Today we will talk about how young people of the political national leader want to see, which in their opinion is more important - following the humanistic values or the priority of national interests. In the Moscow studio, political scientist, psychologist Ekaterina Egorova-Gantman and Alexander Girinsky , head of the department "Theory of knowledge" Lyceum of the Higher School of Economics. But first, we will try to decide on the ideal image of the leader and his personal qualities, and in the second part we will talk about sociological research and political preferences of young people.
Let's start with the focus group. These are HSE political students. They tried to formulate the image of the leader what he should be.
- First of all, the national leader must love the people he controls more than power. The national leader is, first of all, maybe even such a super-circular top manager who knows what the state and society need, knows how to develop it, what tools to use for this, but not to do everything alone, but to somehow consult with scientists and with civil society structures.
- It seems to me that a leader is needed, who will not only follow the letter to the law, but also the spirit of the law, that is, will not steal, will not usurp power, will not patronize some small groups of interests.
- In my opinion, it is important to say not what qualities he should possess, but how much he fits into the conducted political regime. If we are talking about democracy, then it is fair to notice that this person should rely on the opinion of those people with whom he works. The leader must be freedom -loving. It should be open to the people. Before making a decision, he must discuss him with everyone, first of all, with the people.
Tamara Lyalenkova : This is almost such a professional look. Catherine, in your opinion, is this already learned understanding, what should the leader be? Or are there any personal preferences?
Ekaterina Egorova-Gantman : It seems to me that they are talking about an ideal political leader, which in nature does not exist at the moment when an electoral decision is made. Because when people go to the urn, they think about the leader that corresponds to them, in the good sense of the word, of the skins, which can satisfy their requests. Here these are some speculative pictures, rather.
Tamara Lyalenkova : Sasha, your impression, how do you understand the mood of the guys themselves?
Alexander Girinsky : The mood of the guys is very complicated. This is such a general set of quality - it must be a leader, must listen, must understand, must turn on, etc. It seems to me that they have no clear request. Because, firstly, you need to understand that our generation of children has not yet received real experience in political participation. They themselves have not yet participated in the elections. And even if they were older, our elections are weakly similar to those electoral processes that occur in Europe. In this sense, our elections are not so attached to the topic of leadership and everything else.
Secondly, undoubtedly, they are children of the Soviet generation. Their parents, one way or another, grew up in the Soviet Union. This generation, in my opinion, which is tired of politics as a whole, including some proclamations, expectations from political leaders, from political parties, clans, etc. In general, they are largely (both parents and children) broadcast the agenda of fatigue from politics and from high expectations. They are quite pragmatic and do not expect much. And, it seems to me, according to their answers, this can be understood.
Tamara Lyalenkova : We can listen to the 11th grade, lyceum, economists.
- There is a certain consensus about how the leader should look like. Not just the leader of the country, but the leader of the group, class, etc. First of all, this is a person who does not inspire confidence, but confidence. This is a person who can make us believe in himself, who can make us do something. Inspecting fear is definitely hardly.
- It seems to me that he should be easier, probably. As if, on the one hand, so that people feel that he is, but not so that there was a significant hierarchy, that he is above us, etc., etc.
Tamara Lyalenkova : The guys talk very little about personal qualities. Is it important? Or is it just because it falls out of vision and, it seems, the most important function, and not the person himself? Or is it normal when they talk about politics?
Ekaterina Egorova-Gantman : The guys said about the qualities. In other words, they indicated that it should be quite powerful. As they said-he must make us believe in something, make us do something. They have a need for a leader, for a strong person, in a leader who is able to influence people's lives, is able to involve them in something. They designated precisely the leadership process - the leader and the driven, in the good sense of the word that should follow him. They relate to personal qualities, but veiled. They do not pronounce these words. But it is important that the children feel the leader more personally than that political scientists who are already studying. They already say purely about political things.
Tamara Lyalenkova : Maybe this is still an age distance.
Alexander Girinsky : I would say that this is the need for legitimate violence. And my working definition of political leaders, perhaps, is not personal, but conceptual. It seems to me that it is important in European culture. There are, as it were, two political virtues. There is common sense, that is, the leader should not have special education, special personal qualities. He must be reasonable, capable of compromises, intimated in the everyday sense of the word. And this is enough. And there is an understanding that the leader should be an expert and a unique person. And now the twentieth century walked along the second line that the leader should start, he must lead, he must indicate. He must be a person with all components. And we know how the twentieth century ended. Therefore, the second half of the twentieth century is the era of fatigue from the leadership of the second type. This is a return to politicians who are more guided by common sense, practicalism, pragmatism, and not by strong -willed decisions. And now, it seems to me that this situation begins to change.
