Reception of refugees from Syria has been stopped indefinitely. The decree also states that the United States suspend the refugee reception program from other countries for 120 days to clarify the effectiveness of existing rules. Citizens of Iran, Iraq, Sudan, Libya, Yemen and Somalia will be able to remain in the US for no more than 90 days, and in the next four months they will not be able to enter the country at all.

The ban on entry into the United States to residents of seven countries with a predominantly Muslim population will also affect the holders of the Green Card (permanent residence permit in the United States), the representative of the Ministry of Internal Security, Gillian Kristensen.

It is also noted in the text that the United States will accept no more than 50 thousand refugees in 2017 by the financial year against 110 thousand who entered the country last year. At the same time, priority will be given to refugees persecuted for religious motives.

The Ministry of National Security, in accordance with the Decree, was instructed to develop a biometric control system for all those entering the territory of the United States.

Trump’s decree was convicted by the Congressmen-Democrats. “Tears flow tonight on the cheeks of the statue of freedom,” wrote the leader of the democratic minority in the Senate Chuck Schumer. The Senator-Democrat from Massachusetts Elizabeth Warren called Trump's step "betrayal of American values."

The petition against the restriction of refugee reception was also signed by thousands of leading American scientists, including 11 Nobel Prize winners. In the document published on Thursday, Trump’s intention to limit immigration is called discriminatory and harmful to the national interests of the United States, as well as the country's contradictory basic values.

The restriction of immigration in the United States was one of the important points of Trump's election program. On Thursday, Trump allocated six months to prepare for the construction of the wall on the US border with Mexico as part of the order to "improve border safety and immigration control." Such a measure, according to Trump, will contribute to "achieving complete operational control on the southern border."

"The purpose of this order is the management of the executive authorities in order to use all legal funds to protect the southern border of the country in order to prevent further illegal immigration to the United States and to quickly, consistently and humanely repatriate illegal immigrants," the text of the document posted on the White House website says. It is noted at the disposal that "foreigners who illegally entered the United States without verification or tolerance pose a significant threat to national and public security."

On Friday, it became known that Mexico President Enrique Peni Nieto announced the decision to cancel a meeting with Trump , which was supposed to take place on January 31. Nieto made such a decision after the American president’s statement that Mexico would have to pay the cost of building a wall on the border with the United States. “If Mexico does not want to pay for a wall that is extremely necessary, then it would be better to cancel the upcoming meeting,” Trump wrote on Twitter.

Nevertheless, Trump and Nieto had a telephone conversation. "Regarding the payment of the wall on the border, both presidents recognize their distinct contradictions in the positions on this issue, but agreed to achieve permission of disagreements during a comprehensive discussion of all aspects of bilateral relations," the presidential joint statement on the White House website said.
