The closure of the notorious Surgut special school for troubled teenagers will make children repeat offenders. This is the opinion of the director of the institution, Andrei Senin, given by Ura.ru. There are currently 26 teenagers studying at the school.
The question of closing the school arose after another emergency within the institution’s walls. Parents of several pupils stated that their children were beaten, tortured and even raped by another teenager, and this allegedly happened in front of the teachers. The prosecutor's office and the Investigative Committee are investigating the incident.
Today, February 2, it became known that Surgut investigators opened a criminal case against a minor student of this school on the basis of torture and extortion.
According to Senin, official information about the possible closure of the special school has not yet reached him. Such a decision can be made by the government of Khanty-Mansi Autonomous Okrug, since the institution has district status. Senin believes that neighboring special schools are located too far from the Surgut school, and parents may lose the opportunity to visit their children. “It is the founder’s right to open and close. I can say that if this happens, parents will lose the opportunity to visit their children. Communication with children is very important,” said the director of the special school.
As reported by RIA Novosti with reference to the investigative department of the Investigative Committee of the Investigative Committee for the Khanty-Mansi Autonomous Okrug-Yugra, according to the department, the crimes were identified as a result of an inspection carried out by investigators after a statement from the parents of one of the pupils of special school No. 2 in Surgut, where teenagers convicted of crimes study in aged from 13 to 18 years.
According to investigators, the accused systematically beat another minor pupil during 2016: the teenager struck his peer with his hands, feet and improvised objects in various parts of the body, and also, under the threat of violence, illegally demanded that he perform push-ups on the floor with his hands.
The department noted that the torture continued in 2017: in January, the accused, while in the shower room, poured hot water on the victim’s feet from a tap, causing him thermal burns on both feet.
Earlier, commenting on this incident for RIA Novosti, the district children's ombudsman Tatyana Mokhovikova said that the injured child left the territory of the special educational school without permission, received mild frostbite, returned and tried to warm up in the shower, scalding his feet with boiling water.
According to investigators, other illegal actions on the part of the accused were recorded during the inspection. “It was established that in November 2016, under the threat of violence, he demanded that the victim give him money in the amount of one and a half thousand rubles,” the investigative department reported.
The accused has been detained. A petition to the court is being prepared to impose a preventive measure against him in the form of detention. Investigators are checking the arguments of the parents of other pupils of the special school, from which it follows that the accused also committed illegal actions against other children.
Due to regular inspections at the special school, five employees have already resigned voluntarily.