Ekaterina Egorova-Gantman : I completely agree with you. It changes and changes rapidly. Because if she had not changed, then we would not see Trump, we would not see the success of Le Pen. We would not see other political leaders of the right, who are tough, who are powerful, who are ready for political violence inside and outside. And from this point of view, now there is just a return to the same model that led to fatigue from this.
Alexander Girinsky : Yes, but these are some cycles.
Ekaterina Egorova-Gantman : Of course. And I would say that for those guys who will go to the elections from this class, it is important that this leader has a hard will, a clear program for himself that he offers, and has no doubt that there may be other programs. Because if the leader begins to rush, if he is soft enough and doubt, these guys will not follow him.
Tamara Lyalenkova : We asked students, a leader, is this a father for the people or should he be a good manager?
- In my opinion, the national leader is, first of all, a top manager who has appropriate competencies, not a father. If the father, then this is supposed to be some kind of hierarchy that his opinion will still be the last. And so it should not, in my opinion.
- It seems to me that the father - it was more characteristic of the national state of the 19th century. Now even Trump’s elections show that, probably, society somehow reacts and requires something new. It is no longer a father, but a top manager. Although, again, it can be argued that, for example, the father, probably for propaganda, for state aid.
Ekaterina Egorova-Gantman : Well, I do not agree. Because Trump is such a father with a rod that the part of the population that chose it really wanted.
Tamara Lyalenkova : But on the other hand, Trump is still the embodiment of the American dream of financial. There is such an idea that earn a lot of money and get great American happiness. In this sense, he is quite mythological. The same Berlusconi. Many Italians understood his amorous adventures. This fit into a national story.
Ekaterina Egorova-Gantman : Trump was not chosen for the fact that he was a good businessman and earned a lot of money. By the way, this is not quite an American dream. He is not a simple boy. He was from a fairly wealthy family, lived in a beautiful mansion. Everything was fine with him. This is not quite the scenario of the American dream. This is not about Cinderella. They chose him completely for other things. And the most funny thing is that Trump is not at all the same as we see him now. He calculated well what his electorate needed. He came with these slogans to power. And now he must do this, because everyone else is criticizing him. Only this electorate is able to re -elect it again. Therefore, he will be a tough father. He will be an extremely punishable father. And I really like this to those who chose it. Just chose him for his father’s qualities.
Tamara Lyalenkova : The situation is completely different in Russia. It is difficult to understand why here a person who came from a system from whom many generations of people in Soviet times suffered. What is it?
Ekaterina Egorova-Gantman : I think that the population who remains in Russia by 2000 has a steady request for a leader-father, a tough leader, no manager, a person who will lead, who will offer any ways of life. Putin fits perfectly into this need. And someone didn’t like it - these are the small 14-15% or the rest who left. There is no Stockholm syndrome. There is no suffering. There is adoration here, because it is the flesh from the flesh of the mass that supports. He is the perfect leader in this sense. They project him. He sets them some coordinate systems.
Tamara Lyalenkova : It seems to me that this story is not about the young after all.
Alexander Girinsky : It's hard to say here. In Russia, everything is always not like everywhere. If, as it were, the political leaders of Europe can be decomposed into some European trends, everything is wrong in Russia. It seems to me, if we talk about Putin, firstly, he does not have an electorate in the sense that there is no group to which he constantly appeals. This is neither good nor bad. This is some fact. He knows how to play in different territories. He knows how to cooperate and speak different languages with different communities. This is, in fact, an objectively good skill for a politician. This is not to say that he founded his leadership position on the constant use of violence or something else. He came as a person who was supposed to consolidate some elites. He did this in a tough way, etc. And then these elites began to play in his favor. This is rather the leader of the elite than the leader of the people. This is such a subtle game that is still playing for the zero years to this day.
Tamara Lyalenkova : We asked Nikolai Mironov , the head of the Center for Economic and Political Reforms, which leader, in his opinion, awaits the Russians in the future.
