlike Navalny, did not take part in the “Russian marches”. Navalny is a nationalist, in fact, more than Maltsev, ”said Vadim Lukashevich, a member of the FPS Parnassus. - If we go purely refined as liberals - 8% of our limit. We must unite with someone. Blok with Maltsev - it was a tactical union during the election. "Yabloko" is a strategically close ally, we will never unite with them, while there are at the head of Yavlinsky, and the tactical ally is nationalists. Only liberals and nationalists oppose the authorities, only we are at the anti -Putin position, ”said Vadim Lukashevich.

Despite the crisis and disputes, Parnassus is ready to participate in the following elections, ”said Mikhail Kasyanov:

- Ahead of the regional elections: Udmurtia, Saratov, Leningrad Region, important municipal elections in Yaroslavl and Moscow. We need a single list of democratic Moscow. There we will nominate 200-300 candidates, we can well get 50 seats.

Presidential elections. This is an important event in the life of the country. We cannot but participate in this. We can nominate our candidate or support some candidate, but he must have obligations to civil society. The candidate must agree that he will become the president of the transition period by two years, to reduce the powers of the president, enter the elections of judges, provide elections, elect the State Duma, judges and the president. The candidate must give such promises, and we must support such a candidate, - Mikhail also Kasyanov announced his readiness to negotiate about the association with the Yabloko party.

The leadership elections were held before they decided the issue of ideological disagreements. At the PARNAS Party Congress, two candidates for the post of chairman were offered: its current head Mikhail Kasyanov and Komi representative Leonid Zilberg.

Mikhail Kasyanov spoke in his speech as if from the perspective of the prime minister:

For 2 years, real incomes of the population fell by 15%. Many enterprises dismiss people or close. The head of the authoritarian country needs external wars. Aleppo in Syria is taken by Russia. Putin supports the illegitimate dictator Bashar al -Assad. Russia creates war crimes in Syria. We carry this shame together. Russia should participate in the fight against terrorism, and not go against everyone. Putin does not want to be in the international coalition, contrasts himself with everyone.

With fears I listen to the future US President Trump, his words about interaction with Russia. I ask the question: maybe Trump’s deal with Putin? Trump wants to receive 100% winnings, Putin is not capable of compromises. After 3-4 months, the topic of transactions can be removed, although if Rex Tillerson is approved by the Secretary of State, there may be a deal to sell Russian subsoil.

The situation in Ukraine is already clear to the whole world. Europe took a fundamental position. Europe requires the full execution of the Minsk agreement, that is, the transfer of the border under the control of Ukraine and the OSCE, - this is how Mikhail Kasyanov described the international situation.

The head of the regional branch in the Komi Republic Leonid Zilberg accused Kasyanov that he ruined the party during the sole leadership, did not finance the regions, and created the party "for his":

- There is already a cooperative "Lake", there is a "country for their own", why do we need a party for our own? - Leonid Zilberg was indignant. - We will finance the regions, and do not maintain an expensive office with security. Kasyanov is the person who will not go to the regions, but will ride on the congresses of European liberals. You, Mikhail Mikhailovich, need to resign. You will ruin the party today! - exclaimed Zilberg.

For Mikhail Kasyanov, 81 delegates of the congress voted, for Leonid Zilberg-26. For the resolution of Vladimir Kara-Murza, who recognized Maltsev, 23 delegates voted. For a decision, condemning only Maltsev attracting xenophobes to the campaign, - 77 delegates. Such an outcome, a resolution, condemning certain candidates who allowed nationalist statements, did not arrange a minority led by Vladimir Kara-Murza.

Parnassus left the newly elected deputy chairman of the party Vladimir Kara-Murza, who said that there was a wild situation when he could not vote for his own party.

Vladimir Kara-Murza intends to continue his political activity in the movement "Open Russia" by Mikhail Khodorkovsky as chairman of the Council of the Foundation Boris Nemtsov.

The leaders of the Novosibirsk branch Yegor Savin, Chelyabinsky - Alexey Tabalov, Chuvashsky - Dmitry Semenov, Nizhny Novgorod - Anna Stepanova. The veteran of the democratic movement Dmitry Kataev left Parnassus. The co -chairs of the St. Petersburg branch Andrei Pivovarov and Natalya Gryaznevich refused to enter the Federal Political Council.

Only supporters of Mikhail Kasyanov entered the new leadership of the party, his famous professor-historian Andrei Zubov became one of the six deputies.

Party Deputy Chairman Konstantin Merzlikin said:

- “Colleagues put an ultimatum in front of the delegates of the congress- either you recognize a mistake with Maltsev’s nomination, or we leave. It is so- or recognize his full failure, close all the channels of possible coalition interaction with Nationalists, or we have not gone for it.

This conflict has highlighted a fairly bright problem of possible tactics and opposition strategies. There are objectively two lines.

First. Let's call it conditionally, for the simplicity of the "apple". We must participate in the elections with our consistent, fundamentally narrow -minded agenda. Yes, we understand that with such a summons we are gaining here and now at a maximum of 10 percent of the country. We argue that we can win in honest elections, but we understand that there are no honest elections and go to them to declare our liberal alternative, which, as we hope, will be in demand in some future, which we are obliged to survive in any way, going to all the necessary compromises.

The second. For brevity - a line of wide coalition, the "Popular Front". It is necessary to mobilize all the forces ready to fight for changes based on a "democratic consensus." Do not survive, but influence, put pressure on power, on the inert majority, to be a factor in current politics here and now.
I am for the second line. But we must understand that its implementation requires a culture of building coalitions. The coalition requires at least:
- contractual capacity, ability to act in a team and collectively; - the ability to fulfill obligations, keep a word;
- Do not take steps that lead to the separation of supporters and electorate, but contribute to mobilization and synergy. It seems to me that on the eve of the elections of the 2017th and 18th, we must try to follow this line again. ”

He spoke about the crisis in the party and Mikhail Kasyanov:

... In the course of the conflict, it was clearly visible that the former party of Boris Nemtsov, now the party of Mikhail Kasyanov, lost the support of popular activists of large cities: Moscow, St. Petersburg and Novosibirsk, perhaps some of them will perform on the side of Alexei Navalny. Parnassus can turn into a client of a leader who ensures the financing of the project and relies on the apparatus and personally loyal provincial activists. The symbolic farewell of the party with friends and associates of Boris Nemtsov was the show of the film by Vladimir Kara-Murza "Nemtsov".
