Kadyrov allowed the police in Chechnya to shoot without warning

The head of Chechnya, Ramzan Kadyrov, allowed the police and the military to open fire in order to avoid losses without warning on suspects in involvement in illegal armed groups. Kadyrov said this on January 24 at a meeting of the board of the Chechen Ministry of Internal Affairs. "If there is a suspicion, we shoot without warning! Why take risks?" He said.

Article 19 of the Law "On Police" obliges a police officer before the use of firearms to warn about his intention. A policeman can use firearms without warning if "delay in its use puses a direct threat to the life and health of a citizen or police officer or may lead to other serious consequences."

According to the "Caucasian Knot", in 2016, 27 people became victims of the armed conflict in Chechnya, six of them are law enforcement officers.