Nikolai Mironov : Hard, business executive, technocrat with the ideology of the statesman. This figure is in demand. This person is not young, but, of course, not an old man, that is, somewhere from 40 to 55 years old. Charismatic, textured. It is not even necessary here that he speaks well and beautifully, the main thing is that he does. The fact that people say that Stalin is not enough. Stalin, in fact, of course, do not want in the form in which he was then. These are the same elements - put things in order. Now he put things in order with a hard hand, scattered all this glamorous elite, which no one needs, and pulled out the country, pulled out the economy and focused on the farm.
This request is quite simple. He, in principle, is limited to this - a request for a wide mass of people. Why does she have such a request? Because this mass of people is some kind of special people who are bad, uneducated, Asian? No. I just never saw any other system. Rather, he saw another system and every time there was chaos. When they told him - we have introduced democracy, chaos began. The robbery began, theft began, the intercepting of power from each other began, showdowns. So it was in 1917 during the year, until the Bolsheviks came, it was in the 90s. Therefore, democracy in people is associated with chaos. If they saw a working democracy with the replaced power, which would be low -corrupt and effective, they would support it 100%. Exactly this happened in Germany, in the monarchical country, in Japan and in other countries of Eastern Europe, which did not know before democracy. They are very quickly used to her.
This is all a monocentric approach, a paternalist, when people say - the main thing is that it is good. Now we will find some good. So found Yeltsin at one time. So found Putin at one time. Each time it was the good that will do everything now. And they give him power, and then they are waiting for a certain number of years, while he agrees to transfer power to someone else.
Tamara Lyalenkova : Catherine, you participated in almost all elected campaigns. There was such a very important point when sociologists considered that in order to defeat him, you need to somehow use young people. Young people are just tuned to change. It worked. Now you can do something so that those who stayed at home turn on?
Ekaterina Egorova-Gantman : A very important thing with the ghost of people to polling stations. They go when they feel that there is a threat to their leader. For various reasons-someone, because Zyuganov hated, someone did not want Yeltsin to leave, someone did not want a civil war. There were different motives. But then there was a serious confrontation. And people understood that their future depends on their voice.
When there is no strong second, which theoretically can be the first, there is reassurance. We will come, we will not come - this one will win, well, why go. Therefore, young people will be extremely difficult to bring to polling stations. Even those who support Putin have no motivation to go, because he will still be elected.
Tamara Lyalenkova : Sasha, however, that most young people do not have a ligament - politics and his personal well -being.
Alexander Girinsky : Absolutely not. Emancipation occurred in this sense of the private from political. In Russia in the zero years, this alienation only has grown. The new generation, which has grown and formed its habits at this time, lives this. What is it connected with is a separate conversation. Here we can talk about the fact that in the zero years a secret contract of power with society was formulated that you do not climb into politicians, but at the same time you have complete freedom in private life. It seems to me that this attitude is in a new generation, despite the fact that the political situation has changed compared to the middle of the zero. And, in fact, politics now affects our lives to a much greater extent than in the middle of the zero years. The young generation is not yet very felt, but in many ways, because they did not become adults, did not make themselves earn. It seems to me that another 5 years will pass, and this installation should change in them. And it will be interesting.
Tamara Lyalenkova : And it will be important, how old is the policy? What is it a class or education? How much will it be connected with youth, generation? Does it matter?
Ekaterina Egorova-Gantman : It seems to me that for young people it is important that the politician is not from the generation of fathers. He should be more likely an older brother, perhaps even an older brother with a large age margin, but still from their cohort. He should not be old. People of a different formation for them are completely alien. They do not understand them. They speak different languages.
Tamara Lyalenkova : There was a fairly interesting story. Elena Hedis , the artist, after the murder of Nemtsova drew his portrait every day while the investigation was underway. Until the end, she did not continue this action. This attitude towards the political leader as a person is understandable and close, probably through her action can be traced.
Elena Hedis : I started the marathon on March 3. And during this time I had six works. All the Czech with the investigation, the court, etc., is this fake clown, in my opinion. There is little truth in this. Sometimes it seems to me that Nemtsov is looking, whose consciousness is already devoid of a body, at all this disgrace ... And this art marathon - it was an opportunity to say about myself about myself. I have never been his fan. I treat him with sympathy, but the sympathy of a friend.
