
The Construction Committee of St. Petersburg without a competition concluded a contract with the contractor of the construction of Zenit-Arena for the completion of the stadium. It is reported by Fontanka .
The amount of the contract amounted to 2 billion rubles. The entire amount was paid by advance, notes the publication.
As the city authorities explained, this money will go to the arrangement of the zone of control of the stadium access, as well as to prepare the arena for the Confederations Cup and the 2018 World Cup. As expected, the work will be completed before the end of March 2017.
On December 20, the authorities of St. Petersburg have already concluded a contract for the completion of the stadium in the amount of 1 billion rubles with Metrostoy.
Oppositionist Alexei Navalny on December 28 called this contract illegal, since "it was concluded without bidding allegedly because of the emergency situation."
At the same time, the authorities of St. Petersburg assure that the overall estimate of the construction has not changed, and the additionally spent funds are planned to be returned by recovering this money through the court from the "Transstroy", a former general contractor for the construction of the stadium.

On December 26, Metrostroy announced the completion of the construction of Zenit-Arena. The company later stated that the deadline for commissioning was extended until March 31, 2017. On December 29, St. Petersburg Governor Georgy Poltavchenko announced that the stadium was allowed to put into operation.
The Zenit Arena stadium on Krestovsky Island in St. Petersburg began in 2007, later the construction project was adjusted three times. Initially, it was planned to spend 6.9 billion rubles to the stadium, now the estimate of the construction is 42 billion rubles.
