
A draft presidential decree has been included in the government, which will oblige ineffective state -owned companies to sell specialized assets. About this "Vedomosti" was told by the deputy head of the FAS Sergey Puzyrevsky.
These measures were developed as part of a competition development plan in 2017-2019.
“The main threat of competition comes from the state itself, it is necessary to reduce state participation in the economy with a presidential decree,” FAS explained.
One of the ways of weakening the role of the state was called a reduction in the market share of state and municipal companies. The FAS was offered to prohibit state -owned companies to buy new assets, and in case of ineffective activity, to be obliged to get rid of specialized assets.
The newspaper explained that this requirement would not affect effective companies that do not worsen the conditions of competition in the market.
According to Vedomosti estimates, in 2016 the state had assets or a special right to participate in the management in 1627 joint -stock companies. The plan for privatization for 2017-2019, which encouraged the government, includes several large companies, but it does not contain Russian Railways and Rosneft.