I understand that he, as a leader, would be ideal for Russia. Firstly, he is a Western. Secondly, he has a natural-scientific education, he is a physicist theorist. Thirdly, he has the experience of public administration, perhaps not entirely successful, but the governor’s post is quite successful. Nemtsov has a bunch of people of sympathizers. I think that they saw a certain leader in him, who can be hoped for who can be trusted, who will not steal. In Russia, for the official, the most difficult quality is the lack of thieving in character. He is responsible for his words, is responsible for his actions - this is absolutely necessary for the political leader.

Тамара Ляленкова : Видите, смещаются симпатии. Может быть, молодые люди как раз на какие-то личные качества ведутся проще. Для них важно, как выглядит человек, как говорит, как он себя подает.
Екатерина Егорова-Гантман : На личные качества все ведутся проще. Если прочитать политические программы всех партий, они будут совершенно неразличимы. Они все говорят одно и то же - за все хорошее, против всего плохого. Там есть мелкие нюансы, которые политологи, конечно, сразу же вытащат, но для народа это неразличимо. И лидеры говорят приблизительно все одно и то же. Они все призывают к хорошему и проявляют гнев в отношении плохого.
А вот есть ли у человека лидерские способности? How decisive is it? Насколько он готов вести за собой? Насколько он готов для тех, кому нужен отец, кому нужен вождь? Насколько он может взять делегируемый электоратом право на решение? Это же важно!
Тамара Ляленкова : Но это воспитуемые качества в лидере? Или это должно быть такое природное?
Екатерина Егорова-Гантман : Какие-то вещи можно воспитать. Но, извините за выражение, если политического тестостерона нет, то его нет. Если кандидат вялый, если он никакой, если от него не чувствуется личностной силы, то какой он лидер? Это не сделаешь никаким тренингом. This is impossible. Есть определенные психофизиологические свойства личности, которые считывает электорат. Пастух не может быть одной из овец. This does not happen.
Тамара Ляленкова : Может быть сейчас более прагматичное молодое поколение? У них много разных эмоций в разных других областях, которые они могут пережить, испытать, куда свою эмоцию деть.
Александр Гиринский : Да, политики не ждут много эмоций, хотя у Немцова был политический тестостерон, безусловно. В этом смысле это большая потеря и человеческая, и политическая. Мне кажется, единственный, кто у молодежи как раз мог вызвать какие-то положительные эмоции среди либеральной оппозиции, на мой взгляд, это как раз он. По крайней мере, его знали. Навального еще, конечно, знают. Но уже такое бесконечное разочарование в нем, в его бесконечных громких заявлениях, которые ничем не оканчиваются. В том, что он бесконечно выступает инструментом легитимации каких-то выборов, что, видимо, будет и в этот раз... Путину нужен легитимный сильный спаринг-партнер. Он в этой роли, видимо, и выступит. Молодежь, не особенно искушенная в политической теории, эти вещи хорошо схватывает и чувствует на интуитивном уровне, и отчуждение от политики нарастает. И нужно подождать лет 5 и, наверное, ситуация поменяется.
Тамара Ляленкова : Сейчас мы поговорим про ценностные ориентиры, на которые должен опираться политический лидер, чтобы заслужить признание у молодежи. Вопрос вовсе не праздный, учитывая, что именно молодые люди составляют гигантскую часть пассивного электората. И легко предположить, что если однажды они активизируются, то их голос окажется решающим.
В московской студии социолог "Левада-центра" Денис Волков и председатель московского "Молодежного "Яблока"" Николай Кавказский .
Как вы считаете, должен быть лидер как бы из народа, свой парень? Может быть, это та история, которая сработает на просторах России?
Денис Волков : Сложно сказать, что сработает. Пока что работает то, что молодые люди голосуют за Путина.
Тамара Ляленкова : Но его трудно назвать своим парнем.
Денис Волков : Лидеру необязательно быть "своим парнем". Может быть даже и не нужно, чтобы он был. Здесь все-таки образ политика. Это такая сложная вещь. И, я думаю, что важно, чтобы он казался целостным и искренним. Конечно, каждый политик основывается на каких-то своих сильных сторонах, своих достижениях. Поэтому у Путина здесь все карты, все козыри. Если молодых людей брать. Медведева они еще как бы знают, как лидера страны, а так, конечно, Путин.
Николай Кавказский : На мой взгляд, люди голосуют за Путина не только потому, что он обладает какой-то исключительной харизмой и делает, с точки зрения людей, правильные вещи, но потому что у нас очень сильная пропаганда. У нас идет ложь из телевизора. И хвалят только Путина. При этом альтернативная точка зрения не предоставляется. А если кто-то пытается выступать против Путина, то эти СМИ часто закрываются. Даже если брать уличные акции, то у нас фактически запрещено критиковать Путина. Если есть фамилия "Путин" на плакате, то в большинстве регионов этого человека просто заберут в полицию.
