Four people were transferred from an American prison on a military base in Guantanamo in Cuba, including Russian Ravil Mingazov. The relevant application is published on the website of the US Department of Defense.

Three people, including the Russian, were transferred to the authorities of the United Arab Emirates, another - Saudi Arabia.

The department specified that in this way 41 prisoners remained in Guantanamo.

The US authorities approved the liberation of Mingazov in July 2016. He was in prison for 14 years, he was not charged with him. The Russian suspected that he fought on the side of the Taliban against the Northern Alliance in Afghanistan. Mingazov himself denied his involvement in terrorism.

In February 2016, US President Barack Obama announced the end of the development of the plan to close the prison in Guantanamo. It was noted that with the closure of the base, the annual savings of the Ministry of Defense will be $ 80 million, but at the same time, $ 475 million must be spent on transferring prisoners.

The closure of the prison in Guantanamo was one of Obama's main election promises during the campaign in 2008. The prison was criticized for the location in the territory of another state, since in this case the rights and freedom prescribed in the laws of the United States do not apply to prisoners.

It was also reported on the use of “hard methods” for interrogations of alleged terrorists in Guantanamo. In 2014, the commission recognized such measures ineffective.
