How the Russian police are trying and why criminal cases against the tortures are a great luck
Human rights activists of the Angara region celebrate a difficult victory: a year later they managed to achieve the charge of exceeding the authority to three local policemen, whom a large resident of the city of Usol-Sibirsky accuses of torture. For five and a half hours, a woman was beaten with the use of a electric shocker, forcing her to admit the murder of a neighbor.
The investigation department of the city of Angarsk a year after the emergency at the local police station charged the exceeding official authority with the use of violence in part 3 of Article 286 of the Criminal Code of Russia to three employees of the Usolsky Police Department. Major Denis Samoilov and two operatives - Alexander Korbut and Stanislav Golchenko - are suspected that they applied torture to the Usol resident Marina Ruzaeva in order to get information about the murder.
-In January 2016, a large mother from the city of Usolye-Sibirskoye Irkutsk region Marina Ruzaeva complained about the Public Verdict organization. The woman admitted that on January 2, 2016, two young people came to her home in the evening, introduced themselves as police and asked for help. They said that they were investigating the murder of a neighbor Ruzaeva, and invited the woman to go to the police with them to see a photo of possible suspects, ”says Svyatoslav Khronkov, chairman of the board of the Siberia without torture public organization.

According to the woman herself, they quite logically explained that Marina, like a neighbor and a housewife, could notice the killer, because she lives nearby and is often at home. However, already in the department, Marina Ruzaeva immediately felt that they were treating her not at all as a witness in the case.
Then those two police officers who brought me to the department stood behind me, handcuffed me in my arms, and a bag on my head!
- The police brought me into the office, where an unfamiliar policeman was already sitting. He demanded that I take off my boots. It was already strange. Then those two policemen who brought me to the department stood behind me, handcuffed me in their hands, fastened them to the bench, and put on their heads! - says the victim. - Here I already panicked. "Guys, what are you doing?!" They began to demand from me that I "told everything." When she asked what to tell, one of the police officers standing behind, hit me with a stamper, kicked on the leg. From fear, everything swam. After me and hands were beaten on the body, on the head, again with a shocker. It was so scary and painful! And it is not clear - for what?
The woman was released home only after five and a half hours of such tortures. By half -past twelve night on January 2, 2016, her husband Pavel Glushchenko has been three and a half hours As a guard under the windows of the department, because he suspected something was amiss.
She cried, repeated: "We will be killed." When she calmed down a bit, she talked about the torture that she experienced
- Why not go? Although they arrived in civilian, they introduced themselves to law enforcement officers and once again asked to help in the investigation. At work (access and video surveillance control systems) I worked together for eight years, always helped the withdrawal of video recordings of many crimes, provided humanitarian assistance, did not know these guys, but there was no reason to worry, letting go of the wife with them alone. One of the employees oath assured that there was no reason for excitement, we will quickly go back and forth and bring it. But after an hour and a half of the absence of my wife, I went to the duty unit and began to demand to explain the reasons for such a long viewing of photos. The attendant said that his wife had long been released. I called the on -duty unit to the Opera, no one picked up the phone. As it turned out, in principle, Marina did not leave the police. I traced its entire possible way of returning, and at 21:00 I was again near the police department, and again turned to the duty officer for an explanation.
At that moment I was lucky: one of the employees of the duty unit said that he saw how a woman who looked like a description of Marina sat on the third floor on a bench. And I am persistently again, probably for the hundredth time Called to the operational department. At 22:45, the young man was picking up the phone, who said that, they say, Ruzaev would be brought now, she still gives evidence. About half past two Marina pushed me from the stairs. Already in the car, she cried, repeated: "They burned me, burned, burned and burned me." At home, when, with her mother and sister, she somehow managed to reassure, she talked about the torture she survived. To my indignation and desire to immediately write a statement to the tortures, my wife assured that "it would end badly for us and children" - so they intimidated her. They threatened her that in the case of the disclosure of the details of the “interrogation”, the problems would be not only with us, but also with relatives (they listed her addresses, who works where) and Three children Marina. Finally, we managed to convince her that these “werewolves in uniform” should be judged, and about an hour after visiting the police, we were already in the emergency room and recorded bodily harm and numerous burns. ”Pavel Glushchenko’s husband explains.