Тамара Ляленкова : Да, с вами как раз такое и случилось. Вы проходили по "Болотному делу".
Мы просили у ребят-политологов - выгодно ли президенту быть человеком из народа?
- Если на данный момент политические аналитики президента решают, что необходима стратегия именно "человека из народа", то, конечно, нужно создавать этот образ. Если же не то время, не то место, то, наверное, не стоит этого делать.
- Мне кажется, образ человека из народа не самый плохой. Его можно весьма успешно и удачно использовать, чтобы увеличивать свою популярность, чтобы показывать людям, что перед ними не какой-то человек, который ставит себя выше, чем они. Мне кажется, что Ельцин - это такой президент от народа, т. е. человек, максимально к нему приближенный.
- Любой лидер должен соответствовать интересам людей, их запросам. Приятнее смотреть на человека, который соответствует тому, что ты хочешь видеть. Должен ли он быть для народа? Да, если это имеет место быть. Если же мы говорим о том, что людям это не нужно, значит, топ-менеджер.
Тамара Ляленкова : Можно уложить нынешнего президента России в некий стереотип, который работает на определенную социальную группу?
Денис Волков : Мне кажется, что это не нужно. Потому что если брать рейтинг Путина, то он падал до 2011 года, а с присоединением Крыма все проблемы были решены. Россия присоединила Крым, рейтинг пошел вверх. Сейчас мы находимся наверху. Путин обновил свою легитимность. Именно он приватизировал эту новую легитимность, потому что все институты выросли сразу в 2014 году, но потом опустились. А Путин, который сказал во всех этих фильмах про Крым, что "это я принимал решение"... На этом мы сейчас живем. Я бы сказал, что система, режим держатся именно на той легитимности, которую она обрела после присоединения Крыма, я имею в виду в глазах большинства.
Николай Кавказский : У меня возник вопрос. Почему никто из опрошенных не задался вопросов - а нужен ли нам национальный лидер вообще? На мой взгляд, Россия не является национальным государством. Это многонациональная страна. У меня ассоциация со словом "национальный лидер" - национализм, диктатура, патриархат. На мой взгляд, как считает, например, партия "Яблоко", нужно переучреждать Российское государство. Нужно Учредительное собрание, которое определит форму дальнейшего политического устройства России. На мой взгляд, это должна быть парламентская республика, где парламент будет формировать и контролировать правительство. А национальный лидер не нужен.
Тамара Ляленкова : Тут же еще завязано на такие важные вещи, которые существовали долгое время. Personality cult. Мы знаем, что некоторое время было исследование в ВШЭ по тому, кого студенты разных московских ВУЗов считают патриотом или национальным лидером. Понятно, что это как всегда был Путин, Петр I, потом Иван Грозный и уже традиционно Сталин. Мы попросили антрополога Александру Архипову , проанализировать эту ситуацию.
Александра Архипова : В каких культурах может возникнуть культ личности лидера? В каком-нибудь условном племени мумбу-юмбу, где люди живут скученно, небольшой группой. И люди видят своего вождя каждый день. Может ли в таком условном обществе возникнуть культ личности - непонятно. Мне кажется, что развернутый культ личности возникает в тех сложных обществах, где мы не можем взаимодействовать с правителем непосредственно и постоянно. Для этого нам нужно много посредников. И мы создаем себе образ этого правителя. И нами управляет не сам человек, а управляет его образ. Это две разные модели выстраивания образа правителя. Одна - это американская. Мы все должны знать про президента, про высших чинов. Их жизнь должна быть абсолютно прозрачна для избирателей - от налоговой декларации до семейного положения. Вторая модель, гораздо более архаическая, согласно которой мы не должны ничего знать о правителе. Это такое белое пятно!
Тамара Ляленкова : Почему такая дискуссия происходит? Потому что есть такая ситуация весов ценностей общечеловеческих и национальных. What is more important? Поэтому все пытаются понять, в каком мире они будут дальше жить. Может быть, дальше какой-то феодализм наступит? Как-то это просматривается в каких-то опросах? Есть в российской ситуации история, связанная с этим? Ведь это же тоже идеология. Раз политика наша такова - мы потерпим. Пускай будет Крым - мы потерпим, потуже затянем ремни. Мы готовы к этому. Это же скорее идеология, а не экономика.
