However, these inconsistencies can still somehow explain, for example, the stupidity of the performers and the lack of interagency coordination: the official of the presidential administration was too lazy to verify and clarify the numbers with colleagues from the Ministry of Finance and the Ministry of Defense. Perhaps this? Very even. But after all, there are discrepancies and more serious things that are literally confused. Of course, we can assume that Shoigu is trying to convey information about the real state of affairs to the main boss in such a veiled way. But then it is not clear why the minister reports on the blue eye that only 49 units of certain “main samples” are undergone.
