It is possible that the military department returned to the vicious Soviet practice of creating cropped, that is, “paper” divisions.

Of course, we can assume that Shoigu is trying to convey information about the real state of affairs to the main boss in such a veiled way. But then it is not clear why the minister reports on the blue eye that only 49 units of certain “main samples” are undergone.

As a result, it takes a lot of time to lead them to a single denominator. Thus, obvious contradictions in the reports of the military demonstrate: not only ordinary citizens, but also the main chiefs of the country do not have an accurate idea of ​​how things are in the field of defense.
