
Rostelecom will spend 1.26 billion rubles for the purchase of 133 thousand licenses for Microsoft software. The corresponding document is published on the company's website.
The supplier will be the company "Compires", which in 2013 won the contest for the supply of Microsoft licenses for 1.8 billion rubles for Rostelecom. Then it was about temporary licenses until November 30, 2016, this time, as noted by Vedomosti, Rostelecom purchases unlimited licenses for 2013 prices.
The publication emphasized that this transaction does not fall under the law that restricts the free purchases of a foreign state by state authority, which has been operating in Russia from January 1, 2016, and from the summer has been subject to state -owned companies.
“The current purchase does not contradict the status of purchases, since it is not about acquiring new software, but about the redemption of previously purchased licenses,” the representative of Rostelecom told Vedomosti.
He also added that thanks to unlimited licenses, the company will have time to develop the Russian analogue of software.
In November 2015, the government banned the installation of foreign software for public procurement, with the exception of cases when there are no programs with the necessary characteristics in Russia. The Ministry of Economic Development was proposed to bring to the administrative responsibility of those officials who introduced prohibitions on the purchase of foreign software.
