It seemed that there was no direct connection between these events, but in fact it is. We are talking about people who once despised the interests of personal well -being and took responsibility for protecting common interests.

She just allowed herself to live like that

"I tell them: already a raimer, the former head of the FSIN, who in the late 2000s was the head of the Samara Central Executive Committee and started criminal cases on me, sits for millionth embezzlement, and you are running after me and looking for some money!" -with a smile, the Samara human rights activist Lyudmila Kuzmina, the former head of the Voice-Volga region interregional public foundation, retells his conversation with the police. She talks about her relationship with the authorities with a great share of irony. Apparently, it is easier to survive the endless “witch hunt” (in a modern interpretation - on the CIA agents), which resulted in the fact that all state bodies of the Samara region, from the tax inspectorate to the prosecutor’s office, from the police to the Investigative Committee, are pressed by a fragile woman, and so selflessly, as if the movement for honest elections is the most terrible thing that could have happened in the region. Thanks to these efforts, Lyudmila Kuzmina arrested an apartment and a car, and a pension account was seized. Lyudmila Gavrilovna, no longer paying attention to constant denunciations and threats from patriots of all stripes, as well as “investigations” of official media. In her life, she has already seen all this, but now there is an aggravating circumstance - the lack of hope of change.

In the late 1980s, that is, during perestroika, Lyudmila Kuzmina was the director of the library of the political book, she was one of the first to get acquainted with the array of declassified documents on the history of Russia of the twentieth century. Open information was largely consonant with what Kuzmina’s family was talking about. When the schoolgirl Lyudmila read aloud the head of the textbook about General Secretary N. S. Lyudmila Kuzmina was sure that the best vaccination from the repetition of the past would be the publication of information about repression. For example, at the exhibition "Lost Temples of Samara" there were photographs and other documentary evidence of how the temples destroyed, and the representative of the Baptist community told the audience how they wrote a denunciation in the party at the Medical Institute that he was a believer and is not worthy to take the exam on the history of the CPSU. Such an understanding of perestroika greatly nervous local authorities, and Lyudmila Kuzmin was constantly called to the regional committee and asked the same question: what are you doing? It was only saved that perestroika was declared the highest leadership of the country, and many initiatives of Kuzmina were noted at a union level. For the exhibition on the political history of the USSR, which told how the works of leaders and encyclopedia were edited in different periods of history, Lyudmila Gavrilovna received the VDNH silver medal.

Already at the end of the USSR, on the basis of the library, the "Committee of Samara" arose, which set the goal of returning Kuibyshev the historical name. During one conversation in the regional committee, Lyudmila Gavrilovna was warned of the presence of "daddy" on her in the KGB and threatened that they would turn into camp dust if she did not fall. “I lived in the old house, which was built for employees of the NKVD in 1937,” Lyudmila Kuzmina recalls, “and now I go into the porch, returning home after work, I remember the read archival documents, and I think: but they would really erase other times, we were all full of optimism and faith in the future, so these threats did not stop me.”

But Kuzmin was nevertheless fired from the library with the wording: she turned the state institution into a stash of informals, instead of the performance of official duties, he is engaged in the return of the city of the old name. During the court to restore as Lyudmila Gavrilovna, the judge came up and said: "This is not dawn, but still twilight. I will make a decision on your restoration, but give a word that you will no longer return there."

The first mayor of Samara Oleg Sysuev opened the socio-political center-a kind of discussion platform for political parties and public organizations. Lyudmila Kuzmina became a center consultant, helped prepare charters and built a system of interaction in this "Noev ark". Lyudmila Gavrilovna calls the active political life of the 1990s a window of possibilities that slammed loudly in the late 2000s.

The last ten years to the Fund for the Promotion of the Civil Society of the Vo-Volga Region and its leader Lyudmila Kuzmin constantly wrote denunciations, published Chernukha. “I recently learned that the Governor has representatives of the FSB, the prosecutor's office and the police,” says Lyudmila Gavrilovna. “And instead of discussing the development of the economy and improving the lives of citizens, they plan to fight agents of the State Department. For example, recently, on the glider, everyone was instructed to carry out work with the advertisers of the Samara review newspaper so that they stopped giving them to the newspaper Advertising ".

