How the protocols were assured ...

The electoral show, held on September 18, 2016 in the Ryazan region, under the loud name “Elections of Deputies of the State Duma of the Russian Federation”, there was nothing to do with the right of a source of power (you and you) to a periodic change of employees (deputies), as always, took place with gross violations of the current election legislation.

It is easy to verify this with an affordable and simple example.

Thanks to the “election” observation of the “election” on September 18, 2016, 29 copies of the PEC protocols about the results of voting on paper were organized by the Ryazan voice.

The electoral law makes the following requirements for the certification of copies of the protocols:

A copy of the protocol of the precinct commission on the voting results, which, in the form and content, must fully comply with the original of the protocol, assures the chairman, deputy chairman or secretary of the precinct commission, having previously checked the compliance of the data of the protocol with the data contained in the first copy of the protocol of the precinct commission on the voting results signed by all members of the precinct commission with the right of a decisive vote (number of the number instance, the number of the polling station, the address of the voting room, the numerical data filled out on all lines of the protocol - at the same time, the correspondence of the value of the number recorded by numbers and words is mandatory), after which the inscription “Copy” is affixed to the certified document on its front side, then, after the lines of the protocol or the inscription, indicating the date and time of the protocol, the dates of the protocol, the dates of the protocol, Makes a record “True” or “Copy of Verne”, indicates its last name, first name, patronymic, position in the election commission, signs, and also indicates the date and time (hours, minutes) of certification and affixes the seal of the precinct commission. On the front side next to the word “copy” indicates the number of the copy “No. ___”, corresponding to the number specified in the register of issuing copies of the protocol. If a copy of the protocol on the voting results is compiled on more than one sheet, each sheet is certified in the above procedure.

So, a detailed analysis of the certified copies of the PEC protocols based on the voting results led to the expected, but anxious and disappointing conclusion: only two copies of the protocols were certified in accordance with the norms of the current electoral legislation.

The remaining copies of the protocols (27) are certified with numerous gross and very gross violations of the law.

Meanwhile, Article 5.6 of the current Code of Administrative Offenses (“Violation of the rights of a member of the election commission, a referendum commission, an observer, a foreign (international) observer, a proxy or authorized representative of a candidate, electoral association, member or authorized representative of the referendum initiative, other group participants or representative of the media”) reads:

“Issues by the chairman, deputy chairman, secretary or other member of the election commission ... certified a copy of the election commission’s protocol on the results of the elections ... containing data that does not comply with the data contained in the first copy of the relevant protocol, or certification by the chairman, deputy chairman, secretary or other member of the election commission with the right to vote of the copy of the requirements stipulated by the law. “The imposition of an administrative fine in the amount of one thousand five hundred to two thousand rubles entails.”

The sad result of the analysis indicates an extremely low legal literacy and the disregard for the electoral law of both the direct weekends of the law and their higher chiefs from ticks and the oblast.

If Article 5.6 of the Code of Administrative Offenses of the Russian Federation were applied to the chairmen, deputy chairman and secretaries of the Ryazan PECs, who certified copies of protocols according to our list with violation of the electoral law, the country's budget would receive an additional 54 thousand rubles.

This would be at least some compensation for (now it can be safely approved), molested by the election commission of the Ryazan region, hundreds of thousands of rubles, annually allocated from the country's budget for numerous events to teach the election law the leaders of the Ryazan PECs.

Most likely, all the planned trainings and webinars for the box were held, all the allocated money was successfully spent, but it was spent, as it turns out, wasted or (which is even worse, but more likely in the most corrupt country in the world), the allocated money was used for other purposes. Members of election commissions did not know and do not know electoral laws.

But it seems that in our Russian behind the Glavritis, the illiterate leaders of the PECs, as well as their higher colleagues, instead of a well -deserved punishment for rude and frank neglect of the law and conscience, will certainly receive (or have already received) a lot of bonuses for a successful (for the sake of and with the results necessary for the Party of Government) another electoral show under the name of the election of state deputies Duma of the Russian Federation ”in the Ryazan region.