Денис Волков : Если говорить о Путине, мои коллеги Лев Гудков, Борис Дубин в конце 90-х написали, что "время кризиса политического и экономического 90-х годов создали условия для появления сильного лидера". Люди хотели, чтобы появился такой как Путин, поскольку Ельцин плохо себя чувствовал, жить было тяжело. Они хотели твердой руки, которая придет и наведет порядок. В каком-то смысле, Путин отвечает тем запросам, которые есть у большинства населения, которые предъявляют очень небольшие запросы к своему лидеру.
Тамара Ляленкова : Все-таки история требует судьбы личностной в том числе. Мы знаем, что в российской традиции такой момент преодоления, даже пребывания в местах заключения - это для политика в чем-то плюс. Вам прибавило таких важных вещей то, что с вами происходило? Вы понимаете, что вы стали сильней, уверенней в себе?
Николай Кавказский : Уверенность в себе у меня была и до этого. Если брать мою личность, то, что я больше года находился в тюрьме по "Болотному делу", меня это никак не изменило.
Тамара Ляленкова : А отношение к вам?
Николай Кавказский : Я думаю, несколько больше возрос у людей интерес к моей деятельности. Если все-таки мы вернемся к обсуждению Путину, представитель "Левада-центра" сказал, что к 2011 году рейтинг стал падать, т. е. люди стали разочаровываться. И нужен был новый стимул. Да, действительно, у нашего населения есть определенная болезнь - имперский шовинизм, когда мы хотим, чтобы наша страна была побольше, танков побольше, побольше ядерных ракет. Но эти настроения искусственно подогреваются. Я бы не сказал, что этого хочет только народ. Это искусственно взращивается. Я думаю, что в определенный момент, когда люди поймут, к чему это приводит, экономически это по ним ударит, то, я думаю, что здесь может измениться настроение.
Тамара Ляленкова : Есть такой момент - говорят, что нет альтернативы, нет достаточно ясного, понятного, популярного лидера. Навального приводят в пример. Но тут сразу возникает вопрос.
Николай Кавказский : Я бы сказал, что проблема не в том, что нет альтернативы как лидера верхнего уровня. А в том, что, во-первых, нет оппозиционной сильной структуры, которая могла бы масштабно как-то выступать и сменить эту власть. Структуры этой во многом нет, потому что нет лидеров среднего звена. Если мы берем Болотную, Сахарова, то эти люди просто выходили. Мы пришли, просто постояли и все. Нет, надо действовать, надо проявлять инициативу, надо проявлять ответственность, солидарность и самим что-то пытаться изменить, а не ждать чего-то сверху.
Тамара Ляленкова : Мне кажется, что такие события и формируют какой-то лидерский пул. Они каким-то образом наверх поднимают людей, которые потом становятся известными. Мы спросили молодых политологов из ВШЭ про Навального.
- Навальный популист. Мне он не очень нравится. Я бы, скорее всего, не проголосовал за него на выборах. Но при этом надо дать ему возможность это сделать.
- На мой взгляд, даже сам Навальный понимает, что вряд ли он станет президентом России. Навальный выполняет такую важную функцию - он критикует, он пытается предложить какой-то альтернативный курс. Это важно, чтобы создать хотя бы видимый плюрализм мнений.
- Я не могу сказать, что у него есть какие-то существенные шансы на победу. В первую очередь потому, что в умах избирателей, как мне кажется, прочно засел медиаобраз. Складывается такое мнение, что либерал у власти в России - это немного не про нас.
Тамара Ляленкова : Согласны вы с этим?
Николай Кавказский : У меня есть другой кандидат в президенты - Григорий Явлинский. Я готов комментировать его. Я за то, чтобы Навальный участвовал в выборах, но я за него голосовать не буду и политически поддерживать тоже, потому что у нас с ним совершенно разные политические взгляды.
Тамара Ляленкова : Речь шла о том, что либеральная история не совсем российская.
Денис Волков : Я бы не с либеральной истории начал, а с того, что система построена таким образом, что те лидеры, о которых говорил коллега, не появились. В принципе, и во власти можно найти сопоставимых с Путиным даже по популярности людей. Если брать Шойгу, он приближается как военный, как опытный политик и т. д. Чиновники другого масштаба есть, но система не предусматривает конкуренции.
