In the response to the request of the Council of the Deputy Director of the FSIN Valery Boyarinets said that members of the HRC "do not belong to the category of persons entitled to visit the institutions executing punishment and investigative insulators for control."

There were no cases in the history of the HRC that its members were not allowed in a colony and pre -trial detention center, the human rights activist Igor Kalyapin noted . “Of course, a similar ban is a guilty turnout, and not everything is in order there. We went to IK -7 in November. Initially, they hoped that we would be on their dance, and we made an attempt to figure it out. As a result, we were immediately forbidden to use the recording equipment and study the affairs of the convicts to understand what they were sitting in the schizo,” Kalyapin said.

According to the deputy director of the FSIN Valery Maksimenko, earlier the agency provided the HRC members with the opportunity to visit the IK-7. "However, during the last visit, Kalyapin drew attention to the fact that, from his point of view, there are some violations in the colony. After that, the head of state instructed the prosecutor’s office to check the FSIN, it is now going on," Maksimenko said.

According to the deputy head of the FSIN, the law prescribes a clear list of persons who have the right to visit correctional institutions. “There are no members of the Human Rights Council under the President in this list. If the HRC shows that it is necessary to live in the strictest accordance with the law, then it is in accordance with the FSIN law that is in this case,” said Maksimenko.

The Fsinovets refused. An appeal to the chairman of the HRC Mikhail Fedotov also did not give a result.

On December 8, at a meeting of Vladimir Putin with members of the HRC, Kalyapin told the president about the obstacles that human rights defenders have to deal with the implementation of public control in places of imprisonment. In particular, according to Kalyapin, during a trip to the IK-7, the HRC members were not allowed to record conversations with the prisoners, and also did not allow them to familiarize themselves with the documents.

The President promised to instruct the prosecutor’s office to check the orders of the FSIN regarding the visiting to human rights activists of the correctional colonies. “Despite the fact that we generally have many problems in the law enforcement, but this order, in accordance with the law, can be fulfilled only by the prosecutor's office.