That same night, the employees of the emergency room reported to the police department about the crime, after which the district police officer came to Ruzaev home. Marina submitted an application to the police, and in the morning Pavel took her application to the Investigative Committee. Then Ruzaeva turned to Irkutsk doctors, who in The woman recorded in the woman the bruises of the soft tissues of the head, neck, chest, lower leg and forearms, hips, as well as several electric burners on the body ..

A month later-February 4, 2016-in the fact of applying torture to a 35-year-old mother-in-law in the Investigative Committee of the Angara region, a criminal case was opened.
Often there was a feeling that we were not fighting in the door, but with our heads in the wall
- It was not just a month, we “pierced” this almost daily: we called the department, turned to the investigator, to the prosecutor’s office, even to reception with General Bunov A.Yu. We went, who promised to figure it out and was extremely outraged by the methods of work of the Usol police. Often there was a feeling that we were not fighting in the door, but with our heads in the wall. What helped in the end? Yes, all at once, I think. What was illuminated, there was a lot of noise, you can’t shut up anymore. Well, the fact that we turned to human rights activists also contributed. Correctly draw up a statement, know the terms that they should answer - by all the social activists were engaged in this for free for us, ”says Marina.
The chairman of the board of the public organization "Siberia without torture" Svyatoslav Khromenkov in the case in the case considers the transfer of the investigation of the case from Usolye to the neighboring Angarsk:
- There were several points that influenced the impartiality of the investigation, in addition to the fact that the utility police checked their own colleagues. For example, a biased attitude towards the defendant - the operative Denis Samoilov. In 2007, a criminal case was instituted in Usolye under Art. 285 of the Criminal Code. For unknown reasons, the criminal case was stopped, the accused was fully justified. By the way, Samoilov’s vast family ties in law enforcement agencies also lead to certain thoughts: his relative is a senior employee of the Usolsky Ministry of Internal Affairs. And his wife this year participates in a competition for the post of judge of the Usolsky City Court. For this reason, we are now achieving the consideration of the case in the court of Angarsk, ”says Svyatoslav Khromenkov. - By the way, not only for this reason. Last year, the chairman of the Usolsky City Court Svetlana Zandanova examined the civil case in the lawsuit of the ex-saber of the victim Marina Ruzaeva for alimony. Due to the hostility of the judge to Marina, a large mother refused the adversarial process and, as a result, from an unemployed woman (Marina Housewife, engaged in the upbringing of three children), recovered alimony in favor of capable, sane and working ex-spray!
When asked why the Investigative Committee was needed to charge the Investigative Committee for a whole year, the department responds evasively.
“We do not give particular comments on this case,” the head of the press service of the UK, Saangarya Karina Golovachev , admits that the case is “special and concerns law enforcement officers”.
On this comment, the plaintiff’s husband Pavel Glushchenko remarks that in the case of a policeman Popkov from Angarsk, on the contrary, he gives comments on willingly and often.
When I started this business, my hair got on end - how common is this a matter for the Usol police: to grab and torture to knock out recognition from the townspeople without any reason
- Yes, the killer of more than two dozen women of the poppies is a maniac, but why are these three maniacs that they beat and tortured a defenseless woman in the department? You see, when I took up this matter, my hair stood on end - how common is it for Usol police: to grab and torture to knock out the recognition of the crimes from the townspeople without any reason. After all, they were not busy with a real investigation: all the time that we sought to initiate a criminal case, they collected fake evidence of our family's dysfunction or intimidated our relatives so that they did not go to testify in favor of Marina. Video with the story of such a “witness”, a drunken woman, our neighbor for whom we look after at her daughter’s request, I specifically posted on the network to show how the system works. After that, by the way, the case was finally referred to Angarsk Major Meshcheryakov, and it slowly moved from a dead point. At least, the Angaras refuted all those “slander” that the Usol investigators entered the protocols, ”says Glushchenko.