Что касается Навального. Я не знаю, какую роль ему в системе отводят. Я считаю его самостоятельным политиком. Мне кажется важным, что Навальный смог создать работающую машину. Навальный и Удальцов. Их вместе посадили. Один исчез и все, про него забыли, а другой есть. Потому что стояла за этим все-таки команда людей, которые его поддерживали, которые работали. В этом, мне кажется, важность Навального. Если больше будет таких коллективов, таких команд, организаций, которые работают на результат, то сложнее будет и управлять в такой вертикальной системе, и будут какие-то изменения в нашей достаточно зачищенной политической системе.
Тамара Ляленкова : Николай, вы возглавляете московское "Молодежное "Яблоко"". Есть какие-то вещи, которые важны именно для молодых людей, безотносительно персоналий? Каким должен быть лидер, чтобы молодые люди встали с дивана, оторвались от гаджетов и вышли, если это не Явлинский?
Николай Кавказский : Я сделаю акцент здесь не на том, какие должны быть личные качества. Потому что есть много людей с хорошими личными качествами, но нет механизмов донесения до молодых людей о том, что есть альтернатива. Молодые люди, к сожалению, не интересуются политикой. Они не интересуются своими правами. Они не понимают, что если они себя не пойдут и не проголосуют за альтернативу или проголосуют по приколы за ЛДПР, то завтра эта же ЛДПР или "Единая Россия" примет комендантский час для них, запретит видеоигры, ограничит свободы и т. д. Молодежь этого не понимает. И чтобы донести это до нее, надо формировать и придумывать те методы работы, которыми должна заниматься оппозиция.
Тамара Ляленкова : А есть ли проблемы у российской молодежи, которые она бы хотела решать и активно вступить в политическую жизнь?
Денис Волков : Очень сложно говорить о молодежи вообще. Но если говорить, то молодежь - одна из самых привилегированных групп. Потому что если это молодежь до 25 и моложе, то там поддержка и родителей. И, вообще, она более образованная, лучше устроена.
Тамара Ляленкова : Много достаточно бесплатного и высшего образования до недавних пор.
Денис Волков : Неудивительно, что многие люди голосуют за Путина. Давайте просто посмотрим на политиков, за которых молодежь голосует, кроме Путина. Жириновский. И это скорее такой протест неустроенной молодежи, менее благополучной молодежи. Prokhorov.
Тамара Ляленкова : Молодежная секция ЛДПР делает простые вещи. Они предлагают бесплатные спортивные залы, где можно пользоваться, и в Думе всякие занятия с действующими политиками.
Денис Волков : Да. Прохоров, Навальный. Это разные группы молодежи. Кто-то более городской, более успешный, то это Прохоров или Навальный. У кого все хорошо и нет критического какого-то восприятия - это Путин. А у кого плохо, менее благополучно - это Жириновский. Выбирают из того меню, которое есть. Оно не очень большое.
Тамара Ляленкова : Кто к вам приходит?
Николай Кавказский : К нам сейчас приходят очень молодые люди - от 14 до 20 лет. Они оппозиционных взглядов. Они настроены против Путина. Они считают, что Крым принадлежит Украине. Они активно общаются в соцсетях и в Интернете.
Тамара Ляленкова : Очень интересно. На самом деле, в Госдуму нынешнего созыва все партии попробовали представить молодежь. И была конкуренция между молодыми кандидатами. Как это ни странно, коммунисты потеснили независимых. Какая-то непонятная история. Кто выбирает этих молодых? Может быть, их выбирает пожилое поколение?
Денис Волков : Если говорить о КПРФ, то их выбрало пожилое поколение. И выбрало не их молодых, а выбрало Компартию, поскольку электорат коммунистов очень лоялен именно партийному бренду. Если говорить даже о "Яблоке". Были новые кандидаты в федеральном списке. На Гудкова реагировали, но я не думаю, что только молодые. Потому что, как известно, молодые не ходят на выборы, и на эти они тоже не очень пришли. Поэтому можно иметь хороший образ у молодых людей, нравится молодым людям, но только они останутся дома, а придут пенсионеры и выберут тех, кого они хотят, кого им скажут.
Тамара Ляленкова : Получается так, что даже наличие очень сильного и привлекательного для молодых людей лидера, все равно не исправит ситуацию и не сделает их активными политически.
