The bill prohibits the use of allocated funds for any bilateral military cooperation with the Russian authorities. The adopted law also allows the President to impose sanctions against citizens of any country involved in corruption and violation of human rights, as well as to arrest their property in the territory of the United States. On December 9, Obama weakened restrictions on the supply of weapons to the US allies to combat terrorists in Syria.
