Trump decided to revive the CIA's "secret prisons"
US President Donald Trump has issued an executive order on foreign prisons for the detention of suspected terrorists. The decree has not yet been signed.
According to The New York Times, which obtained a three-page draft, the Enemy Detention and Interrogation Executive Order would allow the CIA to reopen overseas "secret prisons" where terrorist suspects were held and tortured. The prison program was phased out under Barack Obama.
The same document contains an instruction to the Pentagon to resume the use of the prison in Guantanamo to hold captured militants, including members of the Islamic State. It also includes a provision that repeals Obama's directive to grant Red Cross access to all terrorist suspects held on US soil.
“The order does not contain instructions for the immediate opening of CIA prisons or directives on the use of torture, but it will allow for a significant revision of policy on both of these issues. Mr. Trump has previously pledged to bring back water torture “and worse” because “even if torture doesn’t work, it deserves it.”
