The Federal Security Service sent a letter to operators with a reminder of the need to lay the expenses for the implementation of the Yarovaya Law to the budget of 2017. This was reported by Vedomosti with reference to representatives of two companies.

Meanwhile, the government has not yet formed a technical task for the data storage system. Accordingly, there is also no assessment of expenses for the creation of such a system.

In addition, the budget for the next year is usually formed in October-November. According to one of the sources, it is unlikely that any of the operators laid out the fulfillment of the law in the budget of 2017. This is equivalent to the fact that by July 1, 2018, the time of entry into force, nothing will be ready.

Vladimir Putin signed the Yarovaya Law in early July, having instructed to prepare draft acts before November 1 that would minimize the risks associated with the application of the law. Particular attention had to be paid to norms that would require significant financial resources and modernize the equipment of operators and providers. However, the government and the FSB did not have time to prepare by -laws for the deadline.

In late December alone, the Ministry of Communications published draft government decrees regulating the application of the Yarovaya Law. The main storage parameters in them remained the same as before. Operators are required to store data for six months.

On August 26, it became known that communication operators, together with the Ministry of Communications , developed technical requirements for the complexes and equipment necessary for the execution of the Yarovaya Package. The “Big Three” and Tele2 previously estimated the total costs of 2.2 trillion rubles, but in accordance with the volumes declared by operators, the amount may be even higher - up to 10 trillion rubles. About 10-20 percent of this amount, operators will have to annually invest in the system.

On August 29, the co -author of the "anti -terrorist package" of the package Senator Viktor Ozerov said that the costs of operators for the implementation of the lawwill amount to about three billion rubles a year . According to him, this assessment is based on the calculations of government specialists.
