Earlier, the deputy head of the QIB, Sergei Mikhailov, became a defendant in the case of the Stateizer . Experts explained the situation in QIB with internal conflicts and "stripping under new people."
As a source close to the FSB told the publication and confirmed two top managers on an IT market, Rukovo is suspected of receiving a bribe. “Claims for some act that he signed with a meager amount,” one of the interlocutors of the newspaper said.
Recall, the FSB Investigation Department, according to the press, has been investigating a criminal case under Art. 275 of the Criminal Code of the Russian Federation ("state treason"), accused of which the deputy chief of the QIB Sergey Mikhailov, the QIB officer Dmitry Dokuchaev, the head of the department of investigation of computer incidents of the Kaspersky laboratory, Ruslan Stoyanov and another unknown person involved. According to the sources of "Kommersant", the cases of Stateismman and Corruption are not related.
Earlier, the media linked the arrests of the FSB officers with the criminal prosecution of the Khaltai-Boltai hacker group, which for several years hacking mailboxes and accounts of officials and businessmen. Under Art. 272 of the Criminal Code of the Russian Federation ("Unlawful access to computer information") were arrested by Vladimir Anikeev, Konstantin Teplyakov and Alexander Filinov. However, the lawyers of the suspects said that there was no connection between these cases.
According to open data, Dmitry Rukov has been working in QIB since 2005. Sources of Kommersant said that he headed the Office of Information Technology (UIT) TSI, which, as follows from the FSB order from 2002, provides access to computer information, determines the features of software and identifies actions performed with information. One of the interlocutors on the IT market called Rukov "the legend in the field of information security."
The exact structure of the QIB is unknown, the newspaper notes. According to sources, operational management and UIT, which were headed by Sergey Mikhailov and Dmitry Kraikov, are actually the main divisions of the QIB. The first investigated cybercrimination, the second was engaged in technical expertise. Currently, both divisions have changed the leadership. Zhakhongir Yuldashev was appointed temporarily acting head of the operational department. The temporarily acting head of the UIT became Alexei Grachev.
The investigation against Rukov began after a conflict with the leadership, one of the sources of Kommersant said. Rights in the fall of last year was going to go to the Center for Information Protection and Special Communications of the FSB (8th Center, Ji). The authorities did not like his plans and coincided with the reorganization, during which they were going to transfer UIT from the QIB to Ji.
