As we already wrote, instead of the canceled “fat” contract for the maintenance of roads in the city, 9 contracts were put up for auction. Service provision: from January 01, 2017 to December 31, 2017 inclusive. Today we will try to figure out how we defeated the total amount in these lots, how sensibly they are segmented and what, in fact, has changed.
During the initial analysis, problems with zoning of plots under contracts are already visible, which can cause inconvenience among contractors. For example, a central street in a residential complex got into the contract, and the subordinate streets are already included in another contract. It would be more correct to unite such areas entirely, because it is more profitable to work on a looping route to work on the city cleaning technique.
It is possible that this is done intended, to complicate the work of the contractors, who have the opportunity to participate in tenders for maintaining directly, and not on the subcontract at the Gordormormostroy MUPPs or it was done due to banal disorder.
We saw a significant fall in price in only one contract with the initial price of 21.07 million rubles. , which dropped as a result of bidding up to 14, 75 million (by 30%) , was recognized as the winner of the auction LLC Bazis.
Initially, there was an auction that was canceled due to unreasonable enlargement of 393 million rubles . After there was a division into separate contracts, according to the results of the auction, it was possible to lower this amount up to 386 million rubles. The savings amounted to 7 million rubles.
Let's go a little on the main points of the contract:
- Ensure the provision and quality of services in accordance with GOST R 50597-93, methodological recommendations for the repair and maintenance of public roads (approved by a letter of Rosavtodor dated 03/17/2004 No. OS-28/1270-ES), “The rules of external improvement in the municipal education“ City of Kirov ”(approved by the decision of the Kirov City Council of 27.08.2008 No. 19/41), other current standards and rules.
- To ensure the provision of services on the streets of the municipality “City of Kirov” at night in cases where the provision of services under this contract in the daytime is impossible or difficult due to intensive movement. If necessary, the customer organizes the publication of the relevant resolution of the Kirov City Administration.
- Ensure uninterrupted movement of vehicles along the streets and roads of the municipality "City of Kirov" (name of roads and streets according to attachment
- Ensure weekly operational quality control of the services provided for the maintenance of the road network of the municipality "City of Kirov".
- To carry out systematic supervision of the safety of roads and sidewalks, their individual elements, to provide the customer with information about all cases of their damage within one day from the date of detection.
- Ensure the removal of snow removed from the road network to a landfill, the activities of which are carried out in accordance with applicable law.
- It is free to eliminate all the revealed shortcomings at the agreed deadlines at the request of the customer if, in the process of providing services, the contractor allowed a deviation from the terms of the contract that worsened the quality of the services provided.
- The contractor establishes a quality guarantee for the content of the objects - until the parties fully fulfill their obligations under the contract.
- The elimination of defects identified during the acceptance of the services rendered, as well as during the warranty period, is carried out at the expense of the contractor within a period not exceeding one calendar day (winter period) and three calendar days (summer period).
Payment of services is carried out monthly for the cashless accounts actually rendered by transferring funds from the city budget within 60 calendar days to the Contractor’s settlement account, on the basis of acceptance certificates (form KS-2), accounts (invoices) and certificates (form KS-3) presented no later than the 28th of the reporting month.
The quality of work on the content of the street-road is evaluated by the point system. The final score in the quality of the street-road network is defined as the arithmetic mean value of the points based on the results of the checks for a month according to the formula. The points are determined according to the criteria specified in Appendix No. 3 (insert a link to the application) to the municipal contract.
For example, the indicators of assessing the state of improvement and content of the UDS category A in the winter and summer period (see complete information by link ). Accrual conditions of 5 bals :
Winter period
Carrying out, parking pockets (valid UDS in the title) are cleared of snow formations within 4 hours. Summer period
Carrying out, parking, arrival pockets (the UDS content in the title) are completely cleaned of any type of pollution, the passing of the washed. There are no extraneous objects that create an emergency atmosphere. The footing part does not have soil-sand sediments and pollution with various garbage. On the roadway there are no drawdowns, potholes, other damage exceeding 15 cm, width 60 cm, 5 cm depth of the on -board stone is cleaned of dirt, weed vegetation, there are no local damage. The sidewalks, stairs, pedestrian paths, MAFs, public transport stops are completely cleaned of soil and sand sediment, various garbage, ads. There is no wood-brown vegetation that reduces visibility at the congresses. The height of the grass cover is not more than 15 cm. There are no dry branches and a wide vegetation. The urns are not crowded. Road and pedestrian fences are cleaned of ground-sand sediment, various garbage, ads. Outlosing the pillar (columns) of the fence from a vertical over 20 ° is not allowed. Reducing the cost of the services provided for the maintenance of the road network objects in the territory of the municipality “City of Kirov” is made according to the number of points (Buds) scored according to the results of the reporting period (month):
- from 4.6 to 5 points - a decrease from 4 to 0%;
- from 4.0 to 4.5 points - a decrease from 15 to 10%;
- from 3.6 to 3.9 points - a decrease from 40 to 30%;
- from 3.1 to 3.5 points - a decrease from 60 to 50%;
- from 2.6 to 3 points - a decrease from 80 to 70%;
- 2.5 points and below - payment is not made .
For non -fulfillment or improper fulfillment by the contractor of obligations stipulated by the contract, with the exception of delay in the fulfillment of obligations (including a guarantee obligation), a fine is accrued, determined in accordance with the procedure as follows:
- 10% of the price of the contract if the contract price does not exceed 3 million rubles;
- 5% of the price of the contract if the contract price is from 3 million rubles to 50 million rubles;
- 1% of the price of the contract if the contract price is from 50 million rubles to 100 million rubles;
- 0.5% of the price of the contract in case the contract price exceeds 100 million rubles.
For improper performance by the customer, the obligations stipulated by the contract, with the exception of delay in the fulfillment of obligations, is a fine determined in accordance with the procedure as follows:
- 2.5% of the price of the contract in case the contract price does not exceed 3 million rubles;
- 2% of the price of the contract if the contract price is from 3 million rubles to 50 million rubles;
- 1.5% of the price of the contract if the contract price is from 50 million rubles to 100 million rubles;
- 0.5% of the price of the contract in case the contract price exceeds 100 million rubles.
The customer accepts the acceptance certificate (form KS-2). The acceptance certificate is signed by the parties monthly
So, we have 9 contracts, 8 of them are directly for the maintenance, and the 9th for patching. The list of main works on the content contracts is indicated in the table below:
1. The first of them, with the maximum (initial) amount of the contract of 64.87 million rubles. The only bidding participant is the MUPP "Gordormostroy", to whom the contract has departed at the maximum price.

2. Let's move on to the next contract - 21.38 million rubles.
There was also only one participant at the auction - the Novovyatich MBU , but due to the fact that the auction commission decided on compliance with the requirements established by the documentation on the electronic auction, the electronic auction is recognized as failed by one second part of the application for participation in it.