In June 2014, the Office of the Federal Tax Service in the Samara Region checked the activities of the MOF SRGO "Voil-Volga region" for 2010-2012 and added income tax in the amount of 2,222,521 rubles. The contract was concluded on the basis of an agreement on cooperation between the Voice Foundation and the US International Development Agency (AMR).

One of the conditions for the termination and cancellation of the agreement is the decision of the AMR adopted at any time that financing does not meet the national interests of the United States. At the same time, the termination of the agreement entails the refusal to transfer the promised payments, as well as the return of previously transferred advances, if the recipient did not spent them. According to the tax authorities, this basis for the cancellation transfers the funds received from the article “Donation” to the article “income”, since in Russian legislation there is only one basis for terminating the donation agreement - the use of funds is not in accordance with the specified purpose. The Voil-Volga Foundation appealed to the Arbitration Court with a statement to declare illegal decision of the Federal Tax Service, but the arbitration sided with the tax service. The decision of the arbitration court is more like a political manifesto:

"The donation must be aimed at generally used goals. As indicated above, payments under the agreement meet the national interests of the United States, that is, in this case, the fund, payments under the agreement on donations, equates generally used goals exclusively to the national interests of the United States. At the same time, the national interests of one state may not coincide with the national interests of other states, in this regard, generally, general purposes should be taken into account by generally permanent goals. The national interests of the state, in which this or that person carries out activities ... The national interests of the Russian Federation refers to the totality of the internal and external needs of the state in ensuring the security and sustainable development of the individual, society and the state (clause 6 of the "National Security Strategy", approved by the Decree of the President of the Russian Federation of 12.05.2009 No. 37 "On the Strategy of National Security of the Russian Federation until 2020"). In 2015, the MIFNS of Russia No. 18 filed a lawsuit demanding payment of accruals and fines to the Samara district court, but the defendant is already not a fund, but its executive director Lyudmila Kuzmina. The court refused the lawsuit, recognizing two obvious things: the incorrect interpretation by the tax inspectorate of the norms of the law and, as a result, the erroneous additional charge of the tax base, as well as the lack of evidence that the money was assigned to the defendant or turned to their favor. Moreover, the court noted the strange choice of the defendant, because the MIFNS decision indicates the fund, not an individual. The “failure” was corrected in the following instances-the appeal, and then the cassation approved the opposite decision, obliging not the Voice-Volga region, but Lyudmila Kuzmin to pay the state more than 2.5 million rubles.

In the intervals between court meetings, Lyudmila Gavrilovna still went to interrogations to the investigator in particularly important cases, since the criminal case was also opened on the same fact, however, he was then terminated due to the expiration of the statute of limitations.

Today, Lyudmila Kuzmina arrested an apartment, a car and a pension account for which a pension comes. It turned out that this is a worked out scheme for the actions of the bailiffs. They are arrested, then they offer to bring a certificate that the account is a pension. And a certificate in the bank is issued only after calculating the pension, so in two months the pension will definitely leave the bailiffs.

At the same time, the bailiffs constantly come, threaten criminal prosecution for non -fulfillment of the court decision, and police officers who, on duty, are required to conduct preventive conversations with the “fifth column”. Kuzmina has already developed with them her own style of communication, which minimizes all conversations. For example, a district police officer who came to conduct a preventive conversation, she calmly asked: "What are we going to talk about? Maybe you read Heidegger in the morning? Or did you think about Plato all night?"

The Samara branch of the GCD devotes to the human rights activist almost all of his statements to law enforcement agencies, which on their page on social networks themselves call a "patriotic denunciation for foreign agent Kuzmin." A specific author of denunciations on Kuzmin has long been known - a fiery patriot twice convicted of drugs, someone Dmitry Gurenkov.

Lyudmila Kuzmina admits that the hands drop from time to time, but time passes, and she returns to social activities:

“I just understand that if everyone will be silent, then people will have nothing to rely on. I assure you, many understand everything and think absolutely consonant with us. So, someday they will stand nearby. Probably, the time has not come in the authoritarian state, not everyone agrees to pay such a price, so I’m so far as well, I just allowed myself to live like that.

