"Power underestimates their strength"

In Siberia, the movement of relatives of convicts according to the "people's" article is gaining strength. The name of the article sounds like this: "illegal acquisition, storage, transportation, manufacture, processing of narcotic drugs, psychotropic substances or their analogues, as well as illegal acquisition, storage, transportation of plants containing narcotic drugs or psychotropic substances, or their parts containing narcotic drugs or psychotropic substances."

According to Olga Romanova, the head of the Rus Sitting charity fund, who has just returned from Novosibirsk, recently about a thousand families have entered this movement. The reason is extremely harsh, even in comparison with the European part of Russia, sentences.

“An amazing thing happened,” says Olga Romanova, “we received a letter from Novosibirsk, it was a collective letter.” Some initiative group that we did not know, 50 people, talked about the fact that they were united according to the principle of article 228-drugs. This is the so -called "folk article". They plant a lot on it, and it is very convenient to plant on it. We were shocked that people united and were trying to work together with their affairs and with each other, to help each other, to exchange information. While we corresponded, this group grew to 700 people. And it became clear that we must go there urgently, look at these people. It never occurred to us that they could unite. When we were in Novosibirsk, 300 more people with Sakhalin joined this group. That is, by the time of our detour, the group consisted of thousands of people, thousands of families. People who have lost something very expensive in life, and most likely the most expensive-children, husbands or wives, parents, most likely lost work, faith in justice, mercy, legality, justice, people have lost everything, it is very difficult to scare them, it is difficult to take away anything. It is very difficult to press on them - these are Siberians, and plus all these are Siberians who already see not only themselves and their own business, they see what is happening around. And they make absolutely true conclusions. Judging by the statistics and all the cases we observed, sentences in Siberia are generally stricter than throughout European Russia, by about 30%, by a third, especially in Novosibirsk. That is, if in Central Russia Russia is given for a particular act for 9-10 years, then it starts from 13-15. The conditions are tougher in all respects. Moreover, this applies not only to articles about drugs, this applies to everything else. There are a lot of economic articles, a lot of deadlines are absolutely empty. The same things are, of course, in Moscow, in St. Petersburg, and in the central part of Russia, but we observed such lawlessness, cruelty with such a Siberian scope for the first time and with surprise.

- You are talking about an article about drugs according to which the relatives of these people are planted. What are these things and what is behind them?

- I will begin, probably, with the most terrible thing. Girl Olesya. Imagine a modest, sweet girl, such a thing, you know, very much, I would say that has become. The girl's sipped girl is very young, without hope in her eyes. She immediately put her husband and son, and her son was in prison for 18 years. The husband and son have such a set of articles that it is up to life. These are drugs. She does not talk about her business, she came with another, she does not discuss, her husband and son are to blame or not to blame. It is clear that this is a terrible misfortune, but here, probably, nothing needs to be done, because there is no great doubt about the commission of a terrible crime. But the matter is different. The fact is that Olesya remained with a four -year -old child in her arms, who has very serious epilepsy, a set of serious diseases of the central nervous system, she has no work, housing, money, and nothing at all. And she is just a thrown person. A young cute woman, certainly innocent, with a child in her arms, she is simply thrown to the side of life, for the side of life. It is not clear how to live, what should she live on, where to go, what needs to be done at all. She is probably the most unhappy in this group, because there are no such misfortunes that would not have happened to her. She came to the group, because it is so easier. And to help her, in fact, is the easiest way - material assistance and medical assistance that our fund can provide here is needed here. It is really simple, only money and a little warmth. Other things where it is necessary to help is much more difficult and cynical. Two elderly women are sitting in front of us, both hold photos of their daughters in their hands. There are still no 30 daughters, such cute pretty girls smile. The story of one is as follows. Once upon a time, Tatyana Dmitrievna with her daughter Nastya was. They moved from the city of Barnaul, Altai Territory, to Novosibirsk, lived in a suburb, in the city of Berdsk. Tatyana Dmitrievna, Nastina Mom, at some point realized that her girl was hooked on drugs. She began to deal with this topic. The girl, apparently, was good, she herself understood that it was necessary to break out of this, to get out. Mother began to treat her. Being a woman very active, she found a hearth, and in Berdsk it is quite difficult not to find a hearth, there are three bookmarks in each entrance, such a city. She realized who is the organizer, who makes the bookmarks, who consumes. She revealed this simple scheme for the work of drug dealers and went with this information, wherever you thought, in the FSKN. Then the FSKN still existed and roofed, in fact, the entire drug trafficking. And so she went with this information there, saying that it was necessary to take measures, she knows everyone, she will write to the prosecutor, the president and so on. Of course, arrests occurred, only, of course, Nastya was arrested, so that Tatyana Dmitrievna had to do something else except her investigations.

