Member of the Council of Council Elena Mizulina considered the new edition of Article 116 of the Criminal Code (beatings) contradictory. The new edition of the article, she said, “convinces us that the behavior of family members, for example, parents who applied light educational measures to the child in the form of a slap, or conflicting spouses, is more socially dangerous than the behavior of an individual who has done beatings on the street.”
On July 27, Mizulina introduced a bill similar to the current one to the State Duma. However, in October, the document received a negative review of the government, which stated that in the current version, Article 116 provides "timely identification and counteracting the facts of family violence, illegal behavior of parents and other persons prone to violent acts in relation to loved ones."
