Putin abolished the special construction

Vladimir Putin signed a decree on the abolition of the Federal Agency for Special Construction (Special Construction). The document is published on the Kremlin website. The decision is approved, "in order to improve the system of public administration."

The functions of the agency are transferred to the Ministry of Defense. The military department is transferred to the Office of Capital Construction No. 900 and the Federal State Unitary Enterprise of Special Construction, and 200 officials of the central apparatus of the agency are credited to the state.

Military and civilian personnel of engineering, technical and road construction units are transferred to the Armed Forces.

The reorganization is prescribed to complete until July 1, 2017.

The intelligence of the special media reported about Putin’s intention on November 23 . The reason, stated, was numerous claims of customers and officials in connection with breakdowns of the deadlines for the execution of work and violations of financial discipline.

On December 22, the head of the Ministry of Defense Sergei Shoigu announced the upcoming liquidation of the special construction. The construction of objects of the military department, he added, will engage in eight different FSUEs. This, in particular, will exclude intermediate links in the implementation of state contracts for construction, the official noted.

Serious questions for special construction appeared in 2015, when 24 military men were killed due to the collapse of the section of the barracks of the 242nd Airborne Forces of the Airborne Forces in Omsk . In addition, claims to the agency were made in connection with the construction of East Cosmodrome facilities .

Last year, Deputy Prime Minister Dmitry Rogozin instructed the special construction to disclose information about the subcontractors. In the final report of Rogozin, Putin said that the agency performs work only 15-40 percent of the value of the contracts. Friendly structures are not only repaired by the main volume of work, but also the creation of design and estimate documentation. The then reform of the special construction did not give results.
