The verdict ex-mayor Yaroslavl Urlashov entered into force

According to Interfax, an acquittal was upheld against the former deputy mayor Dmitry Donskov, and the indictment of the ex -adviser of the mayor Alexei Lopatin is the indictment. In the last word, all the defendants in the case asked them to justify.

The state prosecution in the appeal was asked by the court to cancel the acquittal of deputy mayor Donskov, and Urlashov and Lopatin, in turn, said that he, like themselves, was not guilty. The protection of these two defendants in the case also appealed the verdict.

On December 21, 2016, the regional court began consideration of appeals in the Urlashov case and satisfied the defense of the defense of the judge Elena Ironova, after which the board began to work in a new composition. With Urlashov and Lopatin, communication was carried out according to video conferences from the pre -trial detention center, and Donskov was in the courtroom.

On August 3, 2016, Judge Kirovsky District Court of Yaroslavl Mikhail Ratekhinsentenced Urlashov to 12 and a half years of strict regime with a fine of 60 million rubles. The official was declared guilty under part 6 of Article 290 (receiving a bribe on an especially large amount) and part 3 of Article 30 - part 6 of Article 290 of the Criminal Code (attempted crime). Alexey Lopatin - received seven years of strict regime under part 3 of article 30 - part 4 of article 291.1 (attempted mediation in receiving a bribe on an especially large scale).

The third person involved in the case, the vice -mayor Dmitry Donskov, who also charged part 3 of Article 30 - part 6 of Article 290, was recognized as innocent and justified . After the announcement of the sentence, Donskov was released in the courtroom.

In the debate of the parties, the prosecutor demanded for Urlashov 15 years of strict regime with a fine of 500 million rubles, for Lopatin - 8 years of strict regime with the same fine, and for Donskov - 5 years of strict mode.

After the sentence was announced, Urlashov said: "I was convicted that I spit in the face of" United Russia "! The money that we took from us is the cash desk of the" Civil Platform "! This is a political order, and it will be executed today."

The hearing in the case began in September 2015. All three defendants refused to admit guilt . The mayor of Yaroslavl constantly emphasized the political subtext of the case. Meanwhile, judge Ratekhin in the verdict stated that there was no political background.

Urlashov, Donskov and Lopatin were detained on the night of July 3, 2013. According to the plot of the case, in December 2012 - July 2013, the accused, acting by prior conspiracy, demanded from businessman Sergei Shmelev a rollback of 18 million rubles from the funds transferred for the implementation of the municipal contract. In case of refusal, they are allegedly threatened by the contractor that they would not settle down with him under the concluded agreement.

In addition, Urlashov was charged with receiving a bribe of 17 million rubles from businessman Eduard Avdalyan for assisting in conducting the alienation of the mortgaged property.

Two more defendants in the case, also detained and arrested simultaneously with Urlashov, - the head of the agency of the municipal order of the Yaroslavl City Hall, Maxim Poikalainen and a resident of the Yaroslavl region Andrei Zakharov, whom the investigation called the bribes to officials, went on a deal with the prosecutor's office. At different times, the Lenin District Court of Yaroslavl sentenced to 4 years of strict regime with a fine of 4 million rubles, Zakharov - by 1 year 10 months of a total regime with a fine of 500 thousand rubles.

Urlashov is a former member of United Russia, who came out of it in the fall of 2011. In April 2012, he won the election of the mayor of the Dinoros candidate Yakov Yakushev, gaining more than 70 percent of the vote in the second round. Later, Urlashov joined the Civil Platform party and became a member of its civil committee. Shortly before the arrest, the official announced his readiness to participate in the governor’s election and intention to lead the list of “civilian platform” in the elections to the regional Duma in September 2013.
