Foreign online stores on New Year's holidays were faced with difficulties in delivering parcels to Russia due to inspections organized by the Federal Customs Service (FCS). This was reported on January 9 by Kommersant with reference to market participants.
According to the publication, from January 1, the FCS, as part of the “verification of compliance with the legislation” began to request paper copies of passports of recipients of premises.
ASOS British clothing store has suspended express settings to Russia from January 6, explaining this by updating IT systems and offering their customers only standard delivery.
The Chinese platform AliExpress.com previously reported the suspension of delivery to Russia by the Courier "SPSR-Express" and through the program "Ali-Express-delivery without worries", explaining this with the problems with the customs design of the packages.
As the administrator of several Chinese stores on AliExpress Alexei Semkin said, "almost all the parcels received in the Russian Federation after December 22 were stopped by customs."
The head of the Russian representative office of Alibaba Group Mark Zavadsky told Kommersant that the delivery problems did not affect the goods sent by the Russian Post.
According to the general director of the SPSR Express Vladimir Solodkin, the difficulties arose among “all carrier companies that participate in an experiment on a simplified customs clearance. However, from his words, the SPSR continues to send and receive parcels, and "there are no accumulations."
In the SPSR Express, DHL Express and Pony Express, Kommersant said that since the beginning of the New Year, FCS has been demanding more documents from customers of foreign online stores.
Vyacheslav Sarkisov, head of the Pony Express International Development Department, said that they were not warned about a more stringent verification of documents.
In his opinion, this measure "contradicts the previously declared policy of the transition from total control to the selective."
According to the market participants, from January 7, the FCS stopped asking for paper copies of customer passports, and customs clearance takes place according to the old rules.