He was offended by the state

Eugene admits that there is a certain fatigue from constant pressure in the family, but the wife and children, whom he has five, perfectly understand that the father of the family does this for them, he protects his habitat. Eugene was born in Vologda, graduated from the university here, planning to become an official. However, he went into a business, which after 15 years, by a strange coincidence, brought him to the ranks of civilian activists, and then into politics. However, households did not intend to engage in politics, she herself took up them. In the spring of 2009, long before the Sobyaninsky improvement of Moscow, the mayor of Vologda Evgeny Shulepov decided to demolish all the trading pavilions and kiosks. Of the thousands of outlets, half were immediately demolished, and this is about 5 thousand jobs, as well as tax and rental payments to the budget - tens of millions per month.

“At a meeting with the vice-governor, a five-year rental of squares under the pavilions was agreed,” Eugene recalls, “we were given a meeting protocol, but there was not a word about it. I insisted that the protocol was converted. The second option was written that the household raised the issue of five years of lease and not a word, which I received only thanks to the call. The vice-governor has already reflected the essence.

By the end of the year, the initiative group managed to achieve not only the abolition of the demolition of the pavilions, but for the first time in Russia to issue a five -year lease of places under the pavilions, which eliminated the annual collection of documents and guaranteed the business of relative stability.

In 2010, households, together with like -minded people, created the regional human rights social movement "Together". At first they adhered to the theory of small affairs: somewhere they helped to build a hill, somewhere they cleaned the column from ice, monitored the cleaning of the streets. But a year later, the movement had its own strategy - anti -corruption investigations. The first published investigation about the estimated center, imposed by the city, whose beneficiaries were many city officials and deputies, had the effect of an exploding bomb. On the facts of the investigation, a criminal case was made, investigators proved 19 million rubles in damage to the state. True, the usual "switchmen" - the director and lawyer of the settlement center were in the dock.

В декабре 2011 года руководитель движения "Вместе" становится депутатом заксобрания от "Справедливой России". Буквально на следующий день после выборов к нему пришли коллеги по партии и рассказали правила игры: ты получил мандат, теперь закрывай сайт, прекращай выпускать газету и успокойся. Доможиров в очередной раз не послушался совета, и проблемы не заставили себя ждать: на него завели уголовное дело по ст. 318 УК – якобы на митинге, который был еще до выборов, он душил полицейского.

"В материалах дела есть только наше видео, доказывающее мою невиновность, – рассказывает Евгений, – у всех служб по странному стечению обстоятельств видео не оказалось: камеры видеонаблюдения на центральной площади почему-то в этот день не работали, у ФСБ вдруг не были выставлены обязательные во время митингов посты, у Центра "Э" выключилась камера, у пресс-службы аппаратура работала, но забыли кассету insert". Пока шел суд, депутат занимался расследованиями, потому что новый статус давал доступ к большому количеству документов.

Например, Евгений узнал, что областной бюджет ежегодно тратил 300 миллионов рублей на хоккейную команду компании Алексея Мордашова "Северсталь". После его неоднократных запросов дотации прекратились. Также активный депутат начал добиваться расследования получения под госгарантии кредитов, которые потом просто не возвращались. Таким образом только на птицефабриках региона "освоили" несколько миллиардов рублей. Тут на радость чиновникам подоспел обвинительный приговор Доможирову, что автоматически лишило его депутатского мандата. Однако это не остановило вологодского активиста, и он продолжил свои расследования.

В декабре 2015 года на публичных слушаниях, когда чиновники в нарушение регламента даже не удосужились рассмотреть 17 предложений активистов по увеличению зеленых зон в городе, Евгений Доможиров назвал заместителя главы города подлецом. И вскоре получил уголовное дело по ст. 319 УК РФ – публичное оскорбление представителя власти при исполнении им своих служебных обязанностей.

Количество уголовных дел на Доможирова и его семью растет в геометрической прогрессии, однако он не теряет оптимизма: выйдя из зала суда, едет на прием граждан, обсуждая по дороге планы по защите очередного парка...