Nastya has been in prison for two years, this summer, when Nastya was taken to extend the preventive measure, Nastya had a stroke. The girl is paralyzed, she cannot, for example, go into the shower, she is simply brought under cold water and taken out of there, she is covered with scabs, and on a stretcher she is worn on dates to her mother. No doctors come to her, there is no help. She sits in a pre-trial detention center of Novosibirsk, another girl is looking after her, her name is Marika, she is disabled childhood. She was born with severe syndrome, her chest was squeezed, the thinning of the lung. Also cute pretty girl about 30 years old, disabled. She met a guy, they were going to start a family. As you know, a girl with such data is not very easy to meet a guy and not very easy to start a family. She fell in love, the guy was a drug addict, she took on his two episodes. The turnout with a confession, disabled person, nothing of this was taken into account, she received 9 and a half years. So she takes care of Nastya, they somehow stuck and support each other to each other. At this time, their mothers, who met from their daughters, also take care of each other. It is clear that these women have nothing more to lose in their lives.

And there are a lot of such cases that are not necessarily related to drugs.

More recently, in November last year, a young 40-year-old man died in a pre-trial detention center-1 in Novosibirsk. An entrepreneur who unsuccessfully got out of business, his name was Roman Drozdov. He was arrested, although he had all the medical documents, he had varicose veins in his stomach, he began to bleed, he was bleeding in prison for four days. The doctor came, diagnosed with an acute respiratory disease and left, and at night he died. No documents were issued to the widow. Now this business is also engaged in our colleagues from Agora. The young girl remained a widow, she has a daughter in her arms. She will fight. She will fight for her husband’s good name, he was not convicted, he was not even under court, a consequence was conducted. She will fight for someone to answer for this death.

And with her, the second girl sits next to her, exactly the same, her husband is still alive, they go together in the same case. She tells how her searches are taking place, how the bailiffs describe children's toys, children's things in providing lawsuits. It’s scary to hear all this. Of course, such things are happening everywhere in Russia, but the concentration of misfortunes on one square meter, the degree of unbearable injustice and indifference in Siberia is increased.

- Why did it happen?

- This is a rather terrible assumption. Novosibirsk the third city in the country after Moscow and St. Petersburg, here is the Academy of the Ministry of Internal Affairs, the FSB Academy, there are a wide variety of higher educational institutions of security forces. Boys and girls from all over Siberia enter there. They quickly understand that it would be nice to stay here or go to some other large city, but for this you need to prove yourself. How to prove yourself? Open three thefts of sausages in three stores? And you will stay all your life by a lithium in a hundred rubles in some distant village, and Aniskin will call you. Nobody wants it. Another thing is to open four gangs and give all participants for 20 years - yes, you will be a colonel. This is all very quickly absorbed, unfortunately, it becomes the principle of life.

- And where is the way out?

- Exits, of course, several, as usual. The way out, probably, is one of the most correct, what we saw, people began to unite precisely on the principle of "we have nothing more to lose." You know, this is a very serious power that sooner or later, but rather early, we already hear these conversations, make ourselves think, make ourselves hear, make you reckon with us. Absolutely in vain citizens of the Siberian bosses do not pay any attention to this power. It cannot be dispersed, it cannot be frightened - everyone has already done this with them. The output, of course, is indigenous reform - it’s even a shame to speak, this phrase “radical reform”. But still, the system of execution of punishments, the Federal Penitentiary Service, can be reformed, it is necessary to the ground, without a doubt. At least this department should be destroyed. The last reform of the sentence service was carried out by Beria in 1953. In Russia, reform never concerned this department again. Therefore, there are labor dynasties since 1934-37, so there are all these orders. This can and should be done with any government. Absolutely urgently need to do, translate, destroy all the signs of the Gulag and that there is now the FSIN. But this is, of course, half a meter. Because the most important measure is the reform of the judicial system. And the reform of the judicial system is a pure policy. That is, it is generally a change of milestones. The judicial system now protects the existing political situation, it is sharpened to protect the elections, to protect power in any form, from a small to the largest. It is for this protection that she is given the right to a variety of optional classes, such as such robberies in relation to the people. For various reasons, due to spinal law, because of money, because of bribes, because of a banal unwillingness to work, because of fatigue, due to the inability to work, because of anything. All this is forgiven and permitted, if only she ensures political stability, political continuity, and political system. Therefore, this is an absolutely political question: judicial reform rests on the change of power. That is, you can do some small things, such as the destruction of the FSIN to the end, but you can do big things, but this is already a matter of political changes, ”says Olga Romanova.
