Vice-Governor of Kuban Gritsenko questioned in connection with the theft of 200 million rubles

Krasnodar officials have questions about the construction of a perinatal center in Sochi.

Krasnodar investigators interrogated the deputy head of the region, Yuri Gritsenko, as part of an investigation into a criminal case about the theft of 200 million rubles. from the regional budget intended for the construction of a perinatal center in Sochi.

The investigation is checking information that the Kuban Universal Bank, whose license was revoked in October last year, could be used to withdraw funds, Kommersant reports.

On Monday afternoon, searches were carried out in the administration of the Krasnodar region as part of a criminal case initiated under Art. 201 of the Criminal Code of the Russian Federation (abuse of powers in a commercial organization). Previously, the regional administration had already carried out a large-scale seizure of documents.

The regional departments of the FSB of Russia and the Investigative Committee of the Russian Federation do not comment on investigative and operational activities. A group of investigators and operatives numbering about 15 people in two Gazelle minibuses arrived at the administration building at 16:30. At about 19:00, deputy head of the region Yuri Gritsenko came out of the main entrance, accompanied by three law enforcement officers. The official and his entourage boarded a minibus, which headed towards the regional FSB headquarters.

As it became known later, Yuri Gritsenko was interrogated as part of a criminal case about abuse of power, and one of his subordinates also answered questions from the investigation. The officials are persons under investigation; no decision has been made to involve them as suspects, law enforcement agencies clarified.

Yuri Gritsenko has been the deputy head of the Krasnodar region since October 2015, overseeing the construction sector. Previously, he was a deputy of the Krasnodar City Duma.

Meanwhile, Assistant to Vice-Governor Gritsenko Olga Kotesheva denies the visit of law enforcement officers; she stated that at 19:00 on Monday, Mr. Gritsenko was at his workplace. On Tuesday, information appeared on the website of the media department of the regional administration that the Vice-Governor of Kuban, Yuri Gritsenko, held a personal reception for citizens.

Currently, the investigation is checking the legality of the use of 200 million rubles allocated within the framework of the regional target program “Modernization of healthcare in the Krasnodar Territory for 2011–2016” for the construction of a perinatal center in Sochi. Competition for the implementation of the first stage of the project with an investment amount of 1.6 billion rubles. in October 2014, LLC Construction Company Kuban won, the customer of the project is the State Institution Main Directorate of Construction of the Krasnodar Territory. The commissioning of the first stage of the perinatal center, scheduled for the end of 2016, has been postponed. At the same time, the arbitration court of the region is filing a bankruptcy petition for the Kuban construction company; last year, 16 enforcement proceedings were initiated against it.

According to investigators, part of the funds of the developer or his counterparties was in a current account with CB Kuban Universal Bank LLC, whose license was revoked by the Central Bank on October 27, 2016, and on January 23, 2017, the credit institution was declared bankrupt. In particular, 100 million rubles were stuck in the bank. compensation fund of the self-regulatory organization ROSC, which included SK Kuban LLC, information about this is posted on the SRO website. The founder of the Kuban Universal Bank was the administration of the municipal formation of the city of Krasnodar. According to the investigation, the officials knew in advance about the pre-bankruptcy state of the bank, which they took advantage of to steal funds.