Антонина против ПИКа

"Существует стереотип, что активизмом занимаются либо проплаченные люди, либо маргиналы, – жалуется оппозиционный депутат химкинского Совета депутатов Антонина Стеценко. – Меня однажды спросили напрямую: ты за это деньги получаешь? Я ответила, что нет, и мне тут же поставили "диагноз" – значит, дура". Антонина признается, что сначала сильно переживала по этому поводу, а потом поняла, что у каждого свои ценности и свой путь.

Антонина из поколения 90-х, не накачанного никакой идеологией. Она не попала в первую волну гражданских активистов, которые защищали Химкинский лес, так как не считала городской лес своей средой обитания. Свой мир она искусственно сократила до работы, дома и семьи, это была своеобразная внутренняя эмиграция. Отслеживая новости про Химкинский лес, Антонина считала, что люди делают хорошее дело, но это не ее битва, и продолжала заниматься своими делами.

Все изменилось в августе 2013 года, когда "прогресс" коснулся рощи около дома. "Приехала домой и увидела, что вырубают деревья рядом с домом, в котором я жила с детства, – вспоминает Антонина. – Сначала испытала какой-то ужас и растерянность, а потом перелезла через груду поваленных деревьев и встала между трактором и деревьями. Это было состояние аффекта, я абсолютно не понимала последствий". Работы удалось остановить: так как никто не ожидал какого-либо протеста жителей, у рабочих даже не было документов на вырубку.

Антонина с головой ушла в защиту своей рощи: собирала подписи под обращениями, организовывала собрания, пикеты и митинги. Через полгода ее деятельность была оценена по достоинству: участковый вызвал для дачи объяснений по заявлению застройщика, компании "ПИК регион". На первую встречу с участковым Антонина пошла с группой поддержки, потому что совершенно не понимала, чего ей ждать. Застройщик в своем заявлении указал, что активистка мешает работе компании, нецензурно выражается, в результате чего дольщики не могут осуществить свои законные права.

После официальных заявлений в правоохранительные органы застройщик перешел в онлайн: на всевозможных ресурсах появилась информация, что активистка на самом деле получила от застройщика квартиру, поэтому не заслуживает доверия жителей. Однако активисты и жители продолжали бороться за единственный зеленый участок на пространстве двух микрорайонов. Они вынудили администрацию обратиться в суд, однако чиновники сделали все возможное, чтобы решение суда окончательно узаконило стройку на месте рощи. Через год, получив все необходимые документы, застройщик все-таки вырубил около 300 деревьев. "Было чувство отчаяния и бессилия, – говорит Антонина, – из двух микрорайонов собрались всего около ста жителей, мы просто стояли и смотрели, как валят деревья, которые мы год защищали".

В июне 2015 года Антонину Стеценко пригласили на согласованный митинг в Новокуркино, где тот же "ПИК регион" застраивал целые микрорайоны. Она сделала креативный плакат – "ПИК регион стрижет зелень везде, где это только возможно" и поехала поддержать друзей по несчастью. А через месяц получила повестку из суда – "ПИК регион" обратился с исковым заявлением о том, что действия Антонины и еще четверых активистов на митинге принесли компании миллионные убытки, и требовал взыскать с каждого по 23 миллиона 800 рублей в счет возмещения упущенной выгоды и 10 миллионов рублей как компенсацию за репутационный вред.

Судебные заседания раз за разом показывали несостоятельность иска застройщика. Например, в лингвистической экспертизе, приобщенной застройщиком к делу, указывается, что на плакате Стеценко было написано "ПИК всех кинул", в то время как на фотографиях в деле запечатлен совершенно другой плакат. Расчет упущенный выгоды представлял собой график снижения продаж жилой недвижимости и мог служить иллюстрацией к общей плачевной ситуации на рынке недвижимости, но никак не доказательством "подрывной" работы активистов.

В конечном итоге на одном из заседаний представитель застройщика просто отозвал иски к активистам без объяснения причин. История закончилась, и все участники продолжили заниматься своим делом. Застройщик продолжил возводить жилье, не задумываясь об инфраструктуре и грамотном освоении городского пространства. Антонина Стеценко, став городским депутатом, отстаивает среду обитания химчан, пытаясь вносить законодательные инициативы по градостроительной политике. И вполне возможно, что история их отношений еще не закончена.
