
The basis for the claim of the property relations of St. Petersburg on the eviction of the European University in St. Petersburg (EUSPB) from the mansion in the city center was the presence of plastic windows on the courtyard facades and several temporary partitions.
This follows from the comment published on the EUSPB website.
It reports that the notification of termination of the lease agreement for a building, the cost of which, according to initial estimates, amounted to 2.2–2.4 billion rubles, was received from the Committee of Property Relations on December 27.
The decision was made “following an unscheduled summer check of the object for inconsistent redevelopments”, the number of which included the installation of plastic windows on the courtyard facades of the building and the construction of several temporary partitions.
Since 2013, it has been noted in a commentary, the EUSP has developed a project to adapt a building for modern use according to the project of the French architect Jean-Michel Vilmott, and the “final approval of the project by the city government and the signing of the relevant investment agreement were scheduled for the beginning of February 2017.”
“It is important to note that all these violations are not risk to the cultural values of the palace and in the process of adaptation of the building would be automatically corrected. At the same time, the termination of the contract will deprive the university of the building and, accordingly, a license to conduct educational activities, which will lead to the fact that the city will lose a large investment project, ”the comment says.
The EUSPB raised the questions "the incommensurability of the committee’s comments regarding redevelopments and the consequences that its tough position will entail."
EUSPB also reports that on January 9, the university filed a lawsuit against the Committee of Property Relations to the Arbitration Court of St. Petersburg and the Leningrad Region, the first meeting will be held on March 15.
“In addition, on January 19, 2017, the court granted an application for interim measures prohibiting the management of the Federal State Registration, Cadastre and Cartography of St. Petersburg to carry out actions on state registration of the termination of the rental of the building,” the commentary of the EUSPB says.
Earlier today it became known that the Committee of Property Relations of St. Petersburg filed a lawsuit in the Arbitration Court of St. Petersburg and the Leningrad Region on the termination of the contract and evict the EUSPB "In connection with the non -compliance of the terms of the contract regarding the requirements of the Committee on State Control, the use and Protection of History and Culture Monuments."
