Putin signed the "Law of Sadist"

President Vladimir Putin signed a law that expands the grounds for the application by the FSIN by physical force, special equipment and firearms. The document, called the "Law of Sadists", is published on the portal of legal information.

In May 2015, the "Law of Sadists" introduced the government to the State Duma . According to the explanatory note, it was prepared in order to implement the concept of the development of the penal system until 2020.

The initial edition of the document doubled the list of situations that allow the use of strength and special equipment to prisoners. If the current norms are prescribed in the case of the application of the force to cause prisoners as little harm as possible, then the new law only limited the possibility of using special equipment.

Additional guarantees of personal security for armed jailers were also provided. If the FSINovets with naked firearms delays the prisoner and demands not to approach him for a certain distance, and the ZEK does not fulfill this requirement, the bill allowed the jailer to shoot.

The "Law of Sadists" caused a sharp criticism of the human rights community . On October 21, 2015, when considering a document in the first reading of the Communist Party faction and “Just Russia”, the document was not supported .

By December 14, the second reading in the document was made some adjustments that limit the rights of the FSINESS. The “most important and serious edit”, the first deputy chairman of the Duma Security Committee, Unitedos, Ernst Valeev, called the exception of the possibility of applying force and special equipment to the regime violators. It was this norm that caused the greatest criticism of social activists.

In addition, the law provides for the need for "urgent provision" of medical care to prisoners who injured as a result of the actions of the FSINESS.

It was also stipulated that power can be applied only "in exceptional cases when non -illegal methods are insufficient and/or exhausted." The use of electric shockers in the final edition of the document is allowed only in cases where it is impossible to apply a baton. At the same time, it is forbidden to beat the current in the head, solar plexus, genitals and in the area of ​​the heart.

Finally, the law included a ban on the implementation of knowingly illegal orders and orders. The exemption from liability for harm caused by the prisoner was recognized only if the FSINovets acted lawfully.

On December 21, the State Duma adopted the "Law of Sadists" in the third, final, reading . Two days later, the document approved the Federation Council.
