The President of the Federal Chamber of Lawyers, Yuri Pilipenko, initiated disciplinary proceedings against the lawyer of the Moscow Region Bar Association, Violetta Volkova, after reports of her cooperation with law enforcement agencies. This information was confirmed to Mediazona by the FPA press service.
The reason for initiating disciplinary proceedings was reports that Volkova handed over a bribe to an investigator of the Ministry of Internal Affairs under the control of operatives. The President of the FPA asked the qualification commission of the Moscow Region Chamber of Lawyers to evaluate Volkova’s actions according to the standards of the code of professional ethics of a lawyer.
According to the code, cooperation between a lawyer and law enforcement agencies is unacceptable. A spokeswoman for the FPA clarified to Mediazona that one type of punishment is deprivation of lawyer status, but “this is the most extreme case.” Vice-president of the Moscow Region Bar Association, Mikhail Tolcheev, told Mediazona that if a violation is seen in Volkova’s actions, she faces a reprimand or warning, or deprivation of her lawyer status.
“Firstly, there is the question of whether or not her actions violated our ethical rules. The commission will consider whether the lawyer was in a hopeless situation or whether she had some other options,” Tolcheev explained.
He noted that Volkova warned the chamber about plans to participate in operational search activities, and also that in cases where a lawyer or his client faces imprisonment or initiation of a criminal case, punishment for violating this norm can be avoided.

According to the local publication BK55, lawyer Volkova reported to the Internal Security Service that investigator Yurchenko was extorting a bribe from her, and voluntarily participated in operational activities, starting with discussing the issue of a bribe. She is a witness in the bribery case.