Angarsk investigators, to the question of long terms for the charges of police, answer that the case was serious and required many procedures, including experiments.
Pressing using a shocker, handcuffs for them is the norm. If I do not agree to work like that, get fired
- What example? To check how true Ruzaeva’s words are that the police faded her hand to a wooden bench when she was sitting on it, for example. The Usol investigator wrote that it was experimentally proved that this is impossible. We brought the Usolsk woman to the local department, got to the same office, put it on a bench - we find out that we are physically possible, we fix it, ”the deputy head of the investigative department of the Angarsk, Major of Justice Viktor Meshcheryakov . - And so every word of the applicant is checked. Then the testimony of the police, every word. The process is a few. The next month, after familiarizing themselves with the accused with the case, meetings in court will already begin. A year from the application to the court is a normal term.
The head of the inter -municipal department of the Ministry of Internal Affairs of Russia "Usolsky" Alexander Kuznetsov refused to answer questions in the case of Marina Ruzaeva. But the ex-colleagues of the accused, commenting on the incident, noticed that the fact of charging to the police officers was already a great victory, since the victims of the "interrogations" of the local police "infrequently succeeded."
“Ruzaeva has achieved a lot, usually everyone givees their hands, not having to get a criminal case,” says Igor Manin, a former operative of the Usolsky police department. - And the attack strategy, when the police take everyone who came into contact with the victims in the case, and begin to “press” hard, is the unspoken attitude of the direct authorities of my former place of work. Pressing using a shocker, handcuffs for them is the norm. If I do not agree to work like that, you quit, do not porty the rest of the "excellent" statistics.
In addition to beatings, they threatened to "close" and "lower" in the cell
It is noteworthy that all three police officers who are charged, continue to work in the inter -municipal department of the Ministry of Internal Affairs of Russia "Usolsky", they do not admit their guilt. For this reason, public human rights activists involved in the Ruzaeva affair were not very surprised when at the end of last week another resident of Usolye-Siberian Pavel Akhramovich addressed them. An entrepreneur renting a tire workshop on the exit from the city complained that the investigators called him to the department for testimony, but in fact beaten, demanding to admit large theft.
- January 12, Usol operatives called me to the police department supposedly for testimony. Around 14:30 I came to the call of the Zapogeva operative, he entered me to the office of 316 town. There, along with the operative, Kozlov "was interrogated with addiction." In addition to the beatings, they threatened to "close" and "lower" in the cell. Kozlov ordered to take off her outerwear and selected a cell phone, and then demanded that I admit theft of the fuel and lubricants, which occurred a year ago from the trucker’s car at the tire fitting.
I said that I was not involved, to which Kozlov said, they say, there are testimony of witnesses. When I asked them to show them, he put in front of me some document written by a pen. I did not give it to read it, closed the sheet. After me, they began to intimidate that they would “close” and “lower” if I do not admit and I will not write a sincere confession. But I repeated that I did not steal anything. Kozlov began to get nervous and hit me very much with his right hand in the left hypochondrium. I still have a hematoma. He also hit me several times on the head with his right hand, ”says Pavel Akhramovich in an interview with the chairman of the board of the Siberia Public Organization without torture Svyatoslav Khmenkov.

0:00 0:02:37Lawyers of the Siberia without torture organization note that Paul, like Marina, was tortured for about five and a half hours - they released Akhramovich only at 20:00. On the same day, the victim arrived at the emergency room, where he was examined, painted and recorded bodily injuries, sending to the Usol Central Hospital to the surgeon. The victim is still in treatment.
“Pavel fellow, the next day after the incident, January 13, 2017, he himself drew up and filed an application for initiation of the case,” says Svyatoslav Khromenkov. - However, despite the obvious and fixed fact of violence made by the police, the investigator of Usolsky did not give him a referral for a medical examination. If this is not achieved, wire and wait for Paul hematomas to come in, the trace of the criminal case will refuse to initiate a criminal case. But now we will connect to the business. If you raise the noise, including with the help of the media, not to be silent, they will have to conduct a normal check and get the case to their colleagues.
