The Russian military was delivered by overdue inhalers for 18 million rubles


The main military prosecutor's office (GVP) said that it revealed the fact of the supply of Russian military overdue aerosols for inhalations for colds. During the audit in December last year, it was found that Rusbiomed LLC, when implementing a state contract for the supply of medications in the amount of 18 million rubles, purchased aerosols with expired shelf life, according to the GVP website on January 23.

"In order to hide this fact, businessmen on packages glued labels with the production period in 2016 and the possibility of their use until 2021. In addition, they prepared certificates with false information about the conformity of the supplied goods to GOST," the report said.

Thanks to the timely intervention of military prosecutors, the use of overdue drugs in the Russian army was prevented, and the materials of the guilty of the perpetrators on the grounds of attempted fraud on an especially large scale were sent to the investigating authorities, and notifies the department.

In general, in 2016, military prosecutors identified over ten thousand violations of the performance by contracting organizations of various contract obligations for the supply and performance of work, hundreds of millions of rubles were returned to the state, reported to the GVP, without revealing the details of these violations.

The Rusbiomed LLC in 2015 was removed from participating in the auction for the purchase of medicines to provide residents of the Amur Region entitled to state social assistance, the FAS department for the region was reported .

The subject of purchases then was drugs for patients with bronchial asthma, including dosed powder for inhalation "Budesonide", included in the list of vital and most important drugs.

In total, three applications were submitted for participation in the auction, however, the application by Rusbiomed LLC was rejected by the auction commission of the state customer - the Ministry of Health of the Amur Region - as not compliance with the requirements of the documentation on the electronic auction. The claims concerned the number of doses in the package of Budesonida: instead of two hundred doses in the package, the company was offered a hundred.

The company tried to appeal the actions of the auction commission, however, the Commission of the Amur Administration of the Federal Antimonopoly Service recognized it as legitimate, and the complaint of the LLC unreasonable.
