After the US President Donald Trump signed a decree on the beginning of the construction on the border with Mexico with a dividing wall up to 12 meters high and worth up to $ 15 billion, the heads of many Latin American states collapsed with sharp criticism, primarily the Mexican President Enrique Peni Nieto. On January 31, Trump and Knight negotiations were scheduled in Washington, which are now canceled. At the same time, Donald Trump does not refuse another promise - to force to pay for the construction of the walls of the Mexicans themselves.

Mexico will not pay for the construction of the wall on the border with the United States, Enrique of Nieto's stump said in a special appeal to the nation on Wednesday evening, in which he condemned the decree and the words of Trump. As the Mexican President emphasized, a “dangerous decision”, causing him to regret and disapproval, was adopted by Trump at the moment when Mexico City began negotiations with Washington about the new rules for cooperation in the field of trade, security and migration.

Enrique Peni added that the government of his country will do everything possible to protect the rights of his citizens in the United States:

In Trump’s decree, nothing reports about the sources of financing the colossal project for building a wall, called, in his opinion, to sharply reduce the influx of illegal immigrants from Latin America in the United States. But a little earlier, in an interview with the ABC News television channel , the US President said that the construction of the walls will begin over the next months and that first construction work will be financed from the American state budget, but later Mexico will compensate for all costs “per 100 percent”.

Donald Trump made it clear that he was considering such a pressure on the Mexican authorities, as the introduction of special duties and taxes on all financial transactions carried out by citizens of Mexico from the United States to their homeland or in the opposite direction, regardless of the amount of payments and their appointment, whether it is large trade transactions or modest money transfers to relatives:

- The thing is that they compensate us to all this when the time comes from all the transactions that are carried out from the territory of Mexico. This wall will cost us nothing!

Even earlier, the speaker of the House of Representatives of the US Congress Paul Ryan in an interview with another American television channel MSNBC noted that lawmakers are going to vote against the allocation of money for building a wall on the border. Ryan added that the republican congressmen generally agree that the United States should significantly strengthen the protection of its land borders, and that he also knows "other ways to" force Mexico "to pay for the wall."

The border of the United States and Mexico today is considered the most intersecting in the world - up to 350 million people are legally crossing it legally through it (some merchants, workers and farmers can do this up to 20 times a day). Illegal migrants trying to cross the border only once to get to the United States, according to law enforcement agencies and human rights activists, there are up to 400–450 thousand every year. Their lion's share is made up of the Mexicans and citizens of the states of Central America - Guatemala, Honduras, Salvador, Nicaragua and others. The length of the entire border is 3 thousand 145 kilometers, and for many years, along about a third of it, there has been a system of various kinds of fences 4-5 meters high, a little more than a thousand kilometers long. Back in 2008, Time magazine called these barriers and fences the "Great American Wall", by analogy with the Great Chinese wall .

Among the first, Donald Trump’s recent decrees and statements, except Mexico, also responded to the Socialist Presidentialists of Ecuador and Bolivia Rafael Correa and Evo Morales, long-known both their oratory and fierce anti-Americanism. President of Ecuador Rafael Correa said the following:

- The migration of people cannot be stopped by the walls and boundaries. The best recipe is solidarity, humanism, the atmosphere of the world and prosperity for every living soul on the planet. Until the era of the fair distribution of wealth and blessings comes, the social problems of this world will not be able to solve.

Evo Morales spoke even brighter :

- I urge the President of the United States to pursue such a migration policy that would not only respect the basic principles of human rights, but would also bring the onset of the era of a single universal citizenship. Brothers and sisters, in this world, there can be no person who could hang the label "illegal" on.

Decrees signed by Donald Trump on January 25, as well as a package of other orders preparing for signing in the coming days, provide, in addition to building a wall on the US border with Mexico, also a ban on the reception of refugees and suspended the issuance of American visas for citizens of Syria, Iraq, Iran, Libya, Somalia, Sudan, Yemen and other Muslim countries, with the exception of representatives of religious minorities fleeing from persecution. It will last several months until the US authorities introduce a strict process of local check.

Another Trump decree concerns the possible reduction in federal financing in the United States so -called "reserved cities", whose authorities do not arrest and do not detain illegal immigrants. Now the administrations of such cities are ordered to cooperate with the federal authorities in their identification or they will be denied funds from the US state budget.

The mayors of several American megacities have already answered the Donald Trump administration that they did not intend to fulfill this order of the US president. New York mayor Bill de Blazio said that if Trump, a native of this city, will reduce subsidies, then this will hit the municipal police, which has achieved a significant reduction in crime in the city largely thanks to partnerships with ethnic communities. According to the head of Boston Marty Walsh, Trump’s decree is a loss against residents of the city and against the values that are embodied in its history. “Those who want will always find a refuge in any room of our city hall,” Walsh emphasized. The heads of Seattle, San Francisco and Chicago, the third largest metropolis in the United States also reported their disobedience to Trump. “We will remain a refuge city,” the mayor of Chicago Ramm Emmanuel proclaimed, “not a single person, wherever he came, will not be a stranger here.”

The mayors of the "Raising Cities" stated that the presidential decree from a legal point of view was compiled fuzzy and that the Trump administration will be difficult to use it as a legal framework to reduce subsidies.
