
Russia is now at a historically low rate of economic growth, giving way to even the USSR times of stagnation. This was stated at the Gaidar Forum, the head of the Council of the Center for Strategic Development Alexei Kudrin, Interfax reports .
"We are now at a fairly historically low rate of economic growth, which are even lower than during the period of stagnation in the Soviet Union," Kudrin said. - We fell into a long strip of low pace, which are not associated only with a decrease in oil prices or sanctions. We must say that the main problems lie within our Russia, and the main ones are institutional and structural. "
According to Kudrin, Russia is late with reforms. “Decisive measures are not taken that would allow you to create and launch a new model of the economy. We are facing very serious challenges that objectively restrain our economic growth,” Kudrin said. “And those steps that our country, government, president should take. They are extraordinary. They are quite serious.”
Kudrin considers the main challenges, first of all, demographic problems, a lack of investment, including the problems of sanctions and distance from world financial markets, low productivity and quality of public administration. However, the main problem is the technological gap of Russia. She, according to the head of the CSR, poses a threat to the very sovereignty of the country.
“We faced the problem of Russia's technological lag behind the world. Moreover, this, in my opinion, is the most serious challenge that we are facing in the next 10-15 years,” Kudrin said. “This means compressing our economic potential and reducing the standard of living of citizens, because we will lose markets, will not participate in these new markets.”
Kudrin drew attention to the fact that in technological entrepreneurship there are more risks than in ordinary business. “We say that we have great risks in the usual business, and in technological entrepreneurship there are more risks - a short planning horizon due to a number of circumstances, including the state of the financial market, which before, the regulation of economic activity, our control and supervision activities, when law enforcement agencies today carry out excessive pressure by business,” the head of the CSR said.
To implement plans for the development of the Russian economy, including the strategy developed by the CSR, political reforms are needed, Kudrin said . At the same time, the economist emphasized that in the development of the CSR there is no political component. "We are not engaged in political reforms in the full sense of the word, we are, nevertheless, sensitive areas for politics," Kudrin said.
At the end of April, ex-minister Kurrin headed the CSR and became deputy chairman of the Presidential Economic Council. He repeatedly declared the need for reforms in Russia.
On May 21, Kudrin said that the Russian economy would not grow and remain "at the bottom" if the authorities do not begin to decisively carry out structural reforms. “Since the old economy model has been worked out, and the new one has not yet formed, even having passed the“ bottom ”, we will remain on this“ day, ”Kudrin said.
The ex-Minister of Finance emphasized that the Russian economy lacks decisive actions by the authorities. “It seems to me that our economy is not enough definite determination now. We are delaying important reforms. This will be the reason and delaying the beginning of economic growth,” Kudrin believes.
