The coordinator of the resistance movement of the Crimean Tatars Nedima Khalilov, who has been holding a hunger strike in the deportation specialist in Sochi for more than a month, are going to hospitalize. This was reported by QHA with reference to the Karachai activist Hassan Halkech.
“The case takes on an increasingly critical character,” said Halkech. “Yesterday, when they called up with Nedim Bey, his voice was already weakened.”
However, the interlocutor of the agency added, Khalilov, in case of sending to the hospital, intends to resist forced feeding, "if such physically in person."
It is not yet known to which the hospital is supposed to send the Crimean Tatar activist.
The fact that the state of Khalilov was noticeably deteriorated, said at his FB page and blogger Auder Ismailov, who talked with his friend on the phone on Sunday. “The situation is critical,” he wrote. “The weakened, barely audible voice, does not move, constantly in a lying position.” Khalilov told the interlocutor that he was graduating from a statement to the Russian General Prosecutor's Office on the initiation of the case on the fact of bringing it to suicide. Ismailov himself submitted a similar application to the prosecutor's office of the annexed Crimea.
Halilov madea statement on December 3, in which he refused hospitalization, and also repeated the requirements of his hunger strike. The application is addressed to Vladimir Putin, the prosecutor of the Lazarevsky district of Sochi Alexander Baranov and the head of the special receiver R. Surgundyan.
On December 9, Khalilov again set out his demands in a more extensiveappeal to Putin.
Meanwhile, on the 1st day, the physician examining the starving, said that he should be sent to a mental hospital. “The USSR has not disappeared with its ways,” the activist remarked on his FB page. “The idea that a person needs to be placed in a psychiatric hospital for fighting for the right to live in his homeland is a natural product of the consciousness of these people.”
Khalilov is 57 years old, he is a native of Bukhara. He was repatriated from Uzbekistan to Crimea in 1986 and settled in Kerch. After the collapse of the USSR, the activist fundamentally refused to obtain Ukrainian citizenship, insisting on the independence of Crimea as a state of Crimean Tatars. Accordingly, after the annexation of the peninsula, he did not accept Russian citizenship.
Meanwhile, from Khalilov’s appeal to Putin it follows that in 2004 he received a passport of a citizen of Uzbekistan at the Uzbek embassy in Kyiv. However, the activist continued, in 2009, this passport expired, but he did not apply for new ones. Thus, Khalilov concluded, in early 2014 he lost Uzbek citizenship.
On November 7 of this year, the judge of the Railway District Court of Simferopol, controlled by Russia, declared Khalilova guilty of part 1 of Article 18.8 of the Russian Administrative Code (violation of the regime of the state border) and decided to deport him to Uzbekistan as a country of arrival. The next day, the judge of the Russian Supreme Court of Crimea Vladimir Agin is a decision in force.
Immediately after the trial, Belinchuk, without waiting for the consideration of the appeal, the security forces delivered Khalilov home, giving the opportunity to pick up personal belongings, documents and money, after which they took it off the peninsula for deportation to Uzbekistan .
On November 21, Khalilov submitted a statement to the head of the special receiver about the "partial" hunger strike - rejection of any food except bread. The activist demanded that he provide him with a state of stateless person, indicating in the document "Nationality - Crimean Tatar", as well as return it to Crimea "in the same way that was moved here." In case of failure to fulfill the requirements, Khalilov warned, he will declare a real hunger strike, refusing bread.
He submitted applications for the issuance of a stateless person’s certificate and return to Crimea to the appropriate instances after delivery to Sochi, but the special receiver administration did not send these papers to the indicated addresses.
On November 24, since the warning chief ignored the warning, Khalilov completely refused food . By his own admission, he only sometimes sucks water. On December 8, the activistsaid that he had violated the hunger strike, drinking a glass of tea. He did not explain the reason for this.
Even before the start of the hunger strike, on November 11, Khalilova was visited by the lawyer of the Memorial, who arrived at the request of the National Leader of the Crimean Tatars, Mustafa Dzhemilev, visited the special -reception. However, the activist refused legal assistance. Instead, he called on the chairman of the Majlis of the Crimean Tatar people of Refat Chubarov to begin to fulfill the decision adopted by Kurultay on March 29, 2014 on the exercise of the right to self-determination, as well as to the implementation of decisions of the II World Congress of Crimean Tatars , held on August 1-2, 2015 in Ankara.
“The personal rights of the Crimean Tatar, the stateless person of Khalilov Nedim Abdulaevich directly depend on the implementation of the named decisions,” the activist concluded.
In March 2014, a few days after the annexation of Crimea, Khalilov said that the Crimean Tatar activistsintend to resume the national liberation movement , the purpose of which is the restoration of the national statehood of the Crimean Tatars, lost in 1783. Up to this point, the social activist emphasized, the legislation of Ukraine and the norms of international law should be valid in the region.
In February of this year, Khalilov filed a lawsuit in the Central District Court of Simferopol with a demand to recognize the actions of Vladimir Putin and the occupying authorities of Crimea by unlawful and illegal, and the Crimean Tatars provide special status as the indigenous people of the region. In his statement, it was based on the norms of both international law and Russian legislation, and the trial demanded to conduct in the Crimean Tatar language.
There is no information about the February lawsuit on the website of the Central District Court, but there is information about two statements filed by N. A. Khalilov, respectively, on September 26 and October 5. The defendants in the first claim were named Putin, the State Council of Crimea, as well as President of Ukraine Petro Poroshenko; The third party is the Majlis of the Crimean Tatar people. The defendants in the second lawsuit - only Putin and the "State Council"; There are no third parties. The reception of both statements was refused. The judges referred to the fact that the lawsuit "is not subject to consideration and permit in the manner of civil proceedings." Both refusals will appeal.
