Society has long and partly have voluntarily abandoned the possibility of controlling power. Now the time comes to abandon the illusion of control

Moscow mayor Sergei Sobyanin turned to the head of the Russian government Dmitry Medvedev with a touching request: he no longer wants to publish information about city purchases on the Zakupki.gov.ru portal. He even has an explanation: technical failures regularly occur in the federal system, this jeopardizes serious contracts. Moscow has already developed its own electronic system, where there will be no failures. And also - there will be no unified federal standards of publication, focusing on which a variety of slanderers, such as specialists from the Foundation for the fight against corruption, learned to focus too easily in how much the endless festival of mayor's innovations costs and who ultimately leave the money.

Behind a touching request is a clear resentment: the city hall spent more than 6 billion rubles on the decoration of Moscow for the New Year holidays. But in the media, which the mayor of Moscow for some reason does not control (it is not clear how it turned out at all, but still remained in the capital and such media), instead of enthusiasm-a traditional nagging. A billion with GAK for beautiful New Year installations with Italian ornaments (by the way, yes, it turns out that it was
Italian ornament) - they see them expensive. Two with a small million for each "glass" from light bulbs on Tver lamp - luxury! But so everything blinked beautifully ... No, here, of course, anyone would be offended.

This is not a protest of the official against the pressure of society. There is no pressure from society. There is no control from the company. No investigations lead to anything: you can, while there are still specialists, scare the public with the sky -high amounts of ridiculous expenses. Identify beneficiaries. Name surnames and companies. To pretend how high the prices are for their own endless excavations, illuminations and amusement, or even for really necessary things. You can write about this in the newspapers. After - nothing. This is if the official is highly spiritual and does not react publicly to the mosquito squeak of the surviving media. If it reacts, then the result of the investigation will be a ruined lawsuit or destruction of the circulation. But certainly - not the punishment of the official.

Sobyanin, although noticeable, is still not among the most important bosses. Igor Sechin answers such questions capaciously: “But I cannot explain to you, and I will not, and I don’t have to do it”

The official has not experienced any fear of society (and in Moscow they learned how long, masterfully using social networks, imitate public delight and unconditional support of any undertakings of the city hall). If he is afraid of anyone, it is another official who occupies a more spacious office. And the request of Sobyanin is not that he was allowed to create anything. He already creates anything. Sobyanin’s request is about the society to deprive even the illusion of the opportunity to intervene in his bossies. After all, he still cannot interfere. But annoying. It is necessary, therefore, to fix the order of the great boss - now it is forbidden to annoy.

By the way, in its own way it is even honest. This is a new sincerity that an evil -speaking person could probably have called new shamelessness. And this is already visible the shadow of a new public contract. It was customary to describe the old one as follows: we (power) allow you (citizens) to live, but you do not climb into politics. The new one looks more interesting: sit and be silent. By the way, this is a fee for voluntary consent not to go into politics in the well -fed zero. The time comes to pay.

Sobyanin, however, is a noticeable person, but still not among the most important bosses. Igor Sechin formulates the same thoughts easier, more profitable and does not ask for approval. Recently, the journalists of the Rain television channel asked the press secretary of the Rosneft, headed by Sechin, Mikhail Leontyev to explain why his boss travels with a flashing light, although according to the law it seems that he did not rely on the flasher. Leontyev sent journalists to where in general a Russian person is inclined to send unpleasant interlocutors. In particular - if you drink. Journalists did not give up and asked about the same Sechin directly. Sechin answered capaciously: “But I cannot explain to you, and I will not, and I don’t have to do this. Let's leave it without comment. ”
